BACKGROUND

The United Nations Girls Education Initiative (UNGEI) is a global partnership for gender equality in and through education. Our mandate is to catalyze and galvanize action locally, nationally, regionally, and global for girls’ education and gender equality in education. We bring together diverse partners to support Ministries of Education and other national actors to develop and implement bold commitments to gender equality in education. The UNGEI Secretariat is governed by UNICEF policies of employment. We strive to uphold feminist and anti-racist principles in how we work and offer flexible work arrangements.

UNGEI, together with UNESCO-IIEP, coordinates the Gender at the Center Initiative (GCI). GCI is a multistakeholder partnership and programme launched by the G7 in 2019 to support Ministries of Education and other national actors in eight countries in sub-Saharan Africa to promote gender equality in and through education. GCI mobilizes expertise and resources for country-owned, gender-responsive education sector interventions, strategies and plans.

Under the supervision of the GCI Lead, and in close collaboration with the GCI Project Manager and the UNGEI Secretariat Communications and Advocacy Team, the GCI Communications Consultant will deliver high-quality, contextualized communications outputs as described below, thereby increasing GCI’s visibility at global, regional and national levels. The consultant will also manage the communications for 10-15 online and face to face events and workshops.

Scope of Work:

By 31 July 2023:

  • Produce 5th edition of GCI newsletter by compiling data from GCI implementation, write and edit newsletter articles, edit pictures and format newsletter

By 30 November 2023:

  • Manage communications for regional GRESP workshop, including social media toolkit, outline of background documents and presentations
  • Deliver social media campaign for regional GRESP workshop across UNGEI social media accounts
  • Write and edit background documents for GRESP workshop
  • Produce 2 blog posts on GCI activities, in line with GCI strategic priorities

By 31 December 2023:

  • Develop GCI webspace that is aligned with available content, revise all webspace content, remove outdated content and upload new content in the revised structure
  • Develop proposal for national media campaign on ending gender stereotypes
  • Develop Monitoring & Evaluation plan for national media campaign on ending gender stereotypes
  • Develop compilation of GCI results to feed into final program evaluation and donor proposals, including quantitative data, narrative descriptions, pictures and testimonies

By 31 January 2024:

  • Produce 6th edition of GCI newsletter by compiling data from GCI implementation, write and edit newsletter articles, edit pictures and format newsletter
  • Deliver social media campaign on phase-out of GCI program, compiling and highlighting main program achievements

By 31 March 2024:

  • Develop communications plan for GCI Alliance meeting, including social media toolkit, outline of background documents and presentations

By 31 May 2024:

  • Produce 7th edition of GCI newsletter by compiling data from GCI implementation, write and edit newsletter articles, edit pictures and format newsletter
  • Produce 2 blog posts on GCI activities, in line with GCI strategic priorities

Qualifications

(1) Education

Masters Level. Inter Disciplines: Communications, marketing, public relations, business administration and management, technology, or social sciences. Knowledge and experience in gender and/or education is a plus.

(2) Work experience

  • 3 to 5 years of relevant professional work experience at the national and international levels in strategic communications, managing digital advocacy and communications and copy-editing.
  • Demonstrated experience working in the field of education. A focus on gender equality and West Africa is an asset.
  • Editorial experience overseeing and managing the production of written and visual/audio content in a relevant field, including digital social media.
  • Extensive experience with digital platforms, including organizing and managing and developing online blogs, consultations, outreach and social media.
  • Experience developing and embedding content into Drupal, WordPress and other content management systems

(3) Competencies

  • Superior communications skills in professional writing, both in English and French. Ability to communicate clearly and sensitively with internal and external stakeholders.
  • Demonstrated planning, communication and writing skills. Ability to handle multiple tasks, prioritize and work to tight deadlines
  • Ability to work in a multicultural environment. Strong team player.
  • Fluency in English and French (oral and written) required.
  • Commitment to advancing gender equality, girls’ education, and human rights. Demonstrated commitment to UNGEI values, including feminist principles.

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11)
  • Upload copy of academic credentials
  • Financial proposal that will include:

  • All-inclusive (lump sum) fees for the deliverables noted above.

  • Travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
