Its mission is to ensure the effective implementation and monitoring of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions (hereafter ‘the Convention’) and the 1980 Recommendation (hereafter ‘1980 Recommendation’) concerning the Status of the Artist. The Entity fosters international cooperation by helping governments around the world to design, monitor, and evaluate policies that promote the diversity of cultural expressions and the creative economy. It also coordinates and monitors the Convention’s statutory obligations, notably by providing support for the sound decision-making of the Convention’s governing bodies through knowledge sharing and data collection, analysis, and distribution. Within the Diversity of Cultural Expressions Entity (hereafter ‘DCE’), the Programmes and Stakeholders Outreach Unit is responsible, inter alia, for managing operational programmes and actions to mobilize various stakeholders of the cultural and creative industries. Long Description ---------------- ***Scope of Assignment*** The individual specialist will be requested to deliver specific tasks on the following three programmatic works as part of a larger stakeholder outreach efforts: 1\) Implementation of the UNESCO-Bangladesh Bangabandhu Sheikh Mujibur Rahman International Prize for the Creative Economy nomination process and organization of the prize giving ceremony Long Description ---------------- a. Manage Q&A on the UNESCO-Bangladesh prize by responding to e-mail inquiries received in inbox of the International Prize for the Creative Economy b. Undertake technical evaluation of the nomination files submitted before the deadline c. Prepare necessary documentations for the evaluation meeting of juries of the prize (draft agenda, talking points, nomination files to be shared with the jury members, etc.) d. Organize the jury evaluation meeting logistically (reservation of a zoom meeting, reservation of simultaneous interpretation service, etc. Long Description ---------------- e. Lead the jury evaluation meeting (tentatively scheduled during the week of 6 March) f. Draft a document summarizing the deliberation of the juries g. Upon decision on the prize winner by UNESCO, organize a prize-giving ceremony to take place in the margin of the 9th session of the Conference of Parties of the 2005 Convention in June 2023 (e.g., organization of travel of the prize winner, prize-giving ceremony reception, VIP list, communication and advocacy actions, etc.) h. Undertake necessary communication and advocacy actions to promote the prize winner and the UNESCO-Bangladesh prize as a way to reach out to creative entrepreneurs 2\) Outreach to artists and media communities through the organization of launching and other promotional events of the UNESCO reports on the protection of artists and journalists in emergency situations and on the results of the global survey on the implementation of the 1980 Recommendation a. Propose and implement a special online event in celebration of the World Arts day (15 April 2023) to promote the UNESCO-Aschberg programme. b. In consultation with UNESCO, conceptualize a series of launching events of the UNESCO report on the protection of artists and journalists with the aim of mobilizing stakeholders of the arts and media communities to be organized in various Member States of UNESCO in the framework of the World Press Freedom Day 2023 in May 2023. 1. c. Develop a series of communication contents (social media posts, web news, stakeholder interviews, etc.) to promote main messages of the UNESCO report on the protection of artists and journalists. Such communication contents may be used in celebration of the World Democracy Day (15 September 2023) d. In consultation with UNESCO, develop a launching event and other promotional activities on the UNESCO report on the results of the global survey on the implementation of the 1980 Recommendation concerning the status of the artist. This event is likely to be organized within the framework of the 42nd session of the UNESCO’s General Conference at the UNESCO HQs in November 2023. 3\) Organization of IFCD stakeholders events a. In consultation with UNESCO, conceptualize and organize a series of activities to mobilize IFCD stakeholders (e.g., IFCD project managers, donor countries, etc.) in order foster peer-to-peer learning and networking. b. In consultation with UNESCO, conduct informal surveys to analyze reasons of those Parties that do not make voluntary contributions to the IFCD. ***Deliverables and timeline*** The individual consultant shall submit to UNESCO, in electronic format, the following deliverables: i. On or before 31 March 2023, a report providing information about nomination process of the UNESCO-Bangladesh prize (corresponding to work under Articles 1.a, 1.b, 1.c, 1.d, 1.e, 1.f) ii. On or before 30 May 2023, a report providing information about the launching event of the UNESCO report on the protection of artists and journalists in emergency situations (corresponding to work under Articles 2.a, 2.b) iii. On or before 31 July 2023, a report providing information about the UNESCO-Bangladesh prize-giving ceremony (corresponding to work under Articles 1.g) iv.
