**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Addis Ababa Job Family: Field Operations Coordination Type of contract : Non Staff Duration of contract : From 1 to 6 months Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 18 JAN 2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- The Better Education for Africa’s Rise II (BEAR II) project is a joint initiative of UNESCO and the Republic of Korea, being implemented from 2017 to 2021. The project supports five Eastern African countries (Ethiopia, Kenya, Madagascar, the United Republic of Tanzania and Uganda) to: (i) make their TVET systems more relevant to the needs of the economy and labour market; (ii) enhance the quality of TVET programmes and institutions; and (iii) improve the perception of TVET among young people, enterprises and society. BEAR II builds on national and regional development plans and priorities of each participating country, and on UNESCO’s work in the region including the follow-up to the [Mahe Process](http://www.unevoc.unesco.org/go.php?q=Youth%20Skills%20for%20Work%20and%20Entrepreneurship%20in%20Eastern%20Africa) (2016). The project contributes to global efforts to implement the Education 2030 Agenda, the African Union Continental Education Strategy for Africa (2016-2025), and the UNESCO Strategy for TVET (2016-2021). The project adopts a sector approach that targets specific economic areas in each country, including the agro-processing sector (Ethiopia); environmental sector - solar photovoltaic (Kenya); textiles, clothing and accessories industry (Madagascar); agro-processing and post-harvest management (Uganda); and agribusiness and creative industries-handicrafts (Tanzania). These sectors were identified and selected in collaboration with the national governments and other key stakeholders, and reflect the strategic priorities in each country. OVERVIEW OF THE FUNCTIONS OF THE POST CONTD. -------------------------------------------- One of the expected outcomes under Result 2 is the training of Teachers/Trainers of TVET institutions. The initial diagnostic of the different BEAR II countries showed the weakness of teachers at the technical and pedagogical level. Considering the technical level, the trainers/teachers need to be reinforced on their respective teaching areas by focusing on the targeted sectors in the different countries, the impact of technology evolution and to accommodate required skills to the industrial needs. The pedagogical competences need to cover the teaching sciences based on different models among which the competence based education and training (CBET). The CBET cover the TVET value chain from Labour Market Analysis to the evaluation of TVET programme through the planning, implementation and organization of pedagogical sequences integrating the central role of private sector. Considering the COVID-19 impact on TVET sector, a new paradigm integrating the Open Distance Learning is currently developed in the targeted countries. This new situation requires to equip the teachers with new ICT skills covering knowledge around basic skills of computer use, the LMS, online teaching and the digitalization of contents. Based on their wide experiences developing the capacity of Member States to increase the supply of qualified teachers at policy, institutions and teachers through teacher education content development and teacher training, the technical assistance and standard-setting and research, IICBA is engaged to support BEAR II programme in capacity building programme TVET teachers in the 5 covered countries. The IICBA is prompt to mobilize international consultancy to support its intervention. OBJECTIVE --------- The overall objective of the contract is to produce high quality training modules for TVET teacher in the five BEAR II countries as per the below tasks and as specified under the deliverables. Duties/tasks and expected outputs --------------------------------- Under the overall authority and supervision of IICBA Project Team, and in close collaboration with the UNESCO Regional Office for Eastern Africa in Nairobi and BEAR II National Project Officers (NPOs) in participating countries, the Consultant/Contractor \[hereafter referred to as the Lead Consultant\] will design and develop the training materials in English that can be used in an online platform. Specifically, the Lead Consultant will undertake the following major assignments, each with specific tasks as follows: 1. **Design and develop training resource materials** 2. 1. Determine the content areas of the training schemes of the five BEAR II project countries, based on the profiles and training needs assessment results. The training schemes should respond to the needs of the target audience, and identify where similar approaches and resource materials can be used for all countries. 2. Facilitate the approval of the training schemes by IICBA and the respective national stakeholders by closely liaising with NPOs. 3. Conduct in collaboration with national experts a careful review of existing training materials – including those from the national Teachers Training Centres –, keeping in mind the training needs of target countries. The review should make clear which relevant resource materials can be used or adapted to the training needs of BEAR II countries, and identify gaps in resource materials. **-** ----- 1. 4. Based on the training schemes and existing resources, develop the draft training modules that correspond to the training needs of the target BEAR II countries. Materials can be categorized as follows: - ‘Standard training materials’ are developed based on existing materials (adaptation) and new ideas (new resources). These materials address problems that are common to TVET teachers of all target countries. These materials should be developed in such a way that the basis for all trainings remains the same, but there is enough flexibility in its implementation during the training. It should be possible to contextualize the standard training materials and even deliver it in local languages. - Specialized training materials’ should address specific competency gaps that need to be addressed with reference to the TVET policy directions and current needs identified in the training needs assessment (Assignment 3). These materials are specific to the country contexts. 5\. Draft user manual in English. 6\. Translated module and user manual into French. 7\. Digitize the modules and user manuals in both languages for online use. 8\. Support the validation of the digitized resources that will be uploaded onto IICBA’s Virtual Campus. **2. TIMELINE AND DELIVERABLES** -------------------------------- The assignment will require 80 working days from the Lead Consultant over a period of 5 months, starting from date of the issuance of the contract. The Lead Consultant is expected to deliver the following major outputs. Payments shall be made according to the delivery and acceptance of deliverables specified in the following: **Deliverables** 1. List of content areas to be covered ,20 January 2021 2. A synthesis report of the review of existing materials in the target countries,28 February 2021 3. Training modules in English and French,30 April 2021 4. User’s Manual in English and French ,15 May 2021 5. Digitized resources as per IICBA’s Virtual Campus format, 30 May 2021 **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Short Description ----------------- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education** - Advanced university degree in education, social science or any other related discipline. - Specialization in online and distance learning (ODL) with a focus on TVET Education planning and implementation. **Work Experience** - A minimum of 7 years of professional experience in ODL resource materials preparation for teaching and learning. - Experience in TVET education is required. - Experience in ICT-enhanced distance education is an asset. **Languages** - Excellent knowledge (oral and written) in English and French **OTHER SPECIFICATIONS** ------------------------- The Lead Consultant shall respect the time and technical specifications of the deliverables, shall ensure that the level of English and French in deliverables is of a high standard, and shall take into account UNESCO’s Style Manual for the presentation of English-language texts intended for publication by UNESCO.
