Background

The MRMDDM is responsible for implementing development strategies to support the Fijian Government’s domestic goals of growing the economy and raising the living standards of Fijians in rural and maritime areas.

To ensure these development strategies are sustainable, resilient, and effective, the Ministry is undertaking key initiatives of formulating its Strategic Development Plan, the Integrated Rural Development Policy, a Financing Plan and incorporating risk and resilience measures into these strategic planning documents and across the organization’s development and corporate programmes. MRMDDM is also establishing an application software and a project database that will digitize current systems and store rural development project data that can be used for planning and budgeting purposes. This digitizing process will provide the basis for incorporating evidence based data from technical line agencies for risk informed decision making processes.

Duties and Responsibilities

The consultant (working closely with the MRMDDM team) will be required to:

  1. Support the lead consultant with risk informing the 10 Strategic Plan for the Ministry.
  2. Integrate resilience measures into risk management framework, budget and planning standard operating procedures of the Ministry
  3. Support develop a framework for MRMDDM Resilient Financing Strategy
  4. Support the integration of risk into the database platform of the Ministry
  5. Support develop a pipeline of risk informed projects from the divisional Public Sector Investment Project Programme

Competencies

  • At least 7 years’ experience in the management and implementation of disaster risk management; adaptation to climate change; disaster response and recovery, andenvironmental management and permitting processes
  • Masters Degree in social sciences or discipline relevant to environmental management and/or climate change
  • Familiarity with development planning particularly strategic or national sustainable development planning processes and linkages with sectoral and sub-national planning;
  • Experience in integrating cross-cutting issues into development planning and budgetary processes;
  • Technical expertise, knowledge and programming skills relating to climate change and disaster risk management, including vulnerability analysis and assessment tools, and mainstreaming climate change and disaster risk management into national development plans, policies and budgetary processes;
  • Excellent writing and drafting skills and experience of providing policy advice at the regional or national level;
  • Knowledge of the Pacific region; and
  • Fluency in English (written and oral) is essential.

  • Proven ability to conceptualise, develop, plan and manage human rights interventions as well as transfer knowledge and skills;
  • Experienced in delivering training and other needed capacity/ institutional building support to a wide range of stakeholders;
  • Ability to coach, mentor, motivate and develop staff and encourage good performance;
  • Promotes sharing of knowledge and experience, and actively works towards continued learning and development;
  • Good interpersonal skills with experience of networking with partners at all levels;
  • Good understanding of national and international human rights mechanisms, and excellent inter-personal skills;
  • Ability to establish priorities and to plan, coordinate and monitor work of others, ability to make timely decisions;
  • Displays cultural, gender, religion, race, and age sensitivity and adaptability and capacity to work effectively in a multicultural environment.

Required Skills and Experience

Masters Degree in social sciences or discipline relevant to environmental management and/or climate change

  • References/links to the past evaluation reports conducted;
  • Completed template for confirmation of Interest and Submission of Financial Proposal.

Note: Successful individual will be required to provide proof of medical insurance coverage before commencement of contract for the duration of the assignment.

Individuals applying for this consultancy will be reviewed based on their own individual capacity. The successful individual may sign an Individual Contract with UNDP or request his/her employer to sign a Reimbursable Loan Agreement (RLA) on their behalf by indicating this in the Offerors letter to Confirming

Interest and Availability.

Consultant must send a financial proposal based on a Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee(Daily fees to include IC’s medical insurance costs.

), travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.
