Job Description

Background of the project

Our sector is affected by long-standing risks for sexual violence, including harassment and assault, along with other security and safety risks for staff with marginalized identities. This has driven the need to strengthen the International Rescue Committee’s (IRC) ability to identify, assess, and mitigate gender and other diversity related threats to covered persons in the Resettlement, Asylum, and Integration (RAI) department.

The security risk assessment (SRA) process has been identified as the key opportunity to ensure that such threats and hazards are identified, assessed and mitigated. Although there is already a Gender, Equality, Diversity & Inclusion (GEDI) component to the existing SRA tools, an inclusive approach and defined process is needed to supplement existing efforts. Additionally, training and sensitization for relevant staff is needed to effectively integrate GEDI initiatives into operations.

Further, as part of Safety & Security’s commitment to the GEDI Action Plan 2022, the further development and deployment of an inclusive and GEDI-sensitive SRA process is a key Action Point for the RAI Department. The staff who will facilitate and participate in these SRAs must be sensitized to GEDI-related threats and hazards that may affect IRC covered persons, and how to structure inclusive processes to build GEDI-sensitive security management strategies.

Although this process will be focused on RAI, the subsequent learning and outcomes will inform parallel processes in Crisis Response, Recovery & Development (CRRD) and SRA development globally.

Scope of Work:

The consultant is to provide GEDI expertise in the development of an inclusive SRA process, based on existing IRC RAI and wider industry best practices. This will include:

o mapping existing relevant internal and external S&S resources and IRC GEDI initiatives, and provide feedback from a GEDI lens on these practices

o consulting with relevant units and focal points

o creating additional guidance/training for GEDI-sensitive and inclusive staff consultations that form part of Safety & Security processes

o identifying issues, solutions, and opportunities regarding safeguarding, workplace culture, HR etc. to help facilitate an inclusive Safety & Security process

Deliver inclusive-SRA sensitisation training RAI system-wide to office staff who will be involved in conducting SRAs, including consultations and workshops with staff

Deliverables:

(50%) Develop a package to be delivered to staff involved in or leading SRA processes; package consisting of:

- A quality-assured SRA Tool to optimize GEDI considerations, building on best practices from within the IRC and wider industry - A presentation deck to be used for facilitation during SRA workshops and consultations to ensure active, diverse, and inclusive participation - A guidance note or handbook taking relevant personnel through how to carry out an inclusive SRA, detailing the process itself, as well as timing, scope, activities, outcomes, dissemination and approval of the entire SRA process, developed with members of the Safety & Security Team.

(50%) Training RAI staff who are involved in the SRA process on the inclusive SRA approach

Produce summary report on lessons learned, recommendations for future GEDI sensitive SRA processes, and consolidating larger safeguarding, workplace culture, HR etc. issues and solutions emerge

Qualifications

Requirements:

The consultant should meet the following requirements:

- Proven background in the design, development, and implementation of inclusive and gender-sensitive processes - Experience with safety, security, or risk management and assessment - Demonstrable experience mainstreaming GEDI themes in the humanitarian context - Proven experiencing creating and delivering inclusive teaching/training using best practice adult learning methodologies - Candidates with lived experience relevant to this ToR are also strongly encouraged to apply
