Work Location Home Based. Travel as needed

Expected duration The work will span the period 9 January – 30 April 2022 for a total of 17 consultant days and four travel days.

Duties and Responsibilities The Resident Coordinator system reform was launched in January 2019. With an empowered and independent RCS, the assumption is a renewed organizational leadership embodied in the Resident Coordinator as the leader of the United Nations in country and able to deliver on the Agenda 2030 goals more effectively. A new office, the Development Coordination Office (DCO) was established delinked from the former UNDP-managed RCS to promote neutral, senior and independent leadership. Regional offices in five global locations were also established to support each of the country groupings more effectively; one of which is in the Arab States region. DCO Regional Office for Arab States (ROAS) works to ensure quality assurance of the UNDS including for the RCS. Following the reform, there is increasing focus on raising the capacity of the RCs to deliver at a strategic level and away from implementation of projects and programs. Using their own capacity as well as leveraging that of others is a key function of the RC profile but one which many in post find difficult. Specifically, in the post-COVID era, inclusive economic recovery for 'building back better' are central to the development dialogue.

The Consultantl will conduct a series of workshops (both face to face and remotely) with the RCs, the Regional Peace and Development Advisors and the DCO ROAS staff on critical systems' thinking that return the UN focus of support to countries on development and prevention of further conflict/crisis in complex environments. He/ she will design and deliver the material, provide to DCO ROAS for its use in other settings (with credits to Dr. Coll). These include mapping for tensions in the RC/UNCT relationship, a focus on thematic areas and providing various tools for improved strategic systems' thinking. He/ she will also ensure a short closure report with recommended follow up actions is submitted to DCO ROAS at the completion of the workshops.

Qualifications/special skills Academic Qualifications: A PhD is required. Experience: - Prior experience with the UN, especially on conducting work on the SDGs, remotely - Strategy development with the UN, including on the SDGs/UNDS reform/2030 Agenda - At least 10 years of international work experience - At least 10 years work in the field of economic development - Published work on economic development - Experience in capacity evaluation, including at least one major work experience with a UNSDG agency or the Secretariat Language: All work is conducted in English. The consultant must be fluent in English speaking and writing.
