Duties and Responsibilities The United Nations Disability Inclusion Strategy (UNDIS) was launched by the Secretary-General in June 2019 to bring transformative change in the United Nations’ work on inclusion of persons with disabilities. The Strategy consists of a policy and an accountability framework and covers all aspects of the UN’s work, from human rights and development to humanitarian action, peace and security. The Strategy is implemented by UN entities and UN country teams (UNCTs) and is applicable across both programmes and operations. Overall implementation is overseen and coordinated by the Disability Inclusion Team in the Sustainable Development Unit (SDU) of the Executive Office of the Secretary-General (EOSG).

The Strategy’s accountability framework is organized into four core areas: leadership, strategic planning and management; inclusiveness; programming; and organizational culture. The accountability framework consists of two aligned components: an entity accountability framework and a UN country team accountability scorecard on disability inclusion. Both components have indicators organized under each core area, with benchmarks to assess progress and measure success. The accountability framework forms the basis for implementation of the Strategy as well as annual reporting by UNCTs and entities, which occurs in December and March respectively.

The specific tasks the consultant will undertake are as follows:

1. Review and validate data received from UNCT reports - In consultation with the Disability Inclusion Team and the Development Coordination Office (DCO), review and validate data received from UNCTs through their reporting - Support the Disability Inclusion Team and DCO to receive further details as well as supporting documentation or examples if required

2. Provide timely information-sharing and support to entities in the lead up to their annual reporting - In consultation with the Disability Inclusion Team, respond to entities’ substantive queries on reporting and provide guidance as required - Support the Disability Inclusion Team in the technical preparations related to entity reporting, including sharing of information related to reporting timelines, scheduling of entity reporting clinics and access to the UNDIS online reporting platform - Coordinate with OICT on updates to the UNDIS online reporting platform as required

3. Support the Disability Inclusion Team on day-to-day work pertaining to disability and social inclusion - In consultation with the Disability Inclusion Team, produce background notes and materials, key messages, statements and speeches related to disability and social inclusion for EOSG senior leadership as required - Monitor the Disability Strategy inbox and UNDIS focal points Teams channels, and coordinate with the Disability Inclusion Team and DCO to respond in a timely manner

Qualifications/special skills Advanced university degree in Social Sciences, Economics, Development, or any other related field. A minimum of 7 to 10 progressive years’ experience working on social development and disability inclusion, preferably with the UN is required. Knowledge of the CRPD and human rights-based approach to disability is required. Experience in analyzing data and identifying trends, particularly in relation to disability inclusion is required. Experience working with the UN system, and familiarity with its structure is desirable Experience in producing background notes, key messages and statements and other relevant materials, particularly for the UN system is desirable. Good knowledge of Microsoft Excel and Microsoft Word is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required.
