Overview

Deliver the Angola UNSDCF 2024-2028 document for approval and endorsement.

You have:

  • Advanced degree in development studies/international development, international relations, political science, governance and public policy, social sciences, economics or another related field is required.
  • At least 10 years relevant experience, preferably three years of which with international organizations, including in conducting socio-economic development and inequality/social exclusion analysis is required.
  • Strong capacity to analyze policies, regulatory frameworks, barriers and the like, related to sectoral sustainable development approaches is required.
  • Excellent writing, analysis and communication skills demonstrated by a list of publications/presentations is required.
  • Language fluency in written and spoken English and Portuguese is required.
  • Previous engagement in facilitating and drafting UNSDCF documents and Strategic documents for the UN is desirable.

Result of Service The consultancy services are expected to deliver the Angola UNSDCF 2024-2028 document to be approved by the UN Resident Coordinator and the UN Country Team (UNCT) and endorsed by Government, as per the approved roadmap.

Duties and Responsibilities The UN system in Angola will develop its next United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024-2028. The new UNSDCF will be informed by the 2022 Common Country Analysis (CCA) and the National Development Plan (NDP). The UN Country Team (UNCT) has just finalized the Evaluation of UNSDCF 2020-2023. The document contains critical findings, conclusions and recommendations for several cross-cutting issues that will be incorporated in the UNSDCF 2024-2028, as lessons learned. The Government of Angola is currently developing the next National development Plan (NDP) 2023-2027. The next UNSDCF 2024-2028 will be aligned with the priorities that will be identified in the NDP. A Roadmap of the development process for the UNSDCF was elaborated. This roadmap guides the government and the UNCT on the process of drafting the new UNSDCF and outlines the milestones for each phase of the process.

Description of Services:

The Resident Coordinator´s Office (RCO) constitutes the primary support structure to the Resident Coordinator (RC) and the United Nations Country Team (UNCT). Led by the RC, the RCO supports the UN coherent effort and a coordinated UN response to Angola´s development priorities. This consultancy services will be based in the (RCO) in Angola. The consultant is expected to work closely with the RCO and the UNSDCF development interagency task team, under the leadership of head of RCO Office, who will coordinate the entire process and facilitate the linkages to the UN inter-agency task team that will support the development of the UNSDCF. The consultant is expected to carry out the following specific tasks deliver the following:

1. Desk review of the country strategic thematic documents, which contains relevant information aligned with the pillars identified in the NDP 2023-2027, which are crucial for the development of the UNSDCF. The consultant will review the CCA which is the key document to inform the drafting of the UNSDCF, jointly with the NDP and the UNSDCF 2020/2023 evaluation report. Additionally, it will review a list of main studies, reports, key policies and other sources of relevant information. Based on the review, will identify potential Strategic Priority Areas, outcomes and outputs, drafting he UNSDCF document. 2. Drafting the full UNSDCF document and per the UN UNSDCF Guidelines and templates, including the executive summary with a synthesis of the agreed Strategic Priority Areas (SPA), outcomes and outputs. In close consultation and liaison with the RCO, Core Task Team and UN working groups, the consultant will support the identification of the comparative advantages, key development priorities and opportunities for the UN agencies’ normative and programmatic intervention in the country and consequently produce a) UNSDCF structure and results matrix; and b) a theory of change that explains how the expected results will be achieved. This activity and product should include the finance, coordination and management, and M&E UNSDCF components. 3. Facilitation throughout the process of drafting and finalizing the UNSDCF document. Consultations, meetings, interviews or workshops within the UN, Government and external partners are envisaged during the assignment, where the consultant is expected to deliver a presentation and/facilitate discussions and integrate relevant comments and additional information. 4. Preparation of presentations for the UNCT meeting finalization/validation process 5. Drafting the final version of the UNSDCF 2024-2028 document, as per point number 2 of the deliverables. 6. The deliverables will be developed in English.

Qualifications/special skills Advanced degree in development studies/international development, international relations, political science, governance and public policy, social sciences, economics or another related field is required. A first level degree with additional two years of qualifying experience maybe accepted in lieu of Advanced degree.

At least 10 years relevant experience, preferably three years of which with international organizations, including in conducting socio-economic development and inequality/social exclusion analysis is required

Strong capacity to analyze policies, regulatory frameworks, barriers and the like, related to sectoral sustainable development approaches is required.

Previous experience at regional or country level, on issues related to design of strategic program documents, country programme documents, implementation and follow up is required . Excellent writing, analysis and communication skills demonstrated by a list of publications/ presentations is required.

Previous engagement in facilitating and drafting UNSDCF documents and Strategic documents for the UN is is desirable

Languages Fluency in written and spoken English and Portuguese is required. Fluency in Spanish is a desirable
