Background** Within the UNESCO Culture Sector, the Cultural Policies and Development Entity is mandated to provide technical assistance to UNESCO Member States in the design, adaptation and implementation of their cultural policies. This builds on UNESCO normative instruments and programmes in the field of culture and beyond, as well as advocates for the transformative role of culture in the broad public policy spectrum. It thus strengthens, assesses and measures the cross-cutting and multidimensional contribution of culture to the 2030 Agenda for Sustainable Development. In this framework, the Member States have called for redoubled efforts by the Organization in harnessing the synergies between culture and education. In this vein, the UNESCO Executive Board has requested, by its Decision 211 EX/39, an in-depth reflection process towards shaping a comprehensive and integrated UNESCO Framework on Culture and Arts Education with policy guidelines (hereinafter “the Framework”). Such a Framework builds on the *UNESCO Roadmap on Arts Education* of 2006 and *the Seoul Agenda for Arts Education* of 2010, with the aim to expand their scope and encompass all dimensions of culture – from heritage, to arts and creativity – as well as the evolution of the cultural sector over the past decade, which has been accelerated by the digital technologies. Moreover, it seeks to strengthen knowledge and skills acquisition, creativity and innovation, thereby contributing to job opportunities, income generation and social transformation. 1. Long Description ---------------- **II. Work assignment** In this context, under the authority of the Director of Cultural Policies and Development and the supervision of the Programme Coordinator, the contractor shall contribute to the various steps of the revision process of the UNESCO Framework for Culture and Arts Education, and will notably: 1\. Engage in five UNESCO regional expert meetings organized between October 2022 and January 2023, and analyse key findings of discussions of the meetings in order to understand the regional needs, gaps and priorities to inform the development of the Framework; 2\. Determine the thematic priorities to be addressed by a series of five thematic White Papers to support the development of the Framework, with due consideration to the findings of the regional expert meetings, a UNESCO global consultation survey distributed among Member States and relevant stakeholders in March 2022, and an International Expert Meeting that took place in Seoul in May 2022; Long Description ---------------- 3\. Ensure the overall editorial consolidation and coherence of the White Papers that will be prepared by external authors, including final text edits for style and language; 4\. Develop the main lines of enquiry of the revised Framework and support the structural development and drafting process of the preliminary draft of the Framework together with draft policy guidelines, including by liaising with the expert drafting group – that will be established at the beginning of 2023; 5\. Support communication and outreach activities to raise awareness of the significance of the synergies between culture and education for sustainable development, as enshrined in the UNESCO Intersectoral Programme on Culture and Education (ref. UNESCO Programme and Budget 2022 – 2025 - 41 C/5) and to keep Member States informed of the development progress of the Framework; 6\. Contribute elements to a report on the development of the Framework for the 216th session of the Executive Board. Long Description ---------------- **III. Deliverables and timeline** The contractor is responsible for the submission of the following deliverables, by validation of UNESCO, within the timeframe indicated below: 1. 1. Proposal of a set of texts for the purpose of information and advocacy among Member States and relevant stakeholders on UNESCO’s past and present engagement on synergies between culture and education, which will be made available on UNESCO’s dedicated webpage on culture and education, including (1) introduction and progress in the implementation of the Intersectoral Programme on Culture and Education, and (2) background and progress achieved thus far on the development of the Framework, of approximately 2000 words, by 31 October 2022; 2. 3. 2. Analytical reports on two of the Regional Expert Meetings organized with a view to gaining further insights on addressing the regional needs, gaps and priorities in the UNESCO Framework on Culture and Arts Education, of approximately 2000 words each, by 30 November 2022; 4. 5. 3. A comprehensive progress report on the development of the Framework, building on the findings of the regional expert meetings, the global consultation survey launched among Member States and relevant stakeholders in March 2022, and the International Expert Meeting in May 2022, of approximately 1000 words, by 15 February 2023; 6. 7. 7.
