Duties and Responsibilities United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Law Division works with international and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of Conventions and international Agreements.

UNEP OzonAction Branch under the Law Division is one of the four Implementing Agencies under the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer.

This position is in the OzonAction/Compliance Assistance Programme (CAP) of the Law Division at Bangkok Duty Station and reports to the Montreal Protocol Programme Management Officer – Southeast Asia Network and the Pacific Island Countries Network, who provide implementation support to these countries.

The consultant will work closely with the National Ozone Units (NOUs) of Kiribati, Nauru, Niue, Marshall Islands and Tuvalu under the guidance of the Montreal Protocol Programme Management Officer – Southeast Asia Network and the Pacific Island Countries Network of UNEP CAP Asia and the Pacific Office. The consultant will be home-based and shall mobilize adequate time and resources to carry out the assignment within the agreed time frame and shall demonstrate a strong commitment to completing the assignment.

The consultant shall consider, to the extent possible, gender mainstreaming actions during the assignment. The main tasks and responsibilities of the consultant are as follows.

(i) Preparation of good servicing practices training workshop for Kiribati, Nauru, Niue, Marshall Islands and Tuvalu

The training workshop on good servicing practices in each country will be 3 days comprising of both theoretical and practical sessions. The consultant will coordinate with the National Ozone Unit of Kiribati, Nauru, Niue, Marshall Islands and Tuvalu, respectively, to determine the dates for the training workshops. The National Ozone Unit will be responsible for securing the training venue, invitation of participants, local logistic arrangements and organizing the national training workshop.

The consultant will coordinate with the National Ozone Unit of each country to assess the training needs and, based on assessment, prepare training agenda, list of training equipment/tools, consumable materials and share with the NOU in advance of the training workshop to allow adequate time for the NOU to prepare and organize the training session. The consultant will provide technical guidance and support to the NOU in the preparation of the training workshop.

(ii) Delivery of good servicing practices training workshop for Kiribati, Nauru, Niue, Marshall Islands and Tuvalu

The consultant will conduct mission to Kiribati, Nauru, Niue, Marshall Islands and Tuvalu to deliver the good servicing practices training workshop according to the agreed training schedule and agenda. During the training and the delivery of the training including theoretical session as well as demonstration and practical hands-on sessions and respond to questions raised by participants during the workshop.

(iii) Development of training materials for Training of Master Assessors on Competency-based Assessment of Good Servicing Practices in RAC Servicing Sector

The Training of Master Assessors on Competency-based Assessment of Good Servicing Practices in RAC Servicing Sector organized for Southeast Asia and South Asia countries will be 3 days comprising of both theoretical session to sensitize participants on the principles and development of competency-based assessment of good servicing practices in the context of the Montreal Protocol and practical session to enable nominated master assessors to have practical experience through the hand-on practices on assessment.

The consultant will propose training agenda/content to UNEP CAP Asia and the Pacific Office for review/ comments. With feedback from UNEP CAP Asia and the Pacific Office, the consultant will develop training materials in line with the agreed training agenda/content. The training presentation material shall be available in the power point format, to have continued used by the countries after the training. UNEP CAP Asia and the Pacific Office will review training materials and provide observations/comments for finalization.

(iv) Preparation of Training of Master Assessors on Competency-based Assessment of Good Servicing Practices in RAC Servicing Sector

The consultant will coordinate with the training institute identified by the National Ozone Unit of Malaysia (or any other countries decided by UNEP) to assess availability of equipment/tools at the training facility. Based on assessment and need from training agenda/content, the consultant will prepare list of training equipment/tools, consumable materials and share with the training center for preparation. The consultant will provide technical guidance and support to the training center in the preparation of the training workshop for assessment. This must be given to the training center in advance of the training workshop to allow adequate time for the training center to prepare the training session.

(v) Delivery of Training of Master Assessors on Competency-based Assessment of Good Servicing Practices in RAC Servicing Sector

The consultant will conduct mission to Malaysia (or any other countries decided by UNEP) to deliver the Training of Master Assessors on Competency-based Assessment of Good Servicing Practices in RAC Servicing Sector according to the agreed training schedule and agenda. The consultant will lead the delivery of the training workshop including theoretical session as well as demonstration and practical hands-on sessions and respond to questions raised by participants during the workshop.

(vi) Preparation of training workshop reports

Upon completion of good servicing practices training workshops in Kiribati, Nauru, Niue, Marshall Islands and Tuvalu and Training of Master Assessors on Competency-based Assessment of Good Servicing Practices in RAC Servicing Sector in Malaysia (or any other countries decided by UNEP), the consultant will prepare and submit to UNEP the report detailing the organization and outcomes of the training workshop. Each training workshop report shall at least follow, but not be limited to the outline below: - Background and description of the training workshop - Content delivered in the training workshop - Feedback from participants - Observations and recommendations - Number and list of participants (female and male participants); and - Photo/pictures taken during the training workshops.

After receiving comments from UNEP, the consultant will finalize the training workshop report and submit to UNEP.

Qualifications/special skills ACADEMIC: First degree and/or advanced high school/technical/vocational education with 10 years working experience in servicing of air-conditioning and refrigeration systems is required.

EXPERIENCE AND SPECIAL SKILLS: - At least 10 years of working experience in the planning and delivery of both (i) training on good servicing practices and (ii) competency-based assessment in RAC servicing sector is required. - Demonstrated experience in compliance with safety standard/guidelines in handling of flammable refrigerants is required. - Prior experience in conducting training on good servicing practices or competency-based assessment in Asia and the Pacific region on Environment/Energy/Climate Change is desirable. - Familiarity with the recent developments of the Montreal Protocol and the Multilateral Fund policies and procedures with regard to HCFCs Phase-out/HFC Phase-down is desirable. - Demonstrated technological knowledge in market availability and trends of alternatives for RAC equipment that are low- or zero-GWP and energy efficient such as hydrocarbons (HC), Carbon Dioxide (CO2) and Ammonia (NH3) is required.

Languages Fluency in written and spoken English is required.
