Consultant for Improved Disaster and Climate Risk Analysis for Humanitarian Programme Cycle & UN Sustainable Development Cooperation Framework Processes

Result of Service This consultancy will support the preparations and facilitation of joint analysis for Humanitarian Programme Cycle (HPC) and UN Sustainable Development Cooperation Framework (UNSDCF) processes in six to ten countries and help strengthen the analysis of disaster and climate risk in Humanitarian Needs Overviews (HNOs) and Common Country Assessments (CCAs).

The consultant will support the application of the Disaster and Climate Risk Analysis guidance and workshop package for the HPC and also support the development of a scale-able methodology for the UNSDCF facilitation package.

The support provided and the lessons learned from applying the guidance and workshop package will, over time, enable humanitarian and development actors at country level to improve their understanding of inter-connected, systemic risk for strategic planning processes and humanitarian programming. Specifically, Humanitarian Affairs, Development Coordination and Information Management Officers will be enabled to identify and effectively use risk datasets, such as the Risk Information Exchange (RiX), developed under the Global Risk Analysis Framework (GRAF), and facilitate joint analysis of inter-connected risk. Similarly, it should help cluster and sector focal points contribute and engage meaningfully in improved risk analysis by leveraging sectoral risk information.

Outputs:

The following deliverables are expected from the assignment:

1. Preparatory material for risk analysis workshops (draft analysis, exercise modules, presentations);

2. Recommendations for improving workshop package;

3. Draft inputs to Humanitarian Needs Overview and Common Country Assessment;

4. Standardized Facilitation package for Common Country Assessments including a short guidance note;

5. A short presentation outlining the key lessons learned from the workshop delivery.

The deliverables should be presented so that they are understandable, useful and relevant for the above listed audiences.

Duties and Responsibilities Context:

Established in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

In adopting the Sendai Framework for Disaster Risk Reduction 2015 – 2030 (Sendai Framework), the 2030 Agenda for Sustainable Development (2030 Agenda), the New Urban Agenda (NUA) and the Paris Agreement, Member States clearly identified the prevention of new risk, the reduction of existing risk, and the strengthening of resilience, as central to global efforts in realizing sustainable development pathways in the 21st century.

Through the UN Plan of Action on Disaster Risk Reduction for Resilience, UNDRR also plays a leadership role in integrating disaster risk reduction (DRR) across the UN system and contributes to providing a bridge between development and humanitarian communities. Through the UN Plan of Action, the UN System commits to strengthen its joint ability ‘to effectively support national and local communities in early warning, preparedness, response and recovery’ (Result 2.2).

Duties and Responsibilities:

Under the supervision of the Global Risk Analysis Framework (GRAF) Programme Management Officer, the consultant will report to the Head of United Nations Office for Disaster Risk Reduction (UNDRR) Global Risk Analysis and Reporting Section (GRAR) in collaboration with UNDRR’s Regional Offices, Capacity Building Section / Global Education and Training Institute (GETI) and Partnerships Branch.

The consultant will:

• Support the preparations and tailoring of risk analysis workshops or modules, including - adapting the workshop design to the specific country-context - conducting secondary data review - pre-populating of workshop exercises - preparing presentations

• Co-deliver the workshop or module, this may include presenting secondary data review findings, facilitation of exercise (travel may be required);

• Support the drafting of the risk analysis sections in Humanitarian Needs Overviews (HNOs) and Common Country Assessments (CCAs). This may include contexts where no dedicated risk workshop is conducted;

• Draw lessons learned from organizing and delivering workshops and the application of the multi-dimensional risk analysis;

• Improve the design of a standard facilitation package to strengthen the risk analysis in CCAs and CCA updates;

• Prepare and submit reports on the conducted trainings and/or workshops in GRAF countries;

• Work in consultation with the Global Education and Training Institute (GETI) in developing a training of trainers facilitation package;

• Familiarize with existing guidance and initiatives (Disaster Risk Reduction checklist, Humanitarian Programme Cycle (HPC) guidance package), including: - Guidance on Strengthen Disaster and Climate Risk in the HPC - Methodology for facilitating joint analysis of risk for CCAs; - Training methodology developed for GRAF Pillar 1; - Addendum Humanitarian Needs Overviews (HNO) + HRP Guidance: Analysing Risks and Determining the Most Likely Evolution of the Humanitarian Situation; the HPC step-by-step guidance and HNO annotated template (chapter II); - Joint-intersectoral Analysis Framework development (JIAF); - Training package accompanying the rollout of the recommendations and checklist on scaling up Disaster Risk Reduction in humanitarian action.

  Qualifications/special skills A Master's degree in Business Administration, International Relations, Economic Development, Development Studies, Social Science, International Development, Political Science, International Relations or other relevant field is required. A first-level university degree in combination with a minimum of 2 years additional qualifying experience may be accepted in lieu of the advanced university degree.

Minimum 10 years of experience in relevant humanitarian and/or development work at international level is required.

Experience in disaster risk analysis is required.

Experience in humanitarian needs analysis and development analysis is required.

Knowledge of the Humanitarian Programme Cycle & UN Sustainable Development Cooperation Framework processes is required.

Experience in designing and delivering training and building capacity of government, UN and non-government representatives is required.

Experience in working in or supporting developing countries in humanitarian and/or development programmes, emergency or early recovery situations is required.

Experience in systems thinking is desirable.

Experience in the UN system related to disaster risk reduction, emergency preparedness, response and recovery is desirable.

Languages Fluency in French and English is required.
