Funded by the Shanghai Municipal Government of the People’s Republic of China, this project aims to enhance the quality of teachers and teaching by 1) guiding and supporting the direct beneficiary countries in Asia and Africa to develop and implement national frameworks for teacher competences and professional standards; and 2) providing needs-based trainings in line with the newly developed national frameworks for selected teachers from both regions. As a policy intervention tool, the project plans to develop two Regional Guidelines on the Formulation and Implementation of National Frameworks for Teacher Competences and Professional Standards. Consultations and trainings on the Guidelines will be provided for teacher policy makers, teacher educators, teachers, school leaders and other key stakeholders from the direct beneficiary countries in both Asia and Africa. An international team consisting of experts from different countries will be established to jointly develop the Asia-Pacific Regional Guidelines, under the guidance of and in collaboration with the project team in UNESCO’s Regional Office in Bangkok. The incumbent for this consultancy is a member of the international team. The copyrights of the Guidelines and all related studies belong to UNESCO. SCOPE OF THE ASSIGNMENT ----------------------- Under the overall authority of the Director of the UNESCO Bangkok Office, and the supervision and guidance of the Chief of Section for Educational Innovation and Skills Development (EISD) and the Senior Project Officer, the consultant will co-develop, together with other members of an international expert team, **the Asian Regional Guidelines on the Formulation and Implementation of National Frameworks for Teacher Competences and Professional Standards.** Specific tasks include the following: 1. Conduct an extensive literature review on teacher competences and professional standards in Asia and other parts of the world, and prepare a comprehensive summary of the key findings directly relevant to the Guidelines based on the outline provided by the UNESCO project team; 2. Review the drafts of the assigned national situational analyses on the direct beneficiary countries and additional country and regional case studies, and provide detailed written feedback on each; 3. Draft a detailed outline for the Guidelines in consultation with the UNESCO project team; 4. Draft the Guidelines and revise according to the feedbacks received from the UNESCO project team, external reviewers, and national consultations until it fully meets the requirements; 5. Participate in meetings on the Guidelines if invited by the UNESCO project team, contribute to the discussions, and synthesize useful information and feasible suggestions to refine the Guidelines; 6. Answer technical questions about the formulation and implementation of teacher competences and professional standards frameworks from the direct beneficiary countries, channeled through the UNESCO project team. DELIVERABLES AND TENTATIVE TIMELINE ----------------------------------- 1. Summary of the key research findings on teacher competences and professional standards by 29 June 2023; 2. Detailed outlines for the Guidelines by 6 July 2023; 3. Detailed written feedbacks on the drafts of all the national situation analyses and additional country and regional case studies by 30 August 2023; 4. First draft of the Guidelines on the Formulation and Implementation of National Frameworks for Teacher Competences and Professional Standards by 28 September 2023; 5. Second draft of the Guidelines by 30 November 2023; 6. Third draft of the Guidelines by 1 February 2024; 7. Further revised draft of the Guidelines by 28 March 2024; The entire contract should be completed by 11 April 2024 PAYMENT ------- The amount of payment for the whole contract depends on the qualifications and relevant experience of the contractor, as well as the proportion of his/her contribution to the Guidelines.
