Result of Service Objective. This consultancy aims to support the implementation of the Mexico’s office PoW and the Cooperation Frameworks for Mexico and Guatemala related to the execution of the environmental projects in both countries.

Responsibilities Responsibilities and activities to be performed by the consultant will include, but are not limited to:

1. Participate in meetings related to the implementation of the Cooperation Framework for Mexico and Guatemala. 2. Update project portfolios for Mexico and Guatemala, including project status, amount executed per year and follow up directly with project managers for preparation of reports for UNCT and Cooperation Frameworks for Mexico and Guatemala. 3. Provide support in the working groups of the Cooperation Frameworks for Mexico and Guatemala and participate in relevant meetings accordingly. 4. Support in the design and development of project proposals and financing strategies for both countries. 5. Assist in the preparation and review of financial proposals for new project for both countries. 6. Maintaining up to date data base of counterparts and stakeholders in different sector such as Private and Public Sector, NGOs, Academia at National and Subnational Level, for Mexico and Guatemala. 7. Conduct research for preparing documents such as reports, briefings, presentation among others requested by UNCT and Cooperation Framework working groups. 8. Provide support to project coordinators for monitoring implementation of projects and activities, record variations and alert supervisor. 9. Provide support on monitoring the implementation of alerts the supervisor of any deviations and prepares adjustments and reports as necessary. 10. Assist in the preparation of inputs related for a wide range of documents such as, periodic reports, briefings, correspondence, revisions, and other related issues 11. Support the organization and logistic of virtual or in-person workshops and meetings, with stakeholders and counterparts related to the participation of UNEP in the implementation of Mexico’s Office Projects, PoW, and Cooperation Framework for Mexico and Guatemala. 12. Support the negotiations of legal agreements such as MoU, SSFA, ICA, etc. with strategic partners private and public sector, academia and non-governmental organizations (NGOs), for implementation of projects of UNEP Mexico’s PoW , as well as to assist in the preparation of draft and supporting documents. 13. Assist in the follow up with counterparts and implementing partners for monitoring and preparation of reports requested by Regional Office, UNCT for Mexico and Guatemala and Working Groups of the Cooperation Framework for both countries. 14. Assist in the preparation of budget performance submissions and financial reports required by Donors and counterparts if needed. 15. Coordinates extensively with project managers and other units and liaises frequently with internal team members to successfully perform the responsibilities. 16. Assist to draft meeting notes, briefings, and internal minutes as required. 17. Execute other tasks related to Mexico’s Office PoW, as requested by UN Environment Programme Mexico.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The UNEP Latin America and the Caribbean Office (LACO ), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

UNEP Mexico collaborates with the Mexican government and other stakeholders in areas ranging from low carbon and resilient growth, resources efficiency, environmental assessments, to projects on ecosystems and climate change, and supports the country in its transition to a low carbon and green economy.

In this extent, UNEP Mexico Office needs this consultancy to support the implementation of the Cooperation Framework in Mexico and Guatemala, related to the projects of the Mexico’s Office Programme of Work (PoW).

These projects aim to develop policies, regulations and tools to strengthen Mexican regulations and policies in topics such as the reinforcement of biodiversity, the country’s resilience to environmental and climate risks, the promotion of environmental awareness.

The Consultant will be supervised by the UNEP Mexico Representative Officer in Mexico City and will work 40 hours per week, from Monday to Friday, full time at UNEP Mexico’s Office located in Mexico City, Mexico.

Qualifications/special skills ACADEMIC: - Bachelor’s Degree in International Relations, Finance, Public Administration, Public Policy, Administration, or Environmental studies or related fields is required.

PROFESSIONAL: - A minimum of five (5) years of relevant work experience in the field of project management, project monitoring, administration, public policies, environmental areas or related fields is required. - Experience working on environmental projects and monitoring will be an advantage. - Previous work with public sector or international organizations will be an asset.

Languages LANGUAGE: - Fluency in Spanish is required. - Confident in English or any other UN Language will be an advantage.

Additional Information SPECIAL KNOWLEDGE AND SKILLS: - Be computer literate in standard software applications. - Have a demonstrated keen interest in the work of multilateral organizations and the international cooperation ; and - Have a demonstrated ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.
