• Strong research and coordination skills, analytical capacities and ability to synthesize complex inputs into coherent support.
• Understanding of international standards and norms in crime prevention and criminal justice, in particular, the Nelson Mandela Rules, the Bangkok Rules, and the Tokyo Rules.
• Fluency in English, with excellent drafting and communication skills, is required.
• Knowledge of Thai is an advantage.

Background

UNODC ROSEAP is hiring a Prison management and Community Corrections Consultant to provide technical assistance to UNODC activities.

The overall objective of UNODC on criminal justice reform is to strengthen the rule of law through the prevention of crime and the promotion of fair, humane and accountable criminal justice systems, in line with the United Nations standards and norms in crime prevention and criminal justice and other relevant international instruments.

Under the Sub-programme 4 (Criminal Justice System), UNODC ROSEAP seeks to provide technical assistance to the government of Thailand, particularly supporting Department of Corrections (DOC) and Department of Probation (DOP) in their effort to improve the prison management and community corrections. The success of efforts to assist inmates with their social reintegration can reduce recidivism. The COVID-19 crisis poses more challenges to the already-overburdened prison systems. People deprived of liberty are likely to be more vulnerable to an outbreak than the general population because of the confined conditions in which they live and the close proximity. This pandemic demonstrated the need for prison systems to be better prepared and equipped to handle public health emergencies, beyond the COVID-19.

Given the current situation in Thailand, the importance and urgency of supporting prison systems to help them better cope with the current pandemic are obvious. Sound prison management and community corrections in line with international standards are important regardless of the situation on the pandemic.

Duties and Responsibilities

Objective

To provide technical assistance on prison management and community corrections in Thailand by consulting Department of Corrections (DOC) and Department of Probation (DOP) and developing a report including concrete recommendations for the counterparts.

Scope of Work

The assignment will be carried out under the supervision of the Project Manager (Prison Reform) of ROSEAP, with support from other assigned staff.

The Consultant will develop a report including the following:

(i) Basic information on Criminal justice system in Thailand (incl. structure of relevant organizations)

(ii) Current situation on prison and other detention system in Thailand. This includes the following:

• Overview of prison management
• Mapping the legal framework, regulations, policies and guidelines and collecting relevant data
• Facilities’ specific conditions (e.g. prison population, the number of facilities, occupancy level, pre-trial detainees’ rate
• Ongoing challenges, emergency measures and developed policies, including in response to COVID-19
• Prisoner classification and assessment approaches
• Prison-based rehabilitation programmes (e.g., education, vocational training and work)
• Pre-release programmes intervention and arrangement (e.g., contact with family/community, re-entry planning, assistance in securing employment/housing)
• Medical and health service
• Treatment of special categories of offenders (e.g., female offenders, children in conflict with the law, other offenders with special needs)
• Cooperation with the private sector and relevant civil society organizations for rehabilitation programmes and pre-release intervention and arrangement etc., including Public-Private Partnerships (PPP) which may bring about cost effectiveness and efficiencies.

(iii) Current situation on community corrections (parole/probation) in Thailand. This includes the following:

• Overview of parole/probation administration
• Mapping the legal framework, regulations, policies and guidelines and collecting relevant data
• Ongoing challenges, emergency measures and developed policies, including in response to COVID-19
• Post-release programmes, services and supervision (e.g., aftercare and re-entry assistance, early release programmes, new technology)
• Cooperation with the private sector and relevant civil society organizations for post-release services and supervision, etc. including Public-Private Partnerships (PPP) which may bring about cost effectiveness and efficiencies.

The Consultant will conduct in person and/or virtual discussion with DOC and DOP to give presentation on the draft of above report and solicit inputs from the counterparts. Then the Consultant finalizes the report including concrete recommendations for Thai criminal justice agencies.

Institutional Arrangement

The incumbent shall be under direct supervision of the Project Manager (Prison Reform) of UNODC ROSEAP.

Duration of the Work

15 November 2020– 31 December 2020 (Up to 30 working days).

Home-based with no travel.

Required Skills and Experience

Educational Qualifications

• An advanced university degree (at least a master’s degree or equivalent) in behavioral science, psychology, criminology, sociology, or other field related to criminal justice or prison reform is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

• At least ten years of progressively responsible experience in the field of criminal justice, in particular, prison administrations, community corrections, or social reintegration of offenders;
• Strong research and coordination skills, analytical capacities and ability to synthesize complex inputs into coherent support;
• Understanding of international standards and norms in crime prevention and criminal justice, in particular, the Nelson Mandela Rules, the Bangkok Rules, and the Tokyo Rules;
• Knowledge of corrections systems and relevant stakeholders in Thailand;

Language:

• Fluency in English, with excellent drafting and communication skills, is required.
• Knowledge of Thai is an advantage.

Price Proposal and Schedule of Payments

The contract will be based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

• Deliverable 1- A first draft of the report: 50% of total contract amount
• Deliverable 2- Discussions (in person or vitual) with DOC and DOP, Thailand: 16.67% of total contract amount
• Deliverable 3- A final draft of the report: 33.33% of total contract amount

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology;

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%) *and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced qualified proposal received by UNDP for the assignment.

• Only those applications which are responsive, compliant and accept in general condition will be evaluated;
• The financial proposal shall specify a daily fee;

Technical Criteria for Evaluation (Maximum 500 points)

• Criteria 1: Qualifications in terms of Education, Consultancy and Specialization - Max 150 points;
• Criteria 2: Relevant working, researching and analyzing experience in criminal justice or prison reform issues, in particular, prison administrations, community corrections, or social reintegration of offenders- Max 150 points
• Criteria 3: Understanding of international standards and norms in crime prevention and criminal justice and Knowledge of corrections systems and relevant stakeholders in Thailand- Max 150 points;
• Criteria 4: Fluency in English with excellent drafting and interpersonal skills and knowledge of Thai – Max 50 points.

Only candidates obtaining a minimum of 350 points (70% of technical evaluation) would be considered for Financial Evaluation.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

• Letter of Confirmation of Interest and Availability using the template provided in Annex II.
• Personal CV indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
• Financial proposal, as per template provided in Annex II. Note: National consultant must quote price in Thai Baht that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
