Duties and Responsibilities Background

By the beginning of 2023 the UN system in Angola will embark on developing its next United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024-2027, in conjunction with the Government of Angola (GoA) designing the next National Development Plan (NDP) for the same period.

Together with the evaluation of current UNSDCF 2020-2023, this Common Country Analysis (CCA) will feed in upcoming UNSDCF by providing solid evidence base foundations for UN programming in Angola. Overall, the CCA is meant to provide a joint UN’s concise, independent, and integrated assessment of the main development trends and emerging challenges, opportunities and risks-both actual and anticipated-in the progress towards Agenda2030 and SDGs in Angola, by identifying the gaps, connections, synergies and potential trade-offs among the SDGs, and that can inform adjustments in the current UNSDCF joint work plan and next UNSDCF.

¿ In particular, the analysis should focus on evolving and new factors of risks affecting the most vulnerable sections of Angolan society and an effort should be made in identifying the most vulnerable groups left behind across a series of dimensions (age, sex, urban/rural, disability, ethnicity, etc.) in terms of (equal) access to basic services (drivers of exclusion) affecting their socio-economic conditions (outcome of exclusion). ¿ The CCA should adopt a forward-looking approach including nexus humanitarian-peace and development and accountability, resilience and sustainability, the UNSDCF guiding principles. ¿ An overview of major statistical gaps in terms of disaggregation and opportunities to fill them should accompany this effort.

This consultancy position is based in the United Nations Resident Coordinator Office (RCO) in Angola. The Resident Coordinator Office constitutes the primary support structure to the Resident Coordinator (RC), the United Nations Country Team (UNCT). Led by the RC, the RCO supports the UN coherent effort and a coordinated UN response to Angola´s development priorities.

Description of Services:

Within delegated authority, the consultant is expected to work closely with the RCO Senior Economist and in coordination with the UN inter-agency task force (IATF) for the CCA, supporting the finalization of the following deliverables: 1. Review of the CCA annotated outline, desk material and source data: upon signature of the contract, the consultant will be provided with copies of the key reference documents relevant to the present consultancy (to be provided by each partner agency). The consultant will review a list of main studies and sources of information and should suggest improvements also on the draft annotated outline and content structure provided by the IATF; 2. Draft version CCA: document, text preferably within 50 pages, excluding annexes, and should contain an executive summary with a synthesis of the major findings of the analysis and a causal diagram. The content of the draft version will come with a methodology note on the analysis and an expanded list of references; 3. Facilitation throughout the process: finalization of the CCA document will be guided by consultations within the UN system, and with the Government, CSOs, private/industry sector, and relevant partners including feedback and review by the IATF, to be facilitated by the Consultant; 4. At least two consultation workshops/seminars are envisaged during the assignment where the consultant is expected to deliver the presentation and/or facilitate discussions and integrate relevant comments, additional information; 5. Finalization/validation process: PPT presentation for validation meeting by the UN; 6. Final version CCA: document, text preferably within 50 pages, excluding annexes, and should contain an executive summary with a synthesis of the major findings of the analysis and a causal diagram. 7. The deliverables will be developed in English.

Format and Content of the CCA Report:

Given the substantial analysis carried out during the previous CCA (2021), this CCA will update, expand where needed and improve on the previous exercise, while drawing from new analysis and papers. Content-wise, the CCA needs to avoid descriptive or programme-oriented analysis in favour of issue-based, strategic, root-cause analysis capturing the systemic/dynamic nature of both the economy and the SDG Agenda, to feed in next UNSDCF and national policy discussions.

The following not exhaustive list provides an overview of the basic elements that should be covered by the CCA and in line with suggested items by UNSDG guidance. The exact format and annotated outline will be agreed with the inter-agency task force (IATF).

Executive Summary A short summary of main findings and recommendations

Introduction Background and objectives and overview of CCA methodology including modalities of engagement.

SDGs progress integrated analysis, including: Overview of progress in the monitoring and integration of SDG indicators in national planning (NDP, Vision).

Political and governance analysis Overview of progress in political space, rule of law, civic space and related reforms (incl. decentralization, and anti-corruption). Overview of elections follow-up and regional trends.

Economic transformation and inequality analysis Trends in economic diversification and production/trade capabilities within the changing macro-economic and institutional contexts, and impact on employment/ poverty with cross-cutting inequality analysis.

Socio-economic development and exclusion analysis Trends in access to quality social services (e.g. education, health, WASH, etc), infrastructure (e.g. electricity, digital), social protection (e.g. cash transfers), disaggregated by different dimensions (sex, age, region, ethnicity, etc…) to identify those (at risk of being) left (furthest) behind.

Environment and climate change analysis Progress, challenges and opportunities of environmental and climate change issues, vis-à-vis global commitments, and their social impact including food security; focused analysis on latest trends on NRM, energy mix, climate adaptation and disaster risk management, blue economy, among others.

Human rights and LNOB analysis, including progress on global commitments Progress and challenges in the interface and linkages between the humanitarian, human rights, development and peace contexts and in the implementation of main global commitments.

Financial landscape, risk and opportunities analysis Trends in the current/projected financial landscape (international/domestic, private/public, fiscal space analysis). Identification of key risks and the capacities to prevent, resist, absorb, adapt, respond and recover from hazards/shocks; opportunities to tackle main challenges and achieve development priorities.

Conclusions Summary of main findings and recommendations.

Annexes (e.g. list of references and data sources for preparing the CCA)

Qualifications/special skills - Advanced degree in economics, social sciences, development economics, development studies, development management or related field is required. A first level degree with an additional two years of qualifying experience may be accepted in lieu of the advanced degree.

  • At least 10 years relevant experience is required. Preferably three years of this should be with international organizations, including in conducting socio-economic development and inequality/social exclusion analysis.
  • Strong capacity to analyze policies, regulatory frameworks, barriers and the like, related to sectoral sustainable development approaches is required.
  • Being familiar with the United Nations development agenda for 2030 is a selective condition.
  • Knowledge about the UN system and expertise on human rights-based approach, gender, environmental sustainability and capacity assessment is an advantage.
  • Experience in elaboration of reports and technical documentation relative to SDGs and UNSDCF themes (economics and human development issues, particularly those related to poverty reduction) is required.
  • Excellent writing, analysis and communication skills demonstrated by a list of publications/ presentations is required.
  • Previous engagement in conducting UN CCA or Situation Analysis is an asset.
  • Relevant work experience in African Sub-Saharan countries and familiarity with the Angolan socio-economic context is an advantage.

    Languages - Fluency in oral and written English and Portuguese is required.
