Result of Service The Consultant is required to perform the following activities under the supervision of the DA Team. Most of these outputs will be delivered during the contract and don’t have a specific delivery date. 1. Evaluation: lead data collection, analysis and review of monitoring and evaluation reports to prepare programme level evaluations and guidance. 2. Monitoring, financial and IPMR management: assist with the monitoring of ongoing projects, prepare financial dashboards; lead on financial aspects such as allocations, returns, moving funds and guidance on IPMR management. 3. Programming: assist with quality assurance of concept notes and project documents for the 15 and 16 tranche and lead the review of some of the projects. 4. Knowledge management: assist with the maintenance of our existing databases and help with the development of new tools.

Duties and Responsibilities The Development Account is a funding facility for capacity development projects of the economic and social entities of the United Nations Secretariat (DESA, UNCTAD, UNEP, HABITAT, UNODC and the 5 Regional Commissions, ECA, ECE, ECLAC, and ESCAP, ESCWA.) The Account serves as an important vehicle to link the normative and analytical work of these entities to their operational activities and to build strong synergies and cooperation between the entities, drawing on the strengths and comparative advantages of each, including those of the UN country team. The Account serves as a critical funding source from the United Nations regular budget which supports developing countries in addressing their capacity development priorities, facilitating the development of national policies which are centred on the principles of sustainable development, and the integration of its three dimensions. The Development Account Team intends strengthening evaluation, monitoring, knowledge management and programming and as part of an overall goal to deliver the projects and the programme in an efficient and effective way having sustained results at country level. The contract will be funded from the Fund for Enhancing the Development Account (FEDA) 2124V. Work Assignment The consultant will work on several related issues that will be executed in parallel: 1. Qualifications/special skills The consultant should have an advanced university degree (Master’s degree or equivalent) in economics, management, social sciences or related field. A relevant first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. The consultant needs to have a minimum of 5 years of progressively responsible experience in project or programme management, administration, evaluation or related area, including at the international level is required. Experience in economic and social development is required. Experience in the United Nations System, or any other comparable international or regional organization is desirable.
