In pursuit of this vision and guided by global norms and standards, the UN Women's Humanitarian Strategy( 2022-2025 aims to promote gender equality and women's empowerment in humanitarian efforts including in disaster risk reduction, response, and recovery.

The Sahel region of Africa is blessed with abundant human, cultural and natural resources. Yet there are deep-rooted challenges environmental, political and security—that affect its prosperity. Countries in the Sahel have been dealing with successive political and humanitarian crises for years. The situation has left the Sahelian countries increasingly vulnerable to disasters, with a weak ability of households to withstand repeated and increasingly frequent shocks. In this situation, due to the gendered dimensions of disaster risk, women and girls face greater vulnerability and exposure to disasters. Yet they remain poorly involved in conventional disaster risk reduction processes.

As part of its Disaster Risk Reduction and Resilience work, the UN Women Regional Office for West and Central Africa, focusses on prevention and resilience building by ensuring that new and existing disaster risks are mitigated by putting women’s agency and voice at the center of disaster risk reduction efforts. UN Women facilitates and promotes the integration of gender equality and women's empowerment through coordination and leadership; capacity cevelopment; mainstreaming gender into data, analysis, and advocacy and targeted programming. UNWOMEN collaborates closely with UN system partners, national institutions and civil society organizations.

Under the direct supervision of the Regional Policy Adviser on Peace, Security and Humanitarian Action, the Consultant will perform the following key activities:

1. Coordinate the Programme on gender and DRR

  • Prepare work-plans for the implementation of the project;
  • Produce periodic narrative progress reports ( 2 quarterly reports) and expenditures status reports to be submitted to the donor;
  • Liaise with national counterparts, donors, UNDP and partners to ensure the achievement of Programme results;
  • Coordinate the recruitment of experts who will facilitate trainings/workshops planned in the project;
  • Record and maintain documents on relevant Programme activities, issues, and risks;
  • Contribute to the exchange of information and knowledge products internally and externally of the programme;
  • Provide regular technical expertise to ensure gender integration in different documents produced by short term consultants and the partners of the program (UNDP, ECOWAS, PERIPERI U…);
  • Write the final narrative report of the project following the donor’s template and in timely manner.

2. Prepare and coordinate the organization of the following activities:

  • Training on mainstreaming gender into DRR/CC policy and actions for the women led/women right organization;
  • Regional gender and human rights CSOs capacity development workshop to influence integration of gender equality/ human rights into DRR;
  • Training of ministries of the Sahel countries on integrating human rights, gender equality and DRR/CCA into planning and budgeting processes;
  • Regional Training of data collectors to establish disaster databases within the sahel countries;
  • Review and finalization of the following draft documents: (1) Practical guide on risk and vulnerability assessment methodologies that harmonizes gender, disaster, climate and conflict risk analysis, (2) Training manual on the collection of sex, age and disability disaggregated data;
  • Capture in different formats, the good practices and lessons learnt from the implementation of the project, a knowledge management and the sharing of lessons learnt in relation to project results, prepare and suggest areas of collaboration for future planning and programming.

  • Master’s degree in gender studies, human rights, international affairs, disaster risk reduction, climate change adaptation, humanitarian action, social science, public policy, and/or any relevant field directly related to gender equality and the empowerment of women and girls.

Experience

  • Minimum 7 years of relevant work experience at national or international level in gender in DRR, resilience, risk informed development, disaster recovery programming;

  • Relevant professional experience in delivering capacity building training to government and non-government actors on gender equality, women’s empowerment and DRR;

  • Technical experience in gender-responsive disaster risk reduction, resilience, risk-informed development or climate change adaptation, with demonstrated experience in data management in the concerned domain;
  • Research, and guideline/training development with a strong technical focus on collection of SADD disaster data;
  • Capacity in designing a research and methodologies of the data collection while taking into consideration of gender dimension;
  • Experience in development of training materials and conducting trainings;
  • Experience in managing complex and multi-component programme interventions with national/regional partners, preferably related to DRR and humanitarian affairs;
  • Experience in joint programming and working with different partners;
  • Experience in Africa and particularly the Sahel;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects;
  • Excellent writing skills, with a track record in writing and reports (in English) related to gender and disaster resilience, risk-informed development or climate change adaptation issues, ideally in humanitarian/crisis contexts;
  • Experience working in the UN System is an asset;
  • Working experience in gender in DRR & resilience in the Sahel region is an asset;

Language Requirements

  • Fluency in written and spoken English and French is required

Computer Skills

High level of proficiency in computer systems, internet navigation and various applications including research databases and data analysis software.
