Duties and Responsibilities
The consultant will undertake a lessons learned review to gather perspectives on quality, strength and weaknesses (effectiveness, timeliness, efficiency) in the following areas of the Inter-agency Humanitarian Evaluations of Crises in Afghanistan and Northern Ethiopia, and specifically on:
Quality, timeliness and efficiency of the processes of: Development of the Terms of Reference (TOR) and procurement of evaluation services Data collection (data availability to evaluation team, interviews, in-country visit) Reporting (review and commenting processes Dissemination of evaluation products
The functioning of the Management Group (MG) and support from UN OCHA to the MG and the evaluation team.
Collaboration and functionality of the evaluation team: assessment of interviewee perceptions of the quality and balance of the evaluation team, as well as of the appropriateness regarding intra-team dynamics.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in social science, evaluation, public administration, international studies, economics, political sciences or similar field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Minimum 5 years of experience conducting reviews, evaluations, research in the humanitarian sector is required.
Experience working with the UN or any of the Inter-Agency Standing Committee bodies is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
