UNICEF supports the Government of Serbia in strengthening the justice system through law and policy reforms, influencing policy, building partnerships and capacities of professionals working with children, promoting legal empowerment of children, developing services and interventions for children and families in local community. Children come in contact with the justice system for many reasons – as offenders, victims or witnesses of crime, or as interested parties in various civil and administrative proceedings. UNICEF works towards the creation of a child-friendly justice system which works in the best interests of the child, where children are protected and participate meaningfully in the processes and decisions involving them.
The purpose of this assignment is to provide technical support to UNICEF in evidence-based advocacy, planning and programming, so as to advance the application of diversionary measures in the Republic of Serbia through support to the government, institutions and local stakeholders in upgrading related regulations and their implementation in practice. More specifically, the assignment includes preparing a monitoring report on the implementation of diversionary measures in the period of 2017-2021, including through collection and analysis of administrative data and a qualitative survey with key stakeholders to inform the upgrade of the capacity building programmes and targeted policy, thematic and/or regional interventions as needed.
Work Assignment Overview:
- Collect and analyse administrative data on children in conflict with the law for the period 2017-2021 (Statistical Office of the Republic of Serbia - SORS, Office Bulletin on Juvenile Offenders in the Republic of Serbia) focusing on crimes reported, decisions made/sanctions applied per type of crime, age, gender, ethnicity, regions/locations.
- Review relevant documents and reports (UNICEF, Republic Institute for Social Protection) with a focus on availability of capacitated local juvenile-justice multi-sectoral teams and service providers (number and type of local protocols for diversionary measures signed and being implemented).
- Establish trends and correlations (where possible/relevant) among and between administrative data and data from SORS including in relation to the size of the cohort of general population of children at the age 14-18 per regions/locations and availability of capacities and services/protocols.
- Conduct a qualitative survey (at minimum 5 interviews and 2 focus groups) with key informants (representing locations/actors with good practice examples and those with challenges in implementation of diversion measures).
- Develop a technical report (in Serbian) and short reader-friendly document and ppt (in Serbian and English) with infographics/maps highlighting key trends and the most important findings/correlations.
- Deliver a presentation at the national-level conference on diversionary measures.
Duration of the assignment: May – October 2023 (part-time, remote)
Task description:
Task 1. Create the overall work plan, with methodology fully developed, finalize the plan to reflect the inputs and suggestions from the supervisor.
Deliverable 1: Final work plan / Inception report approved
Timeframe: Beginning of June 2023
Task 2. Collect administrative data and data from other relevant documents and reports; conduct a minimum of 5 interviews and 2 focus groups; conduct statistical and qualitative analysis; produce a preliminary descriptive report with the key findings.
Deliverable 2: Draft technical report (in Serbian) with the preliminary descriptive analysis of quantitative and qualitative data (trends, correlations) and outline for a reader-friendly version and ppt submitted for review
Timeframe: End of September 2023
Task 3. Finalize the technical report (in Serbian) and a reader-friendly version (both in Serbian and English), and a Power Point presentation to reflect the inputs and suggestions from the supervisor; deliver the presentation at the conference as appropriate.
Deliverable 3: Final report (technical report in Serbian: reader-friendly with infographics ppt presentation – (in Serbian and English) submitted; delivery of the presentation as appropriate
