You have:

Background

The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life, as envisaged by 2030 Agenda for Sustainable Development. We are on the ground in more than 170 countries and territories, working with governments and people in finding their own solutions to global and national development challenges. Within UNDP, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan and help countries to achieve the Sustainable Development Goals. BPPS’s staff provides technical advice to Countries; advocates for UNDP corporate messages represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas. BPPS supports UNDP’s 2018-2021 Strategic Plan, focusing on 7 outcomes, including strengthening institutions to progressively deliver universal access to basic services (outcome 3). Within BPPS, the HIV, Health and Development Group (HHD), is the responsible team that is leading on the efforts to strengthen sustainable procurement in the health sector.

To promote compliance with environmental and social standards, the Sustainable Procurement in the Health Sector initiative (SPHS) was officially established in May 2012 in Copenhagen, Denmark. This initiative is implemented by an Informal Interagency Task Team coordinated by UNDP through the SPHS secretariat and has ten members—seven are UN Agencies (UNDP, UNEP, UNFPA, UNHCR, UNICEF, UNOPS, WHO) and three are Multilateral Health Financing Institutions (GAVI, GFATM and UNITAID). Together, these members command a cumulative purchasing power in the global health sector of around USD $5 billion annually, representing a sizeable portion of the global market in pharmaceuticals and other health products and commodities. With the financial support from the Swedish Government, UNDP working with Health Care Without Harm (HCWH) initiated the Sustainable Health in Procurement Project (SHiPP). The project is implemented in 9 countries of Brazil, China, India, Moldova, South Africa, Tanzania, Ukraine, Vietnam and Zambia. UNDP is responsible for programming in Moldova, Tanzania, Ukraine, Vietnam and Zambia while the rest are under HCWH. UNDP and Health Care without Harm (HCWH) have identified public procurement as a key entry point for promoting more sustainable production and consumption patterns (SDG12). The aim of the project is to strengthen sustainability in the health sector in selected countries to ultimately reduce harm to people and the environment caused by the manufacture and disposal of medical products. Within this framework, the following development objectives:

• Develop universally adaptable criteria and standards for sustainable manufacturing, distribution and content of products procured by the health sector
• Strengthen capacity for sustainable procurement in the health sector in at least 10 project countries
• Strengthen capacity for sustainable production, supply and disposal of health care products in at least 10 project countries
• Strengthen the understanding of appropriate indicators and monitoring and evaluation processes that help promote accountability for sustainable procurement in the health sector

In the light development objectives, SHIPP developed a Sustainable Procurement Index for Health Tool as an universally adaptable criteria for sustainable manufacturing, distribution and content of products procured by the health sector. Now that, in order to raise the visibility and usage of this achievement, HHD team seeks the services of an International Consultant to convert the current Sustainable Procurement Index for Health Tool into the SPHS online platform to allow wider access, use and feedback for successful support to manufacturers, procurers and suppliers of health commodities. The consultancy will focus on the digital design and development of interactive survey tool hosted on SPHS website.

Duties and Responsibilities

Supervised by the SHiPP Project Manager, the Consultant shall:

1. Provide user experience (UX) interface design services and front-end development of the web and mobile version of the interactive tool
2. Provide algorithms and data structures
3. Provide Content Management System (CMS) development for ability to edit texts, questions, images, archive, history and version control features, user roles and permissions, intuitive file and asset management features.

Expected outputs and deliverables

Deliverable 1 - Finalized web and mobile versions of the SHiPP interactive tool, hosted on www.savinglivesustainably.org

Maximum number of days: 35 days

Payment schedule: Payments will be made based on the following schedule with UNDP confirming that services have been provided on the time and the required quality:

• Lump-sum payment of 100% upon the completion of the design and development of the web and mobile versions of the SHiPP interactive tool

Reporting: The consultant will report to the SPHS Communications Specialist, SPHS Associate Coordinator and SHiPP Project Manager.

Travel: No travel is anticipated under this consultancy.

Timeframe: The consultant’s assignment is expected to be completed by 31 May 2022.

Academic Qualifications/Education:

Scope Of Price Proposal and Schedule of Payments

Lump sum payment will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.

1. Recommended Presentation of Offer

For purposes of generating proposals whose contents are uniformly presented and to facilitate their comparative review, your Technical Proposal document must have at least the preferred content as outlined in the IC Standard Bid Document (SBD).

1. Duly accomplished Letter of Confirmation of Interest and Availability and Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.
2. using the template provided by UNDP;
3. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
4. Brief description of why the individual considers him/herself as the most suitable for the assignment, showing ability to utilize evaluation methodologies.

Criteria for Selecting the Best Offer

Upon the advertisement of the Procurement Notice, the qualified Individual Consultant is expected to submit both the Technical and Financial Proposals. Accordingly, Individual Consultants will be evaluated based on Cumulative Analysis as per the following scenario:

• Responsive/compliant/acceptable, and
• Having received the highest ranked score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. In this regard, the respective weight of the proposals is:
