How can you make a difference?

Scope of Work:

The purpose of this assignment is to conduct a rapid analysis of the WGSS model in Afghanistan to understand how the model has been effective within the current context, as well as to develop a business case for scale up of the model.

Specific Tasks

  1. Develop methodology covering the business case, including gender and equity focus, of the WGSS model in Afghanistan
  2. Review all relevant partner reports (including case studies/success stories) on implementation of the model in Afghanistan and other relevant documents including review of similar safe space models in South Asia and global models
  3. Based on the defined framework, conduct key informants’ interviews of key stakeholders including selected beneficiaries of Safe space models
  4. Identify components- external and internal- and challenges contributing to/hindering the progress of the programme. This will be helpful to recommend change strategies for the next phase.
  5. Document best practices or success stories of integration at the WGSS that can be replicated in other provinces/regions or scaled up within the provinces.
  6. Draft analytical report with clear recommendations and presentation to UNICEF and partners for feedback
  7. Submit Final Report –including a clear business case for scaling up the model that UNICEF can use for advocacy and resource mobilization

Geographic Scope

The study will determine a representative sample of WGSS from the 90 WGSS across the 11 provinces using a methodology that will ensure regional and equity representation.

EXPECTED DELIVERABLES

  • Results of analytical review: tasks a), b), and c), including key criteria for best practices
  • At least 4-5 case studies identified based on the key criteria
  • Qualitative survey: visits and interviews with the partners and beneficiaries of the selected sites
  • Draft report including case studies, and recommendations to be presented and discussed to the partner, and wider audience

To qualify as an advocate for every child you will have…

  • Advanced University Degree (Master’s degree and 8 years experiences) in Gender Studies, Development Studies, Social Sciences, Economic, Law or its equivalent
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
