Background and Scope of Work: UNICEF´s core mission is the promotion of the rights of every child and adolescent and safeguarding a better present and future for children in every country it works. For this reason, UNICEF has in recent years engaged with Governments as well as multilateral partners in the promotion of greater transparency and greater efficiency in public financial management, with particular focus on the programmes and projects that directly contribute to the realization of children´s rights. Through its global Public Finance for Children (PF4C) Strategic Framework, UNICEF has advanced its advocacy efforts to increase the resource allocation for key sectors and priorities for children as well as supported countries in the capacity building for data collection and analysis, as well as for improved planning and execution of public funds in favour of children.

In Angola, UNICEF has supported the publication of Budget Briefs for the key sectors related to children, namely Education, Child Protection, Health and Nutrition, Water and Sanitation, and Social Protection, which have brought greater awareness to key stakeholders regarding the national budget and public finance in general. UNICEF Angola has also produced publications with deeper analyses of key challenges such as the bottlenecks in the financing of the Water and Sanitation Sector and a Public Expenditure Review for the Health and Nutrition Sector. Since 2021, UNICEF has also implemented activities focused on promoting transparency and budget literacy with the Ministry of Finance and has gained significant visibility and relevance in its promotion of Public Finance for Children (PF4C) in Angola as a result. This high-level strategic partnership demands consistent engagement with the Ministry of Finance and Ministry of Economy and Planning, which has to be based high-quality analyses and projections and evidence of the trends that can support UNICEF´s advocacy for the more efficiency and efficacy in public financing and to highlight the importance of guaranteeing the results for children and youth. At the same time, key stakeholders such as CSOs and the Angolan Parliament have requested support for capacity building on Public Finance for Children (PF4C) and this is a new workstream which requires tools and methodologies and continuous engagement to strengthen the capacity of the stakeholders to influence and shape the decisions on public finance management and social investments for children and youth. The work of the consultant will therefore have two main areas of focus: the development of analyses of the budget focused on the key sectors such as Education, Child Protection, Health and Nutrition, Water and Sanitation, and Social Protection; and the development of capacity building tools and methodologies and the implementation of the capacity building activities with the key stakeholders such as the CSOs and the Angolan Parliament on PF4C. The consultant will be supervised by the Chief of Social Policy at UNICEF Angola and will:

  1. Support the dissemination and technical workshops on the Budget Analyses 2023 and engagement with Parliament through the IPU General Assembly; (September- October)

  2. Develop a Rapid Analysis of the 2024 Budget Proposal and support the implementation of the public launch of the Rapid Analysis; (October-November)

  3. Finalize Rapid Analysis and support the implementation of the public launch of the Rapid Analysis; (November- December)

  4. Develop and implement tools and methodologies for training of key stakeholders Public Finance for Children (PF4C); (December-January)

  5. Develop a capacity building plan for the training of key stakeholders Public Finance for Children (PF4C); (December)

  6. Support development of Citizens Budget 2024 by MINFIN (January-February)

  7. Initiate development of Budget Briefs Analyses of the 2024 Budget Proposal for the key sectors related to children namely, Education, Child Protection, Health and Nutrition, Water and Sanitation, and Social Protection and others to be defined (January- March)

  8. Finalize development of Budget Briefs (April)

  9. Initiate and Support Dissemination and Communication and Visibility activities related to the Budget Briefs Analyses 2024 (April -May)

  10. Support the implementation of Technical Workshops with Ministry of Finance and other stakeholders on the transparency and budget analyses (May-June)

To qualify as an advocate for every child you will have…

  • Candidate should have a Master’s degree in Economics, International Relations, Business management or Public Finance.
  • Minimum of 5 to 6 years of progressive, professional work experience in applications and advisory related to economic and social development and public financial management and development policy.
  • Hands-on engagement and experience with PFM issues and development policy issues (poverty analysis, assessment, social sector analysis) required.
  • Demonstrated strong knowledge of the Angolan State Budget and PFM system is required.
  • Experience in budget analysis, costing and developing investment cases in key sectors for children such as health, education, water and sanitation, social protection, nutrition an asset.
  • Solid Excel and other Microsoft Office Suite tools is required.
  • Fluency in English and Portuguese is required.
  • Willingness to immediately take up the assignment.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
