"Proposal for institutional arrangements for the Climate Change Adaptation Monitoring and Evaluation System (SISMEACC). Document with the necessary legal elements to ensure a proper flow of data and information (between government institutions and other relevant actors) within the framework of an integrated climate change monitoring system in Honduras, including a detailed action plan outlining the steps to be taken. This considers that SISMEACC must contribute to monitoring the National Adaptation Plan (PAN) and the country's defined adaptation Nationally Determined Contributions (NDCs)."

"Proposal for an instrument to operationalize monitoring and evaluation system for climate change adaptation. Document of Decision-Making and/or Project Cycle Management that incorporates SISMEACC as a component, if applicable, to a potential integrated climate change monitoring system in Honduras or enables its functioning as an independent process."

Supportive Documents for the Process Products and Systematization. Considering that all products should be developed under the approach of "consensus building and socialization with related sectors/actors."

Product 3 Document presenting:

Mapping and Characterization of Information Sources and Process Stakeholders. Report containing the stakeholders and information sources consulted for the development of each of the defined products, identifying stakeholders for potential success stories.

Process Systematization. Document based on the development of each defined product and the lessons learned from the overall process.

Support and Verification Means. Report providing evidence of the overall process development through the collection of meeting minutes, attendance lists, photographs, videos, and any other elements considered as supporting materials.

Specific tasks: The consultant will be responsible for the execution of the following activities:

a. Conduct a mapping of the stakeholders involved in the management of climate change adaptation policies and measures, and related institutional arrangements. b. Collaborate in the process of reviewing the climate change policy framework in Honduras and its coherence with national context and priorities, including international commitments under the United Nations Framework Convention on Climate Change (UNFCCC) and other related instruments. c. Develop a diagnosis of the systems, measures, and actions carried out by the stakeholders involved in the management of climate change adaptation policies and measures. d. Conduct a legal, institutional, and operational analysis of climate change adaptation policies and measures. e. Facilitate a participatory process leading to the establishment of institutional arrangements to ensure the flow of information to the climate change adaptation monitoring and evaluation system. f. Facilitate a participatory process leading to the establishment of institutional arrangements for reporting on climate change adaptation communications to the UNFCCC (United Nations Framework Convention on Climate Change). g. Document and systematize the processes and actions that lead to the development of consultancy products. h. Coordinate actions with other projects and processes related to the products of this consultancy. i. Maintain a continuous coordination and communication relationship with the Plan A Honduras project team and the National Directorate of Climate Change at SERNA through regular meetings to report on product progress. j. Include legal elements in the development of different products that enable the government to create an environment that contributes to climate change adaptation. k. Include legal elements in the development of different products representing the vision and approach of other sectors, such as the private sector, academia, local governments, indigenous, and Afro-Honduran communities, considering their current and potential roles in promoting climate change adaptation actions. l. Include legal elements in the development of different products related to international cooperation, linked to national priorities and international commitments related to climate change adaptation actions. m. Include legal elements in the development of different products related to the inclusion of gender perspective in climate change adaptation. n. Validate the products and deliverables with the instances defined at the beginning of the consultancy. o. Provide inputs and validate versions of products in visualization format when requested. p. Deliver versions of the products in presentation format (PowerPoint) when requested

Duties and Responsibilities The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The United Nations Environment Latin America and the Caribbean Office (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

To implement the Agenda 2030 for Sustainable Development and its Sustainable Development Goals (SDGs), the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement and the priority actions defined in countries’ Nationally Determined Contributions (NDCs).

In terms of supporting countries in the region to attain the global commitments signed within the framework of the Paris Agreement, UNEP’s Latin America and the Caribbean Sub-programme on Climate Change aims at strengthening the ability of countries to move towards climate-resilient and low emission strategies for sustainable development and human well-being. In this framework, the UNEP Sub-programme on Climate Change, through its Climate Change Unit leads and supports initiatives oriented at designing, promoting, and implementing innovative mitigation and adaptation solutions at the national and subnational levels, and strengthening the transparency framework of the countries.

The expected accomplishment regarding climate change adaptation is that adaptation approaches, including the ecosystem-based approach, are implemented and integrated into key sectoral and national development strategies to reduce vulnerability and strengthen resilience to climate change impacts. Furthermore, UNEP’s Sub-programme on Climate Change is also committed to ensuring that cross-cutting issues such as gender equity and women’s empowerment are effectively integrated into the development of its tasks to guarantee equitable development in line with its adaptation objectives.

The consultant for the analysis of: "Legal Analysis for the Establishment of a Climate Change Adaptation Monitoring System in Honduras" will work from home and will operate under the general supervision of the UNEP Adaptation Program Management Officer in the Latin America and the Caribbean Office and work in close collaboration with the National Project Coordinator in the execution of the project. In addition, he/she will work closely with SERNA's DNCC and other related institutions and sectors.

The Ministry of Natural Resources and Environment (SERNA) of Honduras and UNEP have agreed on the implementation of the project Enabling environments to effectively plan, implement, monitor and report strategic National Adaptation Processes in Honduras, framed within the Readiness program of the Green Climate Fund (GCF), and referred as “Plan A Honduras Project: Strategic Planning of Climate Adaptation”.

The project aims to sustainably build country capacity in identifying, prioritizing, planning and implementing measures that address medium and long-term adaptation needs considering UNFCCC decisions 1/CP.16 and 5/CP.17 and all elements of the UNFCCC Technical Guidelines for National Adaptation Plans (NAPs). The ultimate objective of the project is to reduce the vulnerability of Honduras to the impacts of climate variability and change, by building adaptive capacity and resilience through the integration of climate change adaptation into planning and implementation within all relevant sectors and at different levels, as appropriate, including the different line ministries, local governments, private sector, and civil society organizations.

The project seeks to achieve its components and objective through: 1. Strengthening the institutional and technical capacity of the country and the participation of interested parties. 2. Strengthening strategic planning for national adaptation. 3. Financial flows and investment for adaptation measures under the National Adaptation Plan (NAP) and Nationally Determined Contributions (NDC) fostered. 4. Knowledge management of adaptation to climate change. 5. Strengthening the adaptation transparency framework. To achieve the project's objective, UNEP-LACO is hiring a consultant to develop a "Legal Analysis for the Establishment of a Climate Change Adaptation Monitoring System in Honduras" This consultant will primarily be responsible for providing assistance to the Plan A Honduras Project Team and supporting the National Directorate of Climate Change (DNCC) of SERNA in the development of a legal analysis for the establishment of a climate change adaptation monitoring system in Honduras, considering the national and international context, with an emphasis on the climate change adaptation approach."

Qualifications/special skills ACADEMIC: - A bachelor’s degree in law, political science or any related field is required. - Master’s degree in political science, law, economics, sustainable development, environment, climate change, or a related area is desirable.

EXPERIENCE: - A minimum of 5 years of experience in the legal area is required. - Experience in crafting legal and/or policy analyses in environmental, natural resources, climate change, and sustainable development issues is desirable. - Experience in participatory processes for the development and application of public policies focused on climate change adaptation is desirable. - Proven experience working with international policy frameworks related to climate change will be valued. - Experience working with stakeholders from the public, private, civil society, academic, indigenous, and Afro-Honduran sectors will be valued. - Experience in gender integration processes will be valued. - Knowledge and understanding of theories, concepts and approaches of international conventions and treaties related to climate change is desirable. - Proven knowledge of environmental and climate change legislation in Honduras will be valued. - Knowledge of processes and initiatives related to climate change adaptation in Honduras will be valued.

LANGUAGE: - Fluent in Spanish is required. - Basic in English is required.
