- At least 5 years of successful relevant professional experience (or 10 years in case of Bachelor degree) and professional record in the relevant sector and programme coordination, preferably in governmental, intergovernmental, or non-governmental agencies.
- Excellent oral and written skills in English, particularly the ability to draft documents and express views clearly and concisely.
- Fluency in written and spoken Indonesia is required.
- Strong communication and interpersonal skills, information technology, networking, and negotiating skills.

Background and context The Culture Unit of UNESCO Jakarta has a series of projects and activities to support community livelihood and social inclusion through art and heritage. They are: a) 4th phase of the Creative Youth at Indonesian Heritage sites programme (funded by CITI Foundation from 1 December 2020 to 31 December 2021): to provide a series of business capacity-building of 400 young cultural entrepreneurs living in and around World Heritage sites and other priority heritage destinations in Indonesia. The target sites include Borobudur-Prambanan (Yogyakarta/Central Java), Lake Toba (North Sumatra), Kota Tua (Jakarta), Bali (Tabanan and Bali districts) and Lombok. The project is currently focusing on the training of youth on business legal registration and access to the government schemes and sensitization of government offices on UNESCO project methodology. b) Borobudur village cultural mapping and community outreach (funded by Oriental Cultural Heritage Sites Protection Alliance – OCHSPA since 2019): to document the cultural assets of villages around Borobudur World Heritage Site, identify their linkages to the outstanding universal value of the site, and support community outreach work of the Borobudur Conservation Office on the importance of the site. The current phase focuses on developing village tours by local youth guides based on data in the cultural mapping. c) Capacity-building of village homestays in Borobudur: as part of the UNESCO project for sustainable heritage tourism funded by BMZ (Germany), UNESCO Jakarta intends to mobilize the hotel network of Yogyakarta to take part in corporate social responsibility to share their know-how in environmentally sustainable practice and local heritage promotion with the villagers in the Borobudur area currently or planning to be engaged in tourism activities (expected date of start: 1 June 2021). II. Purpose of the Assignment The consultant will assist the UNESCO Office, Jakarta, in coordinating with multiple partners to deliver the following expected outputs under each of the above initiatives by the end of December 2021: Long Description ---------------- a) 4th phase of Creative Youth at Indonesian Heritage sites programme: • At least 150 youth beneficiaries will have received a total of six hours of training on legal business registration and other relevant support schemes. • At least 50 youth beneficiaries from the target sites will have received technical support in obtaining business registration documents • A 10-minute video is developed, presenting the UNESCO Creative Youth programme holistically, including its methodology and impact for the awareness-raising and training of the government stakeholders; • At least 60 government officers from five provinces (Yogyakarta, Central Java, Bali, Toba, Jakarta and Lombok) will have received training on the development and implementation of capacity-building programmes as per the methodology of the UNESCO Creative Youth programme; • The methodology development, data collection and report on the programme are drafted with their impact analysis for submission to the donor; • The highlight of the project activities is regularly updated on the dedicated Instagram account @kitamudakreatif; • Interim report is prepared and submitted to the donor. b) Borobudur village cultural mapping and community outreach: Long Description ---------------- • The result of the Borobudur Village Mapping Book for Borobudur is launched, and the e-book is shared with various stakeholder at the district, provincial and national levels; • Each village of the 20 villages around Borobudur will have developed its heritage-based branding strategy and action plan upon several rounds of consultation and workshops; • At least 20 local youth from the villages of Borobudur will have received 10 hours of training in conducting virtual/physical guided tours presenting local heritage; • Progress report is prepared and submitted to the donor. c) Capacity-building of village homestays in Borobudur • Approximately 50 homestay and other tourism-related facility owners from 20 villages of Borobudur area will have received 10 hours of capacity building on environment-friendly service, authentic heritage experience, and socioeconomic promotion of the employees; • To the above end, at least one stakeholder consultation is organized to assess the training needs of the project beneficiaries; • Detailed database of targeted beneficiaries and project stakeholders is gathered during the project’s inception phase Long Description ---------------- • The methodology development, data collection and report on the programme are drafted with their impact analysis for submission to the donor. On a recurrent basis: • Contribute data, images and text on the activities undertaken for UNESCO social media account; • Compile briefs and updates of the project as and when required by the supervisor, donors and UNESCO HQ. III. Duties and Responsibilities Under the authority of the Director of UNESCO Office, Jakarta, and direct supervision of the Programme Specialist of Culture and in coordination with the Culture Unit of UNESCO Office, Jakarta as a team, the Incumbent shall provide professional and technical support to the Culture Unit in the implementation of the project activities and delivery of specific expected outputs defined in section II above. To this end, the incumbent shall perform the following tasks: 1\. Plan, coordinate, and implement the project activities in the project sites. To this end, the consultant, as directed by the Supervisor, shall: • participate in the meetings related to the projects and brief partners on UNESCO work plan; • monitor and evaluate the implementation activities of local project partners to ensure the timely delivery of quality services; • organize technical meetings, workshops and training activities, as well as take responsibility for related administrative matters in the field; • undertake the required field assessment and missions, subject to the Government of Indonesia’s regulations during COVID-19 Public Health contingencies. 2\. Draft correspondence, speeches, press release, project sheets, meeting records and any other types of document types related to the projects and prepare progress and/or final report of the projects. 3\. Assist in t monitoring project budget and expenditures in conformity with the work plan. 4\. Consult regularly with UNESCO to communicate the progress and results of the activities in the field. 5\. Work Experience: At least 5 years of successful relevant professional experience (or 10 years in case of Bachelor degree) and professional record in the relevant sector and programme coordination, preferably in governmental, intergovernmental, or non‐governmental agencies. Experience in development work with an international organization is an advantage; Languages: Excellent oral and written skills in English, particularly the ability to draft documents and express views clearly and concisely.
