  1. Purpose of consultancy

The purpose of this consultancy is to provide Technical expertise to WHO country office Jordan’s Refugee and Migration Health Programme activities, especially providing support to the unit of Humanitarian Aid and Migration, at Project Management and International Cooperation Directorate of Jordan Ministry of Health, in complete guidance and supervision of WHO Jordan Country Office.

Objective:

Main objective is to advance the Universal Health Coverage for Refugees and Migrants through strengthening the collaborative efforts of the WHO, other national and international partners, and MoH within the Humanitarian Health Sector Working Group. and the United Nations Migration Network which catalyses mechanisms to enhance living conditions of migrants in Jordan as per the Global Compact for Migration.

Specific objectives is to build and enhance capacity of MoH and WHO on refugee and migrant health, including research, in line with the Global Action Plan on Promoting Health of Refugees and Migrants and WHO EMRO Regional Strategy on Health of Refugees and Migrants, with a scope of: Such an opportunity would have a final two-fold scope:

  • Developing a WHO Country Office refugee and migrant health country programme;
  • Strengthening the capacity of MoH in the area of refugee and migrant health, including research and data generation
  1. Background

The Global Action Plan to promote health of refugees and migrants (2019-2023) aims to address refugees and migrants in an inclusive, comprehensive manner, including the coordination of international efforts to link health care for refugees and migrants to humanitarian programme.

A regional strategy was adapted for Eastern Mediterranean Region thereby translating the global plan into priority strategic objectives that also aims to achieve universal health coverage for all population irrespective of their migratory status in line with the WHO’s General Programme of Work 2019-2023.

There is a need to localize the global action plan and regional strategy at country level, including the strengthening of ongoing collaborated efforts of partners and stakeholders in Jordan towards short term and long-term health needs for refugee and migrants, with the inclusion of all population in national priorities. The COVID-19 pandemic has positioned the Government of Jordan (GoJ) as a global example for adopting a whole-of-society approach in providing health services. WHO Jordan commits to support Ministry of Health in strengthening the technical capacity of the newly established Directorate of Project management and international cooperation to better addressing the gaps in inclusion of refugees and migrants, in a coordinated approach, further to advance the agenda of Universal Health Coverage of Jordan. This would also enhance the updating of the national health information system with disaggregated data on refugee and migrant health.

  1. Work to be performed

Output 1: Conduct a country assessment on health system and essential public health functions, capacities, and processes, using the tool recently produced by WHO HQ (PHM), The tool aims to explore the readiness of health facilities to provide essential health services for refugees, migrants, as well as local communities.

Deliverable 1.1: Prepare and coordinate for an assessment to explore health system readiness to provide services for refugees and migrants

  • Establish Committee with stakeholders in Jordan for the preparation of the assessment
  • Coordinate preparation of the assessment with WHO EMRO and WHO HQ
  • Conduct the assessment in a series of health facilities in collaboration with MoH counterpart and stakeholders

Deliverable 1.2: Submit a consolidated report on the country assessment and desk review findings

  • Submit Report on the country assessment using the tool recently developed by WHO HQ (PHM)
  • Provide a Repository of available and valid health sector strategic plans and policies, and related documents such as assessments, mission reports, analysis etc.
  • Submit a Consolidated report on the desk review conducted, including the list of responders

Output 2: Develop a roadmap to optimize quality access to quality health services for refugees and migrants in Jordan in line with the existing National Health Strategies Deliverable 2.1: Develop a Roadmap with specific steps and actions to ensure that access to healthcare with quality by migrants and refugees is aligned with the national plans and policies

  • Provide support to the Ministry of Health in reviewing the Jordan Response Plan (JRP) health sector component
  • Review of all recent initiatives, including policies, to enhance demand generation and provision of essential health services for migrant and refugees in Jordan
  • Develop a roadmap with key actions and timeline for enhancing quality health care access for refugees and migrants

Output 3: Ensure coordination and harmony across humanitarian and migration health partners and MoH in existing refugee and migrants health platforms.

Deliverable 3.1: Contribute to inter-agency health sector working group meetings through effective coordination, and to the revision of JRP and related plans for further promotion of health of refugees and migrants.

  • Participate in the monthly Health Sector Working Group meetings and relevant inter- sector working group meetings.
  • update Activity Info quarterly reporting on humanitarian response

Deliverable 3.2: Contribute to Jordan UN Migration Network meetings and in the development of plans and proposals.

  • Attend the UN Migration Network meetings with preparation of presentations in case of discussions related to migrant health
  • Co- develop a grants proposal in coordination with the Global Health and Migration Programme, RO, and other health partners such as IOM and ILO for the Migration Multi-Partner Trust Fund.
  1. Qualifications, experience, skills and languages

Educational Qualifications: Master’s Degree in Medicine or Public Health, with focus on Migrant and Refugee Health. or PhD degree is an asset.

Experience: 7 years’ experience on policy development, research, and implementation of project in the area of humanitarian and migration response or health development.

Previous experience in Humanitarian/migration work in Jordan.

Skills/Technical skills and knowledge:

  • Technical and analytical skills and knowledge: High level of expertise in conducting and developing policy papers;

  • Excellent skills in developing reports, and grants proposals and documentation Excellent communicating skills;

  • Excellent report writing skills in Arabic and English.

Languages and level required:

Excellent command of Arabic and English language (speaking/writing).

The selected Consultant will be expected to provide a medical certificate of fitness for work.
