Result of Service The consultant will support the coordination of interagency activities in UNDRR for the following activities:

1. Ensure relevant and effective coordination of the Issue-Based Coalition on Building Resilience and the Asia-Pacific Regional Collaboration Platform including specific activities lead by UNDRR Regional Office in Asia and the Pacific (UNDRR ROAP) 2. Ensure implementation of UNDRR ROAP priority actions on the United Nations Action Agenda on Internal Displacements 3. Provide support to the organization of the Asia-Pacific Ministerial Conference on Disaster Risk Reduction (APMCDRR)

Duties and Responsibilities Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

The consultant will support the coordination of interagency activities in UNDRR under the supervision of the Chief of Office of the UNDRR Regional Office for Asia Pacific. The consultant will:

1. Ensure relevant and effective coordination of the Issue-Based Coalition (IBC) on Building Resilience and the Asia-Pacific Regional Collaboration Platform including specific activities lead by UNDRR ROAP

  • Provide the technical and coordination support to the Regional Director, as the Co-Chair of the IBC on Building Resilience (IBC-R), in the planning, coordination and preparation of the Regional Collaborative Platform end of the year retreat for Regional Directors and two quarterly meetings between the two co-chairs of the IBC-R and technical members of 20 UN agencies. This will include the preparation and communication of the agenda, development of briefing notes and preparation of the different speakers, drafting of the Talking Points for the two co-chairs (UNDRR and UNDP).

  • Monitor progress of the IBC on Building Resilience in accordance with the agreed work plan and prepare periodic reports with the support of IBC members

  • Support the coordination of the IBC-R working group 1 on Strengthening integration of health emergencies into disaster risk reduction throughout Asia Pacific by organizing the launch of the digital knowledge products on operationalizing the health aspects of the Sendai Framework with a focus on the Bangkok Principles together with United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), United Nations Population Fund (UNFPA) and United Nations Office for Project Services (UNOPS)

  • Ensure the visibility and access by potential users of the IBC-R knowledge portal hosted by the Asia-Pacific Knowledge Management Hub and populate and maintain the IBC-R internal repository as well as the UNDRR ROAP Teams Space

  • Coordinate and ensure quality control of a minimum of 10 bi-lateral meetings, briefing materials, and background documents for meetings between Chief of UNDRR ROAP with Regional Coordinators and Regional Directors and ensure that these documents are distributed in a timely and accurate manner.

  • Provide support to the Early Warnings for All (EW4A) initiative in Asia and the Pacific

2. Ensure implementation of UNDRR ROAP priority actions on the United Nations Action Agenda on Internal Displacements

  • Organize a two-day capacity-building training program for Resident Coordinators (RCs) officers and government representatives on the prevention, response, and durable solutions to disaster-induced displacement, as outlined in the United Nations Action Agenda on Internal Displacement. The training program will be coordinated by UNDRR and will be organized at ESCAP in Bangkok. The organization and the delivery of the training should include the collaboration and participation of International Organization for Migration (IOM), United Nations Development Programme (UNDP)/ United Nations High Commissioner for Refugees (UNHCR)/ United Nations Office for the Coordination of Humanitarian Affairs (OCHA)/ Development Coordination Office (DCO)/ International Federation of Red Cross and Red Crescent Societies (IFRC), Internal Displacement Monitoring Centre (IDMC) and UN Women

3. Provide support to the organization of the Asia-Pacific Ministerial Conference on Disaster Risk Reduction (AMPCDRR)

  • Prepare a guidance kit for the organization of APMCDRR Market place for side-events, learning lab, ignite stage and exhibitor booth

  • Prepare an event kit for the APMCDRR stakeholder engagements

    Qualifications/special skills First level university degree in Political Science, International Cooperation, Communications, Social Sciences, Event Management is required. Minimum five (5) years experience in the field of support to meeting coordination, communications, external relations or related area is required. Experience in coordination of high-level meetings and partnerships is desirable. Experience working with international organizations or UN is desirable. Experience in disaster risk reduction, climate change and sustainable development is desirable.

    Languages Fluency in English is required.
