The Law on Youth of the Republic of Serbia aims to improve the social status and position of young people by creating conditions for addressing their needs and interests through measures and activities undertaken by the Republic of Serbia, autonomous province, and local self-governments, supporting youth in organization, social activism, development and fulfilment of their potential for their own and the society's benefit. The Ministry of Tourism and Youth (MTY) formed the special working group for the development of the Law on Youth, which includes representatives from youth associations, alliances, and relevant authorities. Six roundtable discussions were held in six cities across Serbia to gather the views of young people on the necessary changes to the Law on Youth. Results from the initial consultative processes have been published on the MTY website.

The purpose of this assignment is to develop a new Law on Youth of the Republic of Serbia in consultations with the MTY, UNICEF and other relevant partners.

Work Assignment Overview:

The scope of work for the assignment will be multifaceted and will require a high level of expertise and experience in the field of youth policy and law. The consultant will work closely with the Working Group established by the MTY for the Development of the Law on Youth, but also with representatives from youth organizations, relevant government agencies, UNICEF, and young people. The consultant will be responsible for:

  • Leading the process of drafting the new law, which will involve conducting extensive research and analysis of existing laws and policies related to youth in Serbia and internationally. This will involve a thorough review of the current Law on Youth, as well as an analysis of other relevant laws and regulations in the country. The consultant might also need to conduct a comparative analysis of youth laws and policies in other countries, with a focus on best practices and international standards.
  • Leading a series of consultations and engagement activities with young people and youth-led organizations. This will involve organizing and facilitating roundtable discussions, focus groups, and other forms of engagement to gather the views and perspectives of young people on the key issues and challenges.
  • Drafting the new law, which will need to be comprehensive and responsive to the needs of young people in Serbia. This will involve working closely with the working group and other stakeholders to ensure that the new law is aligned with international standards and best practices, and that it is responsive to the needs and aspirations of young people.
  • Consulting with the Ministry of Tourism and Youth and UNICEF, to ensure that the new law is developed in a way that is consistent with the priorities and goals of the government and the wider youth policy agenda. This will also involve providing regular updates and progress reports to the Ministry and UNICEF.
  • Preparing all the necessary documents and materials for the law to be adopted.

Duration of the assignment: March - December 2023 (remote, part-time)

Task description:

Task 1: Meeting with the working group to establish the objectives and overall framework of the new Law on Youth.

Deliverable 1: Report on the initial meeting with the working group

Timeline: April 1, 2023

Task 2: Extensive research and analysis of existing laws and policies related to youth in Serbia and internationally.

Deliverable 2: Research and analysis report on existing laws and best practices

Timeline: April 1, 2023

Task 3: Consultations with youth and youth NGOs to gather input and feedback on the needs and interests of young people in Serbia.

Deliverable 3: Summary report of consultations with youth and youth NGOs.

Timeline: May 1, 2023

Task 4: Drafting of the new Law on Youth, incorporating inputs from the working group, research, and consultations with youth and youth NGOs.

Deliverable 4: Draft Law on Youth

Timeline: July 1, 2023

Task 5: Review and feedback from the MTY, the Working Group and UNICEF on the draft law. Incorporation of the feedback and finalization of the new Law on Youth. Presentation of the new Law on Youth to the working group and relevant stakeholders for approval.

Deliverable 5: Final Law on Youth

Timeline: November 1, 2023

Task 6: Preparation of any necessary documentation or materials for the implementation of the new law.

Deliverable 6: Final report including an evaluation of the process and outcomes

Timeline: December 15, 2023

Only shortlisted candidates will be notified and advance to the next stage of the selection process.

Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
