Background

The 2020 Annual Report of UNDP Pacific Office in Fiji is an important publication to showcase the programmatic and financial operations as well as significant achievements of the Pacific Office to all of UNDP’s stakeholders. The report, to be published in English, is UNDP’s calling card and will be used for outreach and advocacy purposes, and provide information and visibility on the Pacific Office programme, projects and activities throughout the year. The UNDP Pacific Office will also use the report for interactions with partners, including national governments, donors and civil society representatives in Fiji.

The Report will highlight demonstrable results and how these may have impacted the lives of beneficiaries. Driven by evidence, UNDP’s impact and results need to be substantiated by progress made. Special emphasis will be placed on illustrating UNDP’s added value and specific contribution to the success of programme and project activities, including the organization’s work with partners. The results and impact should reflect programme or project activities, both completed and ongoing.

The consultancy will also plan and facilitate the Annual Programme Review (APR) of the Sub- Regional Programme Document (SRPD) for Pacific Island Countries and Territories 2019-2022 amongst other documents. This will assess the attainment of intended and achieved results as well as UNDP contributions to development results at the country level including responses to COVID-19 and the challenges we face.

Duties and Responsibilities

Scope of Work

The consultancy entails in-depth research and writing, and a commitment to deadlines. The Consultant will work in close collaboration with the three programme teams including Effective Governance, Inclusive Growth and the Resilience and Sustainable Development Programmes, as well as the Finance team and the Integrated Results Management Unit (IRMU) to garner relevant information for the Annual Report.

The Annual Programme Review (APR) will be based on secondary information available through results oriented annual report (ROAR), Office Annual Report and other project progress reports.

Expected Outputs and Deliverables

  • Research, write and edit text including charts and graphs, as needed – for the Annual Report as per a “working” editorial and production schedule or timeline. It is to be noted that despite the schedule, due to delays in obtaining approvals, flexibility is built in to accommodate these lapses. However, the report must be ready by 19 February 2021.

  • The consultant will draft an outline based on research, consultations within the CO to ensure that the content accurately reflects and includes the major results achieved by the Pacific Office in 2020 guided by the Sub-regional Programme Document for the Pacific Island Countries and Territories 2018 – 2022.

  • After the draft text is reviewed by the relevant Pacific Office team, including the Resident Representative, the consultant will incorporate revisions related to content, design and/or language. The text will adhere to UNDP’s style guide and branding standards.

  • The consultant will work with his/her selected graphic designer to develop concepts for graphics and charts that creatively convey key messages/data in the report, as well as write captions for photos in the Report, keeping the Corporate Communications team (iComms) in the loop and support where necessary.

  • The consultant will proofread the Report layout as he/she receives it from the contracted designer.

  • Following the completion of the Annual Report, the consultant will also lead and plan the Annual Programme Review process, plan and facilitate a stakeholder survey prior to the APR and plan a meeting of the Virtual Annual Programme Review meeting scheduled for the end of March 2021.

  • The consultant will also draft a Report from the Virtual Annual Programme Review with actionable points, and a deadline of two weeks after the APR.

Institutional Arrangement

  • The Consultant will report to and work under the overall guidance of the Resident Representative and Deputy Resident Representative a.i.
  • The Consultant will work in close collaboration with the members of the Integrated Resulted Management Unit (IRMU) based in Suva, as well as colleagues based in Solomon Islands, Vanuatu and Kiribati.
  • The Consultant is required to provide for his/her own working equipment.

Duration of the Work

  • The assignment duration is for a maximum of 20-30 days with possible extension based on need.
  • The start date is upon signing of contract and the consultant’s availability. The Time frame for the consultancy is scheduled from mid-January 2021 to mid-April 2021.

Duty Station

The Consultant is expected to be based in Suva, Fiji during the duration of this assignment.

Required Skills and Experience

Educational Qualifications:

  • Master’s Degree in Communications, International Development, International Relations, or any other related field coupled with relevant work experience

Experience

  • At least 10 years of relevant experience in the area of communications, marketing, publishing or relevant field;
  • Previous work experience in developing countries and/or small island developing states
  • Proven experience of collecting and compiling of impact/success stories for publication or producing written public material;
  • Some experience with UN agencies, non-profits or advocacy campaigns is an advantage
  • Demonstrated experience in producing content and communication materials for multiple platforms, including social media
  • Demonstrated ability to work independently and adhere to deadlines

Language requirements

  • Fluency in the UN and national language of the duty station

Price Proposal and Schedule of Payments

Daily Fee

The Consultant shall quote an all-inclusive Daily Fee for the contract period. The term ‘all-inclusive’ implies that all costs (professional fees, communications, consumables, any insurance, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal.

Payments will be done upon completion of the deliverables/outputs and as per below percentages:

  • Deliverable 1 Annual Report 2020: 25% of total contract amount
  • Deliverable 2 Develop and deploy a stakeholder survey in preparation for the Annual Programme Review process: 25% of total contract amount
  • Deliverable 3 Plan and facilitate the Annual Programme Review meeting: 25% of total contract amount
  • Deliverable 4 Draft/finalize the Report within two weeks of the APR: 25% of total contract amount

General Notes on Financial Offer

  • In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

  • In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria

Only candidates obtaining a minimum of 49 points in the Evaluation would be considered for the Financial Evaluation. Shortlisted candidates shall be called for an interview which will be used to confirm and/or adjust the technical scores awarded based on documentation submitted.

Proposal Submission

Interested individual consultants must submit the following documents/information to demonstrate their qualifications in one single PDF document.

  1. Duly accomplished and signed Letter of Confirmation of Interest and Availability and breakdown of cost supporting the Final All-Inclusive Price as per Template;
  2. Completed and Signed P11 Form or CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate;
  3. At least three (3) professional references.
  4. Provision of at least three written samples of your work preferably knowledge management products such as reports, etc.

The Consultant must send a financial proposal based on “All-Inclusive” Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily allowance cost should be identified separately. The consultant is expected to submit timesheets and a monthly progress report against the achievement of the ToR deliverables to the PMU Programme Administrative Associate and highlighting work performed with status update.

Note: Successful individual will be required to provide proof of medical insurance coverage before the commencement of the contract for the duration of the assignment.

Incomplete and joint proposals may not be considered. Consultants with whom there is further interest will be contacted. The successful consultant shall opt to sign an Individual Contract or a Reimbursable Loan Agreement (RLA) through its company/employer with UNDP.
