Background
Cambodia remains a young and growing nation; people under the age of 30 represent two-thirds of its population, which continues to grow at around 1.6% per year. Youth also constitute about 43% of the total working-age population. Whether Cambodia can unleash the potential of its youth, however, is dependent on youth's access to decent and higher value jobs and their ability to start and sustain their enterprises, as well as to successfully respond to rapid technological change driven by the digital economy and the Industry 4.0.
To address these critical issues and support Cambodia to promote skill development and employment for young Cambodians, UNDP is executing a project on Promoting Youth Employment in Cambodia with three key objectives: 1) Contribute to the improvement of sectoral and national policies related to youth skills development and employment through policy-oriented researches and advocacy which includes an analysis of the threats and opportunities presented by Industry 4.0 for youth employment and a co-design of appropriate policy responses following the analysis; 2) Increase human capital for decent and better employment to support Cambodia’s Industry 4.0 transition through enabling young working-age Cambodians to participate in the dynamics of rising income from higher value-added manufacturing and services; 3) Increase young entrepreneurs’ capability by equipping them with entrepreneurial skills that will allow them to start-up businesses in both rural and urban areas that are responsive to changing industry needs and coordinate efforts and leverage resources from key stakeholders including government, development partners and private sector to promote social impact investment by young entrepreneurs.
Duties and Responsibilities
The consultant will be taking the lead in developing and implementing the detailed plan of action for supporting startups in the UNDP programme and developing entrepreneurship guidebook between 01 February 2021 and 31 August 2021. Specifically, the consultant is expected to perform the following tasks:
Startups Support
- Co-develop a 6-month workplan (Feb-July 2021) to ensure continued support for growing startups after the programme ended. The consultant will work collaboratively with the UNDP youth employment team and UNDP Accelerator Labs to identify key activities needed to support youth founders in Bluetribe and beyond.
- Deliver the agreed activities in above workplan which include at least 2 follow-up workshops and 3 sharing/learning sessions for startups supported by UNDP.
- Provide ongoing mentorship and networking support to startups and entrepreneurs who completed Bluetribe/SHE/National Dialogue with an aim to sustain their development and increase the chance of success for the startups. This includes the facilitation of their attempt to get formal registration and investments and co-host of at least 2 startup networking events for Bluetribe founders and potential investors, funders and donors including corporation’s CSR, marketing unit or Venture Capitalists (VCs).
Revision of Bluetribe Programme Structures
- Grounded on the lesson learnt, and feedback collected from founders and advisory committee and partners, revisit the design and structures of the Bluetribe programme aiming to adjust its purpose, priorities, the selection criteria for youth startups/entrepreneurs and make changes to the detailed curriculum in response to the revised programme structures.
- Conduct reflection sessions with implementing partners to collect feedback and potential supports for next phase of the programme.
- As a contribution to promoting access to finance for youth start-ups, the consultant will work on injecting critical investment criteria and mapping investor network including angel investors, VCs and impact investors for future programme investment pipelines.
Incubation Guide and Knowledge Sharing
- Organize at least one learning and sharing workshop for ecosystem stakeholders, including government agencies working entrepreneurship development, to share case studies and lesson learned including but not limited to Bluetribe, SHE Incubation and National Dialogue;
- Through learning workshop and stakeholder interviews, collect additional input and lessons for identified key focuses to be included in the guidebook and improving the usefulness of the prospective guidebook.
- Build on lessons learned collected from ongoing programmes, develop an entrepreneurship programme guidebook which is accessible to ecosystem stakeholders who are working to support entrepreneurs and startups in Cambodia and Accelerator Lab Network across the world. This guidebook will be then turned into a Digital Playbook that can be accessed from any stakeholders.
- Hosting at least two updates sessions to UNDP employees at the country office about startup ecosystem in Cambodia and how can UNDP play a role to support directly or indirectly.
