How can you make a difference?

Over the last three years, UNICEF East Asia and Pacific Regional Office (EAPRO) has supported key initiatives in the region, including: the adoption of a Declaration and Regional Plan of Action on the Protection of Children from All Forms of Online Exploitation and Abuse in ASEAN; convening of the first ASEAN ICT Forum on Child Online Protection; publication of key research on what works for education initiatives for online safety; research on the perspectives of children and young people on the risks and opportunities in the online sphere, with a focus on

marginalized groups; the development of a framework for the evaluation of online safety education initiatives with the regional think tank; and technical support for national level progress, including for the development of national plans of action.

EAPRO is seeking a qualified consultant to continue the implementation of these initiatives and further expand engagement on child online protection in the region, with a focus on: implementation of the Regional Plan of Action, support for a regional framework for a cross border justice response; supporting the convening of the ASEAN-ICT Forum on child online protection 2023; leading Phase 2 of the Think Tank initiative on effective evaluation of online education materials; and providing technical support for country level engagement, with a focus on selected countries in the region.

Work Assignment and Deliverables:

4.1 Assignment: Provide technical leadership and support for the implementation of the Regional Plan of Action for the Protection of Children from All Forms of Exploitation and Abuse

a. Lead the organization and coordination of the ASEAN-ICT Forum 2023, including development of concept note, programme, session flows; review of knowledge products; identification of speakers and arrangement of technical and financial partnerships; engagement with ASEC and host country and relevant ASEAN bodies; development of final conference report; meaningful child participation before, during and after the forum;

b. Provide technical support to the industry working group established to ensure sustainable engagement between private sector and Governments on regional level in the timeframe between the ASEAN-ICT Forum 2022 and 2023;

c. Lead the conceptualization and facilitation of a regional dialogue on cross-border law enforcement collaboration in 2023;

d. Develop guidance document to strengthen cross-border law enforcement collaboration;

e. Organize a sensitization session for country offices and other partners on the ASEAN minimum legal standards and ASEAN minimum package of services developed in 2022;

f. Support alignment of UNICEF-supported ASEAN guidance on essential services for vulnerable groups with a focus on the minimum package of services for survivors of VAC/VAW;

g. Technical support for ASEAN initiatives on cyberbullying.

Expected deliverables:

1. Concept note, programme, session flows; review of knowledge products; invitation letter and other documents prepared, identification of speakers and arrangement of technical and financial partnerships conducted

2. ICT Forum Conducted in Q3 2023

4.2 Assignment: Support the implementation of Think Tank Phase 2 on strengthening evaluation and effectiveness of online safety materials and initiatives

a. Lead the implementation of Think Tank Phase 2, in close collaboration with academic institution;

b. Provide technical review of newly developed Theories of Change and easily accessible online platform for the development of evaluation strategies;

c. Organize and facilitate regular Think Tank meetings to review draft products;

d. Facilitate focus group discussions with relevant stakeholders on global, regional and national level to provide input into the online platform;

e. Provide technical support to the longitudinal study of child online protection awareness raising materials in Cambodia;

f. Provide technical support to the development and piloting of awareness raising campaign in Cambodia and Thailand on a newly developed theory of change for a child online protection risk (e.g. self-generated material).

Expected deliverables:

1. Regular Think Tank meetings held to review draft products

2. Theories of Change reviewed and finalized

3. Two case studies on the implementation of the Evaluation Framework finalized

4. Think Tank Phase 2 implemented and successfully concluded

4.3 Assignment: Provide support to the Cambodia Country Office for the implementation of the child online protection programme under the End Violence Grant

a. Support integration of materials developed during Think Tank phase 2 into the Cambodia PROTECT behaviour change campaign (as above);

b. Provide technical support and review of capacity building materials developed for law enforcement to enhance capacity to perform victim-focused investigations and prosecutions;

c. Provide technical review of documents related to the development of coordination mechanism for helplines/hotlines in Cambodia;

d. Provide technical review of documents related to the development of child protection guidelines for ICT sector;

e. Provide technical review of documents for integrating child online protection into the new Positive Parenting Strategy;

f. Monthly meetings with the UNICEF Cambodia Child Online Protection Focal Point to discuss progress and next steps;

g. Support for documentation of the Cambodia Child Online Protection Programme under GPEVAC.

1. Ongoing technical support to UNICEF Cambodia on GPEVAC activities

2. Monthly meetings with the UNICEF Cambodia Child Online Protection Focal Point to discuss progress and next steps

4.4 Assignment: Technical support and guidance

a. Provide technical support to the Indonesia, Philippines, Viet Nam country offices for implementation of Child Online Protection Programmes under the Global Partnership to End Violence Against Children (GPEVAC), including integration of international best practice and ASEAN guidance and knowledge products into national strategy;

b. Facilitate bi-monthly regional meetings with the GPEVAC beneficiaries to enable cross-country learning and collaboration, and facilitate quarterly meetings with all GPEVAC grantees (UNICEF) together with UNICEF HQ and UNICEF ESARO;

c. Provide technical support to the development of a model strategy for private sector engagement in the context of child online protection, and development of contextualized strategies for a minimum of two country offices (likely Indonesia and Viet Nam);

d. Provide technical support to implement the RITEC framework in EAPR, facilitating collaboration with UNICEF EAPRO’s Child Rights and Business team, country offices and regional bodies;

e. Provide technical support to Cambodia, Timor Leste, Pacific and Laos for strengthening legal and policy frameworks, strategic documents and action plans on child online protection;

f. Provide ad hoc technical support to other country offices in the region in the area of child online protection, including the contextualization of ASEAN guidance documents developed in 2022 and fund raising efforts for child online protection;

g. Participate in UNICEF Cross-Divisional Task Team on COP, including bi-weekly virtual meetings and input into organizational planning and strategy documents related to COP.

Work Location: Home based.

Duty Travel: Only apply if a deliverable demonstratively cannot be produced without travel, i.e. through remote work.

To qualify as an advocate for every child you will have…

• Master’s degree in law, social sciences, anthropology, evaluation or related field

• 8 years of professional experience in a relevant field(s)

• Demonstrated expert and up to date knowledge of child online protection.

• Proven high quality writing skills (fluency in English) and excellent communication skills
