  1. Purpose of the Consultancy

The WHO/EMRO Health Systems Governance team has been developing governance normative work and supportive tools to strengthen health system governance arrangements for better responsiveness, equity, transparency, and accountability. To build on these efforts, this consultancy proposes to further develop and apply the regional approach and supportive tools to advance towards UHC and health security.

  1. Background

Based on the SDGs, the WHO Thirteenth General Program of Work (GPW 13) 2019- 2023 sets out to attain the “triple billion” targets which include: 1 billion more people benefitting from universal health coverage; 1 billion more people better protected from health emergencies; and 1 billion more people enjoying better health and well-being. To address regional challenges and move towards achieving the three strategic priorities of GPW13, WHO/EMRO’s Vision 2023 calls for solidarity and joint action “Health for All by All” to strengthen health systems resilience; promote better integrated recovery, preparedness and response policies; build up partnerships; and reinforce the engagement between both state and non-state as well as health and non-health actors.

In line with the above, weak governance practices are considered the root problem undermining health system modernization and transformation to advance towards achieving UHC and health security. Therefore, the need to ‘recognize the vital importance of strengthening health systems governance arrangements and supportive legislative and regulatory frameworks for developing and implementing health policies and improving health system performance, accountability, and mitigating the risk to corruption along with other governance threats.

Start date: 1 May 2021

End date: 25 Feb 2022.

  1. Work to be performed

The consultant work will contribute in strengthening health system governance arrangements in EMR countries to advance towards UHC and health security. The consultant will assist Acting EMR Governance Health Systems Regional Adviser and Team (GHS) in completing the following deliverables:

Deliverables/Output:

  • Output 1: Prepare regional health systems governance template and profile
    • Provide technical input to the and prepare background materials for technical consultations and discussions to inform the design and preparation of the template and profile
    • Review and prepare relevant related reports
    • Prepare for publication in EMRO Bulletin and/or relevant journals
  • Output 2: Health system governance country profiles
    • Develop health system governance country templates
    • Prepare and finalize 10 country health system governance country profiles

Required Qualifications

- Qualifications required:

Essential: University degree in medical sciences.

Desirable: Post-graduate degree in public health. Academic pursuits in the area of health system governance to promote accountability, mitigating corruption and governing private sector engagement

- Experience required

  • up to five years of working experience in the areas of health system strengthening, and governance.
  • Work experience within WHO and UN System is an asset
  • Evidence of having undertaken similar assignments is an asset

- Skills / Technical skills and knowledge:

The selected candidate should demonstrate a wide set of technical and soft skills including:

  • Strong analytical skills in overall aspects of survey designing and conducting
  • Ability to produce comprehensive country profiles, case studies and workshop reports in a clear and presentable format
  • Ability to translate research into real and tangible policies and recommendations
  • Ability to work in a multicultural environment and facilitate and encourage open communication
  • Ability to perform efficiently under work-pressure and actively work towards continuing personal learning and development

- Language requirements:

Essential: Excellent English and Arabic language skills

  1. Place of assignment

Cairo, Egypt

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
