You have:

  • At least 5 years of relevant experience in programme management and social research; knowledge of gender equality at the institutional level; experience of leading the development of researches/reports/policies, particularly focusing on gender equality.
  • Advanced Degree (MA/PhD) in Political/Social Science, Development Studies, Gender/Women's Studies, Economics or Sociology, and either academic training in social research methods.
  • Excellent written and oral skills in English.
  • Ability to work independently under tight deadlines; ability to work effectively with people of different national and cultural background.

BACKGROUND AND PURPOSE OF ASSIGNMENT

Gender equality is a prerequisite for achieving SDG 2 and so sustained food security and nutrition. A world with zero hunger can be achieved only when everyone has equal opportunities, equal access to resources, and equal voice in the decisions that shape their households, communities and societies.

Aiming to build on its previous work on gender transformative approaches to food assistance, the United Nations World Food Programme (WFP) articulated its commitment to bridging the gender gap in food security and nutrition in its updated Gender Policy (2015-2020). With this Gender Policy, WFP is committed to integrate gender equality and women’s empowerment into all of its work and activities, to ensure that the different food security and nutrition needs of women, men, girls and boys are met. As stated in the Policy, addressing basic needs and strategic interests, gender equality and Women’s Empowerment are needed to end hunger. Thus SDG 5 – “Achieve gender equality and empower all women and girls” – is central to WFP fulfilling its mandate. Moreover, WFP is cognizant that to enhance efficiency, impact and fairness, it must work to properly engender its entire programme portfolio. This involves the conduct of gender assessments, development of programme recommendations, implementation of transformative activities and other dedicated actions throughout the programme lifecycle.

These Terms of Reference describe the duties and responsibilities of a Gender Advisor who will be accountable to oversee gender-transformative actions and advise the WFP Country Office on the range of complex gender issues associated with WFP’s work in Eswatini.

ACCOUNTABILITIES / RESPONSIBILITIES (not all-inclusive, within the delegated authority)

  • Conduct gender analysis of WFP's programmes in Eswatini and formulate programme recommendations to improve gender equality and women's empowerment to transform and improve the impact of WFP programmes.
  • Lead the process of implementing the Gender transformation Programme and ensure the CO has finalized its improvement plan within an 18 months period.
  • Design and deliver gender training activities targeting WFP, government and cooperating partners' staff.
  • Provide project management support to specific and defined gender-related programmes and projects, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Serve as SEA (Sexual Exploitaion and Abuse) Focal Point, discreetly and professionally handling any referred cases.
  • Provide guidance to support staff on gender, acting as a point of referral and assisting them with gender analysis queries
  • Formulate end of year reports, including the GRN reports, GBV report, and annual gender report, and lead the formulation of information products on WFP's gender activities.
  • Lead the process of reviewing and reporting on WFP activities in the IASC Gender and Age Marker exercise.
  • Review various WFP documents and information products to ensure they are intergrating gender and properly reflect the needs, priorities and circumstances of women, men, girls and boys.
  • Contribute to fund raising efforts, including reviewing and contributing to concept notes and funding proposals for gender-related activities.
  • Work with Human Resource staff to implement actions designed to achieve the WFP Gender Parity goals.
  • Support WFP M&E and communication units in capturing and reporting on the impacts of WFP on the diverse individuals through gender-sensitive and gender responsive tools.
  • Lead the marking of the gender related advocacy campaigns, including the Orange Campaign, and the 16 Days of Activism against GBV.
  • Represents WFP in various gender-related groups and inter-agency meetings and activities within the country..
  • Coordinate the Gender Results network within the country office and engage RBJ Gender Advisor and the GRN members in the region on gender-related matters

FUNCTIONAL CAPABILITIES

Strategy & Planning: Applies strong understanding of the gender dimensions of key national and international socio-political issues and the range of WFP programmes to plan and oversee gender-specific and gender-sensitive demarches.

Operations: Applies understanding of gender analysis, formulates and follows up on implementation of gender-related recommendations at Country Office and Sub-Office levels.

Resources: Proactively builds profile of WFP’s gender activities, effectively leveraging this for fundraising purposes

Diplomacy: Applies negotiation, networking and diplomacy skills to develop, nurture and sustain gender-specific and gender-sensitive activities in collaboration with WFP staff and with external partners including government authorities, international and local NGOs, civil society representatives, UN agencies, donors, beneficiaries and other partners/ media engaged in the field of food security.

KNOWLEDGE & SKILLS

Functional Competencies:

  • Excellent understanding of Gender Equality and Women’s Empowerment and gender mainstreaming in UN agencies;
  • Experience in developing gender workplans and programmes
  • Understanding of issues related to gender in food security and nutrition, particularly humanitarian programmes and operations in the African region;
  • Proven track record in research, analysis and synthesis;

Other competencies:

  • Excellent written and oral skills in English,
  • Excellent organisational and communication skills;
  • Ability to work independently under tight deadlines;
  • Ability to work effectively with people of different national and cultural background.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education:

Advanced Degree (MA/PhD) in Political/Social Science, Development Studies, Gender/Women's Studies, Economics or Sociology, and either academic training in social research methods.

Experience:

  • At least 5 years of relevant experience in programme management and social research; knowledge of gender equality at the institutional level; experience of leading the development of researches/reports/policies, particularly focusing on gender equality.
  • Experience working with the United Nations system and knowledge of UN structure is an asset.

Language: Advance working knowledge in English (proficiency/level C)
