Overview

The Law on Youth of the Republic of Serbia aims to improve the social status and position of young people by creating conditions for addressing their needs and interests through measures and activities undertaken by the Republic of Serbia, autonomous province, and local self-governments, supporting youth in organization, social activism, development and fulfilment of their potential for their own and the society's benefit.

The Ministry of Tourism and Youth (MTY) formed the special working group for the development of the Law on Youth, which includes representatives from youth associations, alliances, and relevant authorities. Six roundtable discussions were held in six cities across Serbia to gather the views of young people on the necessary changes to the Law on Youth. Results from the initial consultative processes have been published on the MTY website.

The purpose of this assignment is to finalize the Ex-Ante and Ex-Post analyses of the Law on Youth.

Work Assignment Overview:

The scope of work for the assignment will be multifaceted and will require a high level of expertise and experience in the field of youth policy and law. The consultant will work closely with the working group established be the MTY, but also with representatives from youth organizations, relevant government agencies, UNICEF, and young people. The consultant will be expected to:

• Conduct brief research on laws and policies for youth, including a review of domestic practices and identifying areas for improvement.
• Determine the objectives of the proposed changes.
• Identify resources required for implementation and monitoring of the solutions in regulations and establishment of performance indicators at the level of measures.
• Develop an ex-ante analysis of the proposed Law on Youth to assess its potential impact on young people and society. This should include an analysis of the legal, social, economic, and political context in which the law will operate, as well as an assessment of the potential benefits and drawbacks of the proposed law.
• Develop an ex-post analysis of the Law on Youth after its implementation, to assess its actual impact on young people and society. This should include an evaluation of the law's effectiveness in addressing the needs and interests of young people, as well as an assessment of any unintended consequences of the law.
• Provide recommendations for improving the Law on Youth based on the findings of the ex-ante and ex-post analysis.
• Prepare a comprehensive report on the ex-ante and ex-post analysis, including all data, research, and recommendations.

Duration of the assignment: March - December 2023 (remote, part-time)

Task description:

Task 1:

In consultations with the Ministry of Tourism and Youth, the Republic Secretariat for Public Policies and the Working Group Established by the Ministry, create a draft of the activity plan for conducting an ex-ante and ex-post analyses of the impact of the Law on Youth in the Republic of Serbia.

Deliverable 1: A working plan and methodology for the impact analysis that includes development and usage of U-Report polls.

Timeline: March 25, 2023

Task 2:

Engage in the consultative processes with all relevant stakeholders in close cooperation with the MTY, UNICEF, and the Working Group, and create a draft of the ex-ante and ex-post analyses.

Deliverable 2: Organized consultative processes with all relevant stakeholders; draft analyses.

Timeline: May 1, 2023

Task 3:

Address all opinions and comments received during the consultative process. Prepare the final ex-post and ex-ante analyses.

Deliverable 3: Final analyses.

Timeline: September 1, 2023
