Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Entity for Gender Equality and the Empowerment of Women (UN Women) works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women provides strong and coherent leadership in support of Member States priorities and efforts, building effective partnerships with civil society and other relevant actors.

Year 2020 marks the 25th anniversary of the Fourth UN World Conference on Women and the Adoption of the Beijing Declaration and Platform for Action (BPfA) 1995 which is the international blueprint for gender equality and women’s empowerment. In this context, UN Women is convening the Generation Equality Forum, a global gathering for gender equality, co-chaired by France and Mexico, with the leadership and partnership of civil society.

Building on the 2019 Beijing+25 National, Regional Country Reviews and the Commission on the Status of Women Sixty-Fourth Session (CSW64) which will take place in March 2020 in New York, and UN Women’s Generation Equality public advocacy campaign that was launched in May 2019. the Generation Equality Forum will kick off in Mexico City, Mexico, and culminating in Paris, France, in the first half of 2021. The Generation Equality Forum is a civil society–centred, multi-stakeholder, global gathering for gender equality, convened by UN Women and co-hosted by the governments of Mexico and France.

In respect of the above, South Africa, Senegal, Vietnam and Jordan have been selected as satellites for the Beijing +25/ Generation Equality Forum celebrations to showcase the proceedings in Mexico and Paris respectively. The women of South Africa played a critical role in the fight for equality, hallmarked by the gathering of the 20 000 women of all races who marched to the Union Buildings on August 9 in 1956, to present a petition for free movement of women in the country. Significant to Beijing +25, South Africa also took a stand at the Fourth World Conference on Women in Beijing, China known as the largest-ever gathering of gender equality advocates. The selection committee felt that the legacy of women’s leadership in the fight for freedom from abuse, community rights and for gender equality continues today in South Africa and would like to highlight this through South Africa’s satellite status. The celebrations will also present an opportunity for engagements with young people born before 1994, to understand what BPfA means to them in their time.

In this regard, UN Women SAMCO seeks to recruit a National Coordinator to lead the planning activities and implementation of the Generation Equality Forum Satellite in South Africa.

Objective:

Under the direct supervision of the UN Women SAMCO Representative, the consultant will lead and coordinate all aspects of the Generation Equality Forum including communications and public mobilization, working closely with the relevant Government Departments, Donors and Civil Society Organizations. The consultant will also be required to ensure synergy between the efforts around the Forum in Mexico and Paris and UN Women’s Generation Equality public advocacy campaign requirements.

Duties and Responsibilities

The consultant will be required to carry out the following responsibilities:

  • Serve as a project manager for the Generation Equality forum and ensure successful implementation of activities as per the strategy;
  • Lead UNWOMEN support of the development and implementation of Generation Equality Forum strategy;
  • Lead Resource Mobilization efforts for the GEF;
  • Maintain relationships with the Government, CSO and private sector partners, influencers, and other relevant stakeholders;
  • Collaborate with France and Mexico and other Steering Committee members to ensure alignment with UN Women’s communications efforts for Generation Equality Forum;
  • Serve as the focal point and coordination with the Government, Mexico and Paris forum coordinators, UN, event management services provider, as well as Civil Society, on the development and implementation of GE activities including joint communications and visibility efforts;
  • Ensure national messaging, media placements, interviews and press for Generation Equality are set;
  • Manage and provide guidance to the communications and events management service provider/s recruited to implement activities of the Generation Equality Satellite;
  • Ensure detailed monitoring and evaluation is undertaken during the implementation of the programme;
  • Deliver detailed reporting on all activities, including communications and public mobilization activities undertaken for the forum to relevant oversight bodies as required;
  • Initiate and lead discussions with UN Agencies and ensure their involvement in the planning and implementation;
  • Perform other related duties as required.

Key Performance Indicators:

The selected consultant will be responsible for delivering the following deliverables:

  • Successful communications and public mobilization strategies for Generation Equality satellite developed, produced and implemented;
  • Resources mobilized to deliver the Satellite;
  • Partners, Donors, Stakeholders and all strategic influencers and national audience engaged;
  • Successful collaboration between convener, co-hosts, and relevant stakeholders on all communications and public mobilization aspects achieved;
  • Generation Equality satellite widely covered by media, social media and across platforms and channels, including online and offline.

All deliverables should be agreed with the UN Women SAMCO Representative as per the set requirements.

Functional Competencies:

  • Possesses the ability to work independently, under pressure and meet deadlines;
  • Good knowledge of technical area;
  • Experience in translation and editing of research documents.

Required Skills and Experience

Eduaction:

  • Degree in Communications, Public Relations, Strategy and Planning, Gender and Development or relevant field.

Working Experience:

  • At least 5 years’ experience in Communications, Strategy, Public Relations and Events Planning or project management
  • Knowledge of international women human rights frameworks;
  • Proven experience in advocacy and movement building on women’s rights and managing multi-stakeholder partnerships
  • Good interpersonal, networking and communication skills;
  • Previous experience working with UN agencies, Government and/or international organisations will be an advantage.

Knowledge of languages:

  • Fluency in written and oral English required.

Other:

  • Good computer skills in Windows environment, knowledge of internet communications and command of MS Office applications (Word, Excel, Power Point).
