Background

UNDP’s core vision is to help countries achieve simultaneous eradication of poverty and significant reduction of inequalities and exclusion. Addressing barriers, eradicate stigma and discrimination as well as achieve the right to equality is one of the key aspect of UNDPs approach to achieving its core vision. In the 2030 Agenda for Sustainable Development and in UNDP’s Strategic Plan, support the key populations and promote the right of LGBTI persons are an essential catalyst to progress across all development outcomes. Equality into all aspects of UNDP's work to reduce poverty, build resilience and achieve peace in communities and territories, helping to accelerate progress towards the 2030 Agenda. UNDP is implementing the Project namely #WeBelongAfrica (#WBA) programme which aims to promote inclusion of vulnerable young people, particularly young LGBTIs key population, in national and regional development processes including. One of the projects that is part of this regional programme is the “Southern Africa Young Key Population Initiative” (WBA YKP) which is implemented in selected African countries such as Angola, Mozambique, Zambia, and Zimbabwe with funding from the Netherlands government. The WBA-YKP project builds on the results of the Linking Policy to Programming (LPP) project which was implemented from 2017-2021 in five SADC countries and with SADC bodies and partners at regional level. The WBA-YKP project will be implemented from 2021 to 2026. The overall goal of the project is to ensure that state institutions in SADC countries, and SADC’s own institutions, are increasingly accountable and responsive to the perspectives, rights and needs of young key populations. To achieve this goal the project will work towards the following interrelated outcomes: o Increased number of African decision-makers who are responsive and accountable to, and inclusive of, sexual and gender minorities and young key populations; who understand and support their rights and perspectives; and who promote equitable SRHR and HIV outcomes. o Increased capacity of LGBTI and YKP activists and allies to sensitize and influence relevant decision-makers and to hold authorities to account o Increased inclusion, participation, representation, and influence of diverse African LGBTI persons and young key populations, and their allies, in relevant laws, policy, strategies, and decision-making. o Relevant national-level plans, strategies and guidelines related to HIV and SRHR increasingly reflect countries’ international human rights and public health commitments.

WBA’s focus on inclusive governance seeks to directly contribute to a vision of improving the capacity of States to understand and deliver on their obligations as human rights “duty bearers”. This emphasis on inclusive governance addresses a critical gap in current actions to advance the rights and inclusion of LGBTI persons and young key populations in Africa, as well as resonating strongly with UNDP’s mandate, Strategic Plan, and strengths.

Duties and Responsibilities

The Consultant will identify, collect, and analyses information from primary and secondary sources, including:

Desk research:

  • Grey and informal literature as well as peer-reviewed literature if available;
  • The Legal Environment Assessment Report, the Civil Society Engagement Scan, and other legal analyses of YKPs and;
  • LGBTI/sexual and gender diversity issues in the country;
  • LPP project annual reports research findings and publications;
  • UPR and other human rights related documentation (including shadow reports and relevant documentation from HRW, Amnesty, etc.);
  • Publications on the country by key LGBTI CSOs and YKP CSOs in the country and region o Publications (if available) that pay attention to YKP and LGBTI issues within broader themes (e.g., gender-based violence, SRHR, inclusive development, etc.).

One-to-one interviews and small focus group discussions (on Zoom or similar, with recordings):

Each interview will probe for:

  • Baseline information (either direct data or recommendations on sources);
  • Perceptions of current status of inclusion and rights;
  • Perception of ‘windows of opportunity’;
  • Perception of risks;
  • Level of interest regarding possible involvement in #WBA, and potential roles;
  • Suggested priorities for possible future UNDP/UN development system work on this theme in the country;
  • Recommendations on other stakeholders to interview and/or involve;
  • Recommendations on key documents or sources of data

Competencies

c. Competencies:

Relevant special skills / experience and other qualifications:

  • Extensive experience working on legal issues with governments, human rights bodies, civil society, development partners in the Africa Region.
  • Demonstrated expertise on policy and programmes relating to the Human Rights, Gender and Sexual Diversity.
  • Experience working with the UN, donors, multilateral organizations and NGOs is necessary and essential.
  • Verified practice on coordinating and producing peer reviewed publications for UN, development partners, government and academic journals.
  • Demonstrable experience in developing guides, tools and manuals, as well as dissemination material pertaining to HIV, human rights and the law will be an advantage.

d. Language and other skills:

  • English and Portuguese language and strong writing skills is mandatory.
  • Capacity to communicate fluently with different stakeholders (civil society, government authorities, local communities, project staff);

  • Advanced Degree in Law, Public Health, Development Studies, or related fields.

b. Years of experience:

  • At least 8 years professional experience working on HIV, Development, the Law and Human Rights in Mozambique, including with key population groups and LGBTI groups.
  • Experience in providing evidence-based policy advice is desirable.
  • Experience in working with the United Nations agencies or programmes will be an advantage.
