Consultant for the Review Mechanism of UNTOC

Overview

Support the UNTOC Review Mechanism and assist States Parties in REVMOD usage.

You have:

• An advanced university degree (Master’s degree or equivalent) in law, international relations, political science, and/or social sciences or a related field is required.
• A minimum of one year of relevant experience in knowledge management systems and/or M&E or research is required.
• Experience with developing and/or delivering training is desirable.
• Previous work experience in an international organization is desirable.
• Previous work experience in supporting intergovernmental processes and/or with review mechanisms of international or regional Conventions is desirable.
• Fluency in oral and written English is required.
• Knowledge of another official United Nations language is an advantage.

Result of Service - Output A: a) A minimum of 1 training or briefing session delivered on the use of REVMOD b) A minimum of 4 REVMOD account activations and/or updates in the configuration of the reviews handled; c) A minimum of 15 cases of assistance requests on REVMOD and on the Review Mechanism by State parties addressed; d) A minimum of 1 Jira ticket submitted to ITS to fix and further develop REVMOD with follow up testing and feedback provided on the proposed solutions; e) A minimum of 1 report delivered on progress of reviews based on REVMOD; f) Relevant UNODC webpages maintained.

  Work Location Vienna, Austria + Home-based

  Expected duration From 15 March to 31 August 2023 for a period of 5.5 months (117 working days).

  Duties and Responsibilities 1. Background of the assignment The Conference of the Parties to the United Nations Convention against Transnational Organized Crime (COP) established, at its ninth session held on 15-19 October 2018, a Review Mechanism for the implementation of the United Nations Convention against Transnational Organized Crime (UNTOC) by adopting resolution 9/1 entitled Establishment of the mechanism for the review of the implementation of the United Nations Convention against Transnational Organized Crime and the Protocols thereto to which the Procedures and Rules for the Functioning of the Mechanism for the Review of the Implementation of the UNTOC and the Protocols thereto were annexed. The Review Mechanism substantively promotes the implementation of UNTOC and its three Protocols, supports the effective prevention of and fight against organized crime, and further contributes to the achievement of goals 3, 5, 8, 16 and 17 of the 2030 Agenda for Sustainable Development.

At its tenth session, held on 12-16 October 2020, the Conference of the Parties decided to launch the first phase of the review process. By the end of 2022, all participating parties (189) were formally required to actively engage in their national reviews of thematic cluster 1 on jurisdiction and criminalisation.

In order to support the operation of the Review Mechanism, pursuant to the mandates contained in the COP resolution 9/1, the Global programme to support the implementation of the Review Mechanism was established (GLOW97). It developed REVMOD, the software that is used as, inter alia, the main communication channel and platform to host main part of countries reviews of the Review Mechanism, and it supports States parties participating in the review process by means of provision of training and ad hoc assistance.

2. Purpose of the assignment

The purpose of this assignment is to support the Conference Support Section (CSS) of the Organized Crime and Illicit Trafficking Branch (OCB) in the further development of REVMOD, to assist States Parties in the use of the software and generally support the implementation of the UNTOC Review Mechanism.

3. Specific tasks to be performed by the consultant Under the overall guidance of the OCB/CSS Chief and Ms. Morgane Nicot, UNODC GLOW97 Programme Coordinator, and the direct supervision of Issam Alkhayat, Crime Prevention and Criminal Justice Officer, the consultant will perform the following specific tasks: 1) Contribute to the implementation of the UNTOC review process, including by delivering or co-delivering training sessions to facilitate the participation by States parties in the review process; 2) Support States parties in the review process through, inter alia, facilitating their access to and exchange of information through REVMOD as well as consultations and the dialogue between reviewed and reviewing States on the establishment of timeframes, the requirements of the desk review and related matters; 3) Contribute to the further development of REVMOD by identifying areas for improvement and actively following up on the progress in the implementation of solutions, including by liaising with relevant stakeholders; 4) Monitor the progress of the reviews through REVMOD and report on a regular basis; 5) Maintain UNODC relevant webpages.

4. Expected tangible and measurable output(s)/deliverable(s) 1) A minimum of 6 training or briefing sessions delivered on the use of REVMOD 2) A minimum of 44 REVMOD account activations and/or updates in the configuration of the reviews handled; 3) A minimum of 90 cases of assistance requests on REVMOD and on the Review Mechanism by State parties addressed; 4) A minimum of 11 Jira tickets submitted to ITS to fix and further develop REVMOD with follow up testing and feedback provided on the proposed solutions; 5) Monthly reports delivered on progress of reviews based on REVMOD and ad hoc monitoring reporting provided upon request; 6) Relevant UNODC webpages maintained.

5. Indicators to evaluate the consultant’s performance All outputs shall be assessed according to the following indicators: a) Training delivered on the use of REVMOD: - Quality and relevance of the training; - Capacity to respond to the questions asked. b) Registrations, configuration and handling of accounts: - Accurary and timeliness of the action.

c) Assistance on REVMOD provided to State parties: - Quality of the ad-hoc assistance provided to users and/or adequate referral to apppropriate colleagues; - Timeliness of the assistance. d) REVMOD improved: - Number of Jira tickets submitted to ITS; - Timeliness and quality of follow up.

e) Country reviews progress monitored: - Clarity and accuracy of monthly reports based on REVMOD; - Timeliness and accuracy of ad hoc reports.

f) Relevant UNODC webpages maintained up-to date

Qualifications/special skills - An advanced university degree (Master’s degree or equivalent) in law, international relations, political science, and/or social sciences or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

• A minimum of one year of relevant experience in knowledge management systems and/or M&E or research is required;
• Experience with developing and / or delivering training is desirable;
• Previous work experience in an international organization is desirable;

• Previous work experience in supporting intergovernmental processes and/or with review mechanisms of international or regional Conventions is desirable.

  Languages - English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
