Result of Service Deliverables/Expected Outputs 1. Partnership landscape assessment, including entry-points, thematic areas and issues where there is strong potential for new partnerships and stakeholder engagement by the UN family across sectors in Nepal. The Partnership landscape assessment will include a mapping of development actors and stakeholders involved in partnerships and sustainable development in Nepal; mapping of existing key partnerships, analysis of stakeholder engagement and identifying entry-points for the UN family for the effective implementation of the new Cooperation Framework and the 2030 Agenda, 20-30 pages max, English. 2. Executive Summary; 1-2 pages, English. 3. Summary of the partnership landscape assessment and its main findings within 10-15 slides (PowerPoint presentation) in English and delivery of the presentation at the UNCT and other key forums; 4. 2-5 short video interviews with key stakeholders explaining why partnerships and stakeholder engagement are key to the sustainable development of Nepal.

Duties and Responsibilities Background and Objective The United Nations and the Government of Nepal have recently signed the new UN Sustainable Development Cooperation Framework (Cooperation Framework) for Nepal which will guide the UN’s in-country development activities in support of Nepal’s LDC graduation process and the implementation of the 2030 Agenda for Sustainable Development for the period 2023 - 2027. The Cooperation Framework is structured around a set of interrelated and mutually reinforcing Strategic Priorities where the UN system will support Nepal in making transformational and accelerated progress toward the achievement of the Sustainable Development Goals. The four UNSDCF Outcomes are: 1. Sustainable, Resilient and Inclusive Economic Transformation; 2. Inclusive and Transformative Human Development; 3. Environmental Sustainability, Climate and Disaster Resilience; 4. Governance, Federalism, Participation and Inclusion. To support the implementation of the Cooperation Framework, the UN Resident Coordinator’s Office in Nepal, in collaboration with the 2030 Agenda Partnership Accelerator of the Division for Sustainable Development Goals of United Nations Department of Economic and Social Affairs (UN DESA), will be engaging the services of a national consultant to conduct an assessment of the partnership landscape in Nepal to explore the opportunities for partnerships that will support the UNSDCF 2023-2027 and inform the preparation of the upcoming UN Nepal Joint Partnership and Resource Mobilization Strategy (PRMS). The assessment should identify key partner organizations that could be leveraged to contribute to the four outcomes of the UNSDCF, including mapping of existing partnerships that support implementation of the SDGs nationally, thematic areas and issues where there is strong potential for new and innovative partnerships across sectors, existing mechanisms for engaging stakeholders and sectors, and provide an overview of the landscape of development actors identifying entry-points for the UN family in Nepal. The assessment should also provide recommendations for establishing a partnership platform in Nepal as a mechanism to convene stakeholders around the Strategic Priorities of the Cooperation Framework and to systematically catalyze partnerships for the SDGs. Work assignment - Undertake a partnership landscape assessment (through interviews, desk research, self-organized meetings) to identify: o Thematic areas and issues where there are strong potential for building of coalitions and new partnerships across sectors in Nepal, and with regional and global institutions and development partners. o Identifying existing mechanisms and proposing new ones for engaging stakeholders and sectors towards the implementation of the Sustainable Development Goals in Nepal and the new Cooperation Framework. o Identifying the level of support from government towards establishing or strengthening existing partnerships (evidenced by policies, high-level statements etc.). o Overview of the landscape of development actors engaged in partnerships and sustainable development identifying innovative entry-points for the UN family in Nepal. Development actors include, among others: government departments (federal, provincial and local levels), key international development partners (including IFIs), private sector actors/representatives and civil society organizations/representatives. o Overview of existing key partnerships that can provide useful lessons learned, including what to avoid, when seeking to operationalize effective partnerships by the UN family in Nepal. o A mapping and analysis of stakeholder engagement, including challenges and opportunities for strengthened engagement by the UN family, on the implementation of the of the Sustainable Development Goals in Nepal and the new Cooperation Framework. o Recommendations for establishing a partnership platform in Nepal as a mechanism to convene stakeholders around the Strategic Priorities of the Cooperation Framework and to systematically catalyze partnerships for the SDGs.

Qualifications/special skills Advanced university degree (Master’s degree or equivalent degree) in sustainable development, economics, public policy, public administration, finance, natural resources management, engineering, law, social sciences or related field is required. A first-level university degree in combination two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of five (5) years of progressively responsible experience on sustainable development issues, partnerships and stakeholders’ engagement for LDCs, including three years at the national (Nepal), international and regional levels is required. Experience in policy-oriented work in sustainable development issues is required. Experience in preparing written outputs on sustainable development issues is required. Experience in delivering training programmes is desirable.

Languages Fluent in English and Nepali is a requirement.

Additional Information Contract Duration: 45 working days over the period of 6 months starting from 1 October 2023 to 31 March 2024.

Performance Indicators - Positive feedback on the partnership landscape assessment by the UN RCO and the UN Country Team in Nepal. - Timeliness and accuracy of deliverables.

Expected qualifications. - Knowledge about sustainable development issues, including experience on partnerships for LDCs, Nepal’s LDC graduation process and the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals.
