Result of Service The overall objective of the assignment is to support Mauritius and Seychelles advance on their green and blue economy agenda by activating integrated, gender-sensitive and evidence-based policy and financing levers to catalyze financing and investments in the Ocean Renewable Energy sector in Mauritius and in the Circular Economy sector in Seychelles, so as to drive sustainable growth and job creation.

Duties and Responsibilities Background

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global, regional, and national levels. As the leading global environmental authority, UNEP is mandated by its Environment Assembly to take action to achieve a coordinated, coherent, and integrated delivery within the United Nations system on the environmental dimension of the 2030 Agenda and SDGs. Within its seven thematic areas, the entity seeks to provide leadership and encourage partnership in caring for the environment by inspiring, informing, and enabling nations and people to improve their quality of life without compromising that of future generations.

This position is under the Regional Development Coordination Unit of the UNEP Africa Office and will be based at the UN Resident Coordinator’s Office for Mauritius and Seychelles (UN RCO) in Port Louis, Mauritius. The consultant reports to the Country focal point for Mauritius and Seychelles in UNEP Africa Office with direct supervision of the UN RCO Team Leader Mauritius.

1. Purpose (justification for request)

UNEP is the convening agency on the implementation of the Joint SDG Fund for SIDS in Mauritius and Seychelles. The Joint Programme aims to establish an enabling environment to promote sustainable Green and Blue Economy in Mauritius and Seychelles. In Mauritius, the focus is on renewable energy while in Seychelles, the focus is on solid waste management and the circular economy.

It is against this background that UNEP is recruiting a consultant for an initial period of one year which may be renewable.

The Consultant will support UNEP to coordinate the implementation of the project which aims to strengthen the policy framework, establish financial mechanisms, and avail information needed for the private and public sectors to invest in the green and blue economy to accelerate the realization of the SDGs, in the two countries.

4.2 Specific tasks and responsibilities 1. Ensure the timely and effective implementation of all components of the project through support to day-to-day project activities and proper monitoring and evaluation of the project. 2. Ensure preparation and timely submission of all the reporting requirements to the Joint SDG Fund Secretariat (Semi-Annual Report, Annual Report etc.) 3. Ensure strategic partnership by liaising with relevant government institutions and all project partners working on joint SDG Fund project including other UN agencies for effective implementation and coordination of project activities. 4. Coordinate the production of project outputs, as per the Joint SDG Fund document, and ensure regular communication, dissemination of project’s reports and lessons learned to project partners and other relevant stakeholders. 5. Organize, facilitate and participate in meetings including Project Steering Committees and any technical/project management meetings. 6. Prepare and revise project work and financial plans, as required by UNEP, and support the operational and financial planning processes. 7. Facilitate administrative backstopping (support) to project staff, consultants, and sub-contractors and to training activities supported under the project. 8. Perform any other tasks and responsibilities related to the project assigned by the RDCO and UN RCO supervisor.

4.3 Reporting lines

The consultant will work under the supervision of the Country focal point for Mauritius and Seychelles in UNEP Africa Office, and in close supervision of the UN RCO Team Leader for Mauritius and Seychelles.

Qualifications/special skills Education:

Advanced university degree (Masters Degree or equivalent) in Sustainable Development, Environment, Project Management, Natural Resources Management, Economics, Engineering or a related discipline is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience A minimum of 2 years of relevant experience at the national or international level in project planning and management and, analysis is required.

Special Skills - Good knowledge of SDGs and Agenda 2030 is an asset - Experience with project management and comprehensive reporting and/or knowledge management is desirable - Experience with the UN will be an added advantage especially in the areas working in collaboration with the UN Country teams. - Ability to lead consultations at national level with government stakeholders and other partners for the timely delivery of project activities and achievement of projects targets is desirable. Experience with analytical work, science policy interface and working in the context of SIDS is required. Ability to administer budgets, train and work effectively with counterpart staff at all levels and with all groups involved in the project is required.

Languages For this position fluency in English (written and spoken) is required. Knowledge of French language is desirable. Knowledge of Creole is an advantage.
