You have:
- Minimum Bachelor’s or master’s degree in Project Management, Environmental Management, Architectural Science or other related field.
- Masters with minimum 5 years OR Bachelors with minimum 7 years of works experience in natural resource management and or relevant field of project management.
- Experience in working with government key stakeholders in Environment, Climate Change, Disaster Risk Management, and other related fields.
- Experience in managing or coordinating projects across Vanuatu, especially construction-related projects.
- Fluency in English language (verbal and written) is required; understanding of local language is advantageous.

Background
Project Description
The project, “Adaptation to Climate Change in the Coastal Zone of Vanuatu – Phase II” (V-CAP II), financed by the Global Environment Trust Fund (GEF) and Least Developed Country Funding (LDCF) was approved in May 2022 and the project implementation is expected to commence in November 2022.
The objective of V-CAP II is to improve the resilience of the vulnerable areas and communities therein to the impacts of climate change through the conservation of biodiversity and natural ecosystems and the implementation of integrated approaches in order to sustain livelihoods, food production, and ensure biodiversity conservation and reduce land degradation by building on the lessons learned from the first phase project (V-CAP I).
V-CAP II will work to ensure improved management of critical island ecosystems to support better informed integrated management of land and coastal areas to achieve the co-benefits to strengthen resilience to climate change and achieve social and biodiversity conservation outcomes. In addition, the project will work to build upon the current government decentralization initiative by developing capacity at the Area Council levels to mainstream action for biodiversity conservation and climate change adaption at the Provincial and National levels. The project will be implemented in 6 provinces working very closely with Area Councils and other key government stakeholders.
VCAP-II Project Components:
Component 1: Integrated community approaches to natural resource management and climate change
adaptation developed and implemented
Component 2: Information and early warning systems on coastal hazards
Component 3: Climate Change and Natural Resource Management Governance
Component 4: Knowledge Management and Lessons Sharing
This 6-years- project will be implemented by the Ministry of Climate Change Adaptation, Meteorology, Geo-Hazards, Environment, Energy and Disaster Management (MCCAMGEEDM), under the Government of Vanuatu.
Duties and Responsibilities
Scope of Work
An interim project manager is required in-country as a local consultant to facilitate initial set up of the Project Management Unit (Project Management Unit) while also facilitating inception phase of the VCAP2 project.
In doing so, the consultant will be required to:
- Work with Implementing Partner (IP) and Responsible Partner (RP) to coordinate and facilitate the recruitment process of key PMU positions
- Work with IP and RPs to facilitate project inception activities
- Work with Treasury to facilitate the transfer of funds into country for the project
- Work with IP and RP to facilitate procurement of goods and services required for PMU
Expected Outputs and Deliverables
The consultant is expected to deliver on the following product within and by the end of the consultancy period:
- At least the following PMU positions have developed TORs, advertised and requitement process starting (shortlisting, longlisting and interview) – Planning. Monitoring and Evaluation Officer, Gender and Social Inclusion Officer, Admin and Procurement Officer, Communication and Training Officer, SLM Component Coordinator, DLA Component Coordinator, PA and Environment Coordinator and Meteorology Technical Coordinator
- Project Account within the Treasury is set up and fully operational to allow UNDP to transfer project funds into country
- Full procurement of goods and services planned for Q4 – 2022 AWP is conducted

Institutional Arrangement
- The consultant will be working very closely with the Implementing Partner and Responsible Partners of the Project under MCCAMGEEDM.
- He/She will also be expected to coordinate work with UNDP Project Team
- All deliverables identified must be fully met by the consultant at the end of the consultancy term.
Duration of the Work
The consultancy is for 30 working days within the period of October – December 31st
Duty Station
The consultant will be office based at the PMU Unit under the MCCAMGEEDM. The Consultant is expected to supply their own computer.
Supervision / Reporting
- The Consultant will be reporting both to UNDP and Director for Climate Change, Director of Environment and Director of Meteorology.
- The consultant is expected to conduct close consultation with Director General when necessary and provide updates on where things are.
- The Consultant is expected to produce a final report upon successful completion of activities according to the agreed schedules. The consultant is expected to provide his/her own computer.
Competencies
Ability to work well as part of a multi-cultural team and displays gender, religion, race, nationality and age sensitivity and adaptability. Computer literacy (e.g., Microsoft Word, Excel, and Power Point) is a prerequisite. Ability to engage various partners and stakeholders and builds strong relationships with clients and other stakeholders. Demonstrates strong commitment and patience to deal with competing deadlines, demands, and interests
Required Skills and Experience
Following is the required qualifications and experience:
Educational Qualifications:
- A degree in Minimum Bachelor’s or master’s degree in Project Management, Environmental Management, Architectural Science or other related field;
Experience
- Masters with minimum 5 years OR Bachelors with minimum 7 years of works experience in natural resource management and or relevant field of project management
- Experience in working with government key stakeholders in Environment, Climate Change, Disaster Risk Management, Local Area Council, Meteorology, Agriculture, Infrastructure etc
- Experience in managing or coordinating projects on the ground across Vanuatu and dealing especially with any funded construction work project.
- Experience in working with key Council of Regional Organisations (CROP) in the Pacific/Regional Agencies, e.g. Pacific Community (SPC); Pacific Regional Environment Programme (SPREP); Food and Agriculture Organization (FAO); United Nation Development Programme (UNDP ), and etc , providing technical direction in activity planning for all capacity development components related to the project.
Language requirements
- Fluency of English language is required (verbal and written).
- Understanding of local language is advantageous.
Documentation required

- Letter of Confirmation of Interest and Availability using the template provided in Annex II.
- Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
- Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment; and b) a methodology, on how they will approach and complete the assignment.
- Financial proposal, as per template provided in Annex II. Note: National consultants must quote prices in United States Dollars (USD).
Note: Successful individual will be required to provide proof of medical insurance coverage before commencement of contract for the duration of the assignment.
Incomplete and joint proposals may not be considered. Consultants with whom there is further interest will be contacted. The successful consultant shall opt to sign an Individual Contract or a Reimbursable Loan Agreement (RLA) through its company/employer with UNDP.
