Provision of Counseling and Clinical Psychological Supervision & Coaching to Adolescent Well-being Clubs’ Counselors

1. Background

The Adolescents’ Well-being Club (AWBCs)”, are a safe place where at-risk adolescent boys and girls gather to get critical information about healthy behaviour and have access to adequate and inclusive services that develop and promote healthy lifestyle. These AWBCs, are run by local NGOs which are recommended and approved by the Ministry of Health and Medical Education (MOHME) and Drug Control Headquarters (DCHQ) through the Universities of Medical Sciences and Anti Narcotic Counsel in different provinces, and established in high-risk provinces, provide drug and HIV prevention and life skill training opportunities for the most at risk adolescents residing in the most marginalized communities.

There are inherent risks to mental health practitioners’ own mental health when working in a profession where clients are vulnerable adolescent, and they are psychologically unwell. Whether it be stress, burnout, compassion fatigue or vicarious traumatization, AWBCs’ psychologists and counsellors needs to be mindful of the impact of working with adolescents who are traumatized, depressed, anxious, or facing myriad other problems with their mental health and may even be at risk of harming themselves or other people.

Burnout is an inherent risk for those working as mental health professionals in Adolescent Wellbeing Clubs (AWBCs), given the nature of their work with at-risk adolescent boys and girls.

To address this serious issue, UNICEF Iran, in close cooperation with the relevant partners in particular Ministry of Health and Medical Education, and Drug Control Headquarters (DCHQ) is working to improve the quality of psychological services delivered in HIV and drug use prevention service providing centres and to put in place an effective and efficient psycho-social support and care system for adolescent boys and girls. UNICEF is therefore looking to recruit a consultant as clinical supervisor to provide counselling and clinical supervision on “psychotherapy and counselling for at-risk adolescent” to AWBCs’ mental health practitioners for duration of 11.5 months.

2. Objectives

Under the general supervision of the UNICEF Adolescent Development and Participation (ADAP) Head of Section, the consultant will contribute to:

  • Increase morale, motivation, and psychological wellbeing of AWBCs’ mental health practitioners through provision of counselling and psychotherapy to them;
  • Provide clinical supervision, coaching and technical advices, facilitate practical trainings and case review conferences; organize discussions between AWBCs’ mental health practitioners on how to deal with at-risk adolescents during counselling.

3. Methodology and Technical Approach

  • Coordination: Under supervision of UNICEF ADAP Head of Section, establish and maintain close collaboration with relevant authorities especially the Ministry of Health and Medical Education; Centres for Disease Control, the Drug Control Headquarters, University of Medical Sciences, Provincial Anti Narcotic Council, and Adolescents Well-being Clubs and other relevant partners.
  • Needs assessment visits: Undertake the periodic field visits to eight Adolescents Well-being Clubs in Tehran, Karaj, Shiraz, Ahwaz, Kermanshah, Khorramabad, and Mashhad, jointly with the programme partners to assess the needs of AWBCs’ mental health practitioners and analyse the situation.
  • Planning: Develop inception report and plan of action for provision of counseling and supervision to AWBCs’ mental health practitioners.
  • Counselling, supervision, and coaching: Provide technical support, psychological counselling, direct individual and group clinical supervisions, and coaching, as well as support to AWBCs’ mental health practitioners for quality improvement of AWBCs’ psychological services in three areas of assessment, counselling, and referral.
  • Case management and troubleshooting: Provide technical advices, consultations, tips, training, instructions, guidance to AWBCs’ mental health practitioners on how to manage the hard cases, and how to deal with adolescents with risky behaviors.
  • Reporting: Provide process and final reports including recommendations for provision of institutional support to mental health practitioner.

4. Activities, Deliverables, Indicators, Timeframe, and Schedule of Payment

a) Provide 1st round of technical support, psychological counselling, direct individual and group clinical supervisions and support to AWBCs’ mental health practitioners.

b) Provide 8-day on-site training, supervisions and coaching to at least 8 counselors from four AWBCs in 3 cities of Tehran (two AWBCs), Karaj, and Shiraz (2 full days for each AWBCs);

- Report on 1st round of on-site clinical supervisions to 8 counsellors from 4 AWBCs

  1. Technical support, psychological counselling, direct individual and group clinical supervisions

a) Provide 2nd round of technical support, psychological counselling, direct individual and group clinical supervisions and support to AWBCs’ mental health practitioners.

b) Provide 8-day on-site training, supervisions and coaching to at least 8 counselors from other four AWBCs in 4 cities of Ahwaz, Kermanshah, Khorramabad, and Mashhad, (2 full days for each AWBCs)

  1. Supervision and Couching

a) On bi-monthly basis, provide 120 minutes virtual group supervisions and coaching, trouble shootings, case conferences (totally 44 hours) to 16 counsellors from 8 AWBCs;

b) Draft final report and submit to UNICEF ADAP Head of Section

Timeframe: Month 2 to 11.5

Payment: 40% upon completion and approval of deliverable 1,2,3 & 4

N.B. All reports and presentations should be submitted in English

5. Management and Organization

5.1. The consultant will work under the direct supervision of UNICEF Adolescent Development and Participation Head of Section. The responsible government partners are the Ministry of Health and Medical Education (MOHME) and I.R. of Iran Drug Control Headquarters (DCHQ).

5.2. Travel: The consultant will be responsible for his/her travel arrangement if required. Travel costs to sites and cities shall be covered by consultant and should be reflected in financial proposal. All travels and field visits should be coordinated with UNICEF and government partners.

This consultancy requires the following travels and field visits:

  1. Karaj, 3 times, 5 days (1-day field visit, two 2-day training, supervisions & coaching)
  2. Ahwaz, 3 times, 5 days (1-day field visit, two 2-day training, supervisions & coaching)
  3. Tehran Boys, 3 times, 5 days (1-day field visit, two 2-day training, supervisions & coaching)
  4. Tehran Girls, 3 times, 5 days (1-day field visit, two 2-day training, supervisions & coaching)
  5. Kermanshah, 3 times, 5 days (1-day field visit, two 2-day training, supervisions & coaching)
  6. Shiraz, 3 times, 5 days (1-day field visit, two 2-day training, supervisions & coaching)
  7. Khorramabad, 3 times, 5 days (1-day field visit, two 2-day training, supervisions & coaching)
  8. Mashhad, 3 times, 5 days (1-day field visit, two 2-day training, supervisions & coaching)

5.3 Coordination: The consultant shall coordinate all meetings with UNICEF implementing partners as required.

5.4 Timeframe: This consultant shall complete all tasks and deliverables within 11.5 months starting from the issue date of his/her contract.

6. Conditions of Work:

The consultant shall use his/her own facilities to manage the work.

7. Qualifications

7.1 Education:

  • Minimum Master of Science university degree in clinical psychology, psychiatry, counselling or other related technical field is required.

7.2. Experience:

  • Minimum of five years professional experience in delivering psychotherapy and counselling to vulnerable adolescent and youth.
  • Minimum of 10 years relevant work experience in providing training and supervisions to psychologists and counsellors.

7.3. Language Requirements:

  • Good oral and written skills in English are required.

The consultant’s technical and financial proposal will be evaluated (70% technical, and 30% for financial). The minimum threshold for the technical evaluation is 70 scores.

Evaluation Criteria for Consultant:

Qualification #1 Minimum Master of Science university degree in clinical psychology, psychiatry, counselling, or other relevant technical field is required

  • Total score: 30 (M.S. : 10 Scores, PhD.: 20 Scores)

Qualification #2 Minimum five years progressively professional experience in delivering psychotherapy and counselling to vulnerable adolescent and youth

  • Total score: 35 (25 scores for 5 years)

Qualification #3 Minimum 10 years relevant work experience in providing training and supervisions to psychologists and counsellors

  • Total score: 35 (30 Scores 10 years, 2 scores per additional year (up to 35 scores)
