Its mission is to ensure the effective implementation and monitoring of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions (hereafter ‘the Convention’) and the 1980 Recommendation (hereafter ‘1980 Recommendation’) concerning the Status of the Artist. The Entity fosters international cooperation by helping governments around the world to design, monitor, and evaluate policies that promote the diversity of cultural expressions and the creative economy. It also coordinates and monitors the Convention’s statutory obligations, notably by providing support for the sound decision-making of the Convention’s governing bodies through knowledge sharing and data collection, analysis, and distribution. At its eighth session in June 2021, the Conference of Parties to the Convention set strategic directions to guide the future activities of the Intergovernmental Committee for the Protection and Promotion of the Diversity of Cultural Expressions. Among these orientations, the Conference of Parties called for broadening and diversifying the range of stakeholders involved in the implementation of the Convention and developing new partnerships, in accordance with Article 12 of the Convention which urges Parties to strengthen partnerships with and among civil society, non-governmental organizations and the private sector to foster and promote the diversity of cultural expressions, as well as Article 19. 3 which provides that UNESCO shall establish and maintain a data bank on the various governmental, private, and non-profit sectors and organizations working in the field of cultural expressions. - - ***Scope of Assignment*** The individual consultant will ensure the development and animation of partnerships with professional networks involved in the implementation of the 2005 Convention: 1\. Contribute to the implementation of the Decisions taken by the [Intergovernmental Committee](https://en.unesco.org/creativity/governance/statutory-meetings) with a view to encouraging special efforts by cultural organisations and institutions working to provide access to diverse cultural expressions from their territories as well as from around the world; 2\. Identify the major initiatives carried out by the main professional networks and non-governmental organisations in official partnership with UNESCO and working on the themes covered by the 2005 Convention, mainly in the fields of books, music, performing arts, cinema, etc., and initiate partnerships with them with a view to carrying out joint actions to promote the principles and objectives of the 2005 Convention; 3\. Develop and maintain close relationships with an ecosystem of professionals in the cultural and creative industries who can be involved in the various initiatives undertaken by the Entity; - - 4\. Draft strategic notes on activities and requests for collaboration from cultural organisations and institutions wishing to undertake joint initiatives with UNESCO in the fields covered by the 2005 Convention; 5\. Support the operational organisation of the Entity’s activities and respond to any other requests required to develop and facilitate partnerships with professional networks involved in the implementation of the 2005 Convention. - - ***Deliverables and timeline*** The individual consultant shall submit to UNESCO, in electronic format, the following deliverables: 1. No later than 1 April 2023, an interim report on the activities carried out together with an operational action plan aimed at improving the commitment of cultural organisations and institutions to the promotion of access to a diversity of cultural expressions from their territories as well as from around the world; 2. No later than 1 June 2023, an interim report on the activities carried out together with a list of cultural organisations and institutions prospected with a view to the promotion of the operational action plan indicated in point (i) and the results obtained in order to secure the support of cultural organisations and institutions prospected; 3. No later than 1 August 2023, an interim report on the activities carried out and the results achieved in the framework of the organisation of operational activities involving experts and professional networks related to cultural and creative industries; 4. No later than 1 October 2023, an interim report on the activities carried out together with signed partnerships and/or in the process of being signed with cultural organisations and institutions committed to promoting access to a diversity of cultural expressions; 5. No later than 27 December 2023, a final report on the activities carried out and the results achieved in the execution of all assigned tasks. ***Duty Station*** Paris, the work is to be carried out in a combination of office presence and teleworking. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** Advanced university degree (Masters or equivalent) in the field of cultural policies and/or cultural and creative industries or in a related field. ***Work experience*** - At least seven (7) years of international experience in the field of culture, cultural policies and/or cultural and creative industries; - Experience in managing international culture-related events; - Experience in stakeholders outreach; - Experience in designing tools for stakeholder outreach monitoring. ***Skills and competencies*** - Excellent knowledge of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and the 2030 Sustainable Development Agenda; - Excellent capacity to conceptual, organize and manage stakeholder outreach actions; - Strong analytical and drafting skills; - Strong database management skills; - Ability to work effectively in a team environment and to maintain effective working relations within a multi-cultural environment. - Good IT skills. ***Languages*** - Excellent knowledge of English or French and good knowledge of the other DESIRABLE QUALIFICATIONS ------------------------ ***Work experience*** - Experience in managing communication with Member States ***Skills and competencies*** - Familiarity with the work and general functioning of international organizations and/or the UN system - Sound judgement and decision-making kills ***Languages*** - Knowledge of another/other UNESCO official language(s) (Arabic, Chines, Russian or Spanish). **APPLICATION PROCESS** ----------------------- Interested candidates are invited to complete the on-line application, and attach the following documents with the required information: - Up-to-date CV stating details of education qualifications, work experience and contact details.
