The aim of the interventions is to support selected countries that have expressed interest in the ratification of the 2005 Convention, in guiding in the development of policies and measures in support of the diversity of cultural expressions and the sustainability of dynamic and inclusive cultural and creative sectors. The tailored workshops and policy advice will aim to provide a better understanding of the 2005 Convention and the 1980 Recommendation concerning the Status of the Artist in terms of their benefits and implications for Pacific SIDS. The activity will be implemented in Fiji, Tonga, Vanuatu, Solomon Islands, Tuvalu, Cook Islands and PNG. Long Description ---------------- **PURPOSE** Under the overall authority of the Director of UNESCO for the Pacific States, and the direct supervision of the UNESCO Culture Programme Specialist in Apia, the expert will develop contextualized training modules and deliver online workshops for a limited group of participants from 9 Pacific SIDS (Cook Islands, Fiji, Niue, Samoa, Solomon Islands, Tonga, Tuvalu, PNG, Vanuatu), and provide tailored mentoring sessions. To this end the expert will: 1. Adapt existing UNESCO tools and training materials on the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and the 1980 Recommendation concerning the Status of the Artist to the Pacific context. 2. Develop an online training schedule of two sessions of 120’ lectures, also including exercises and Q&A. In support of the training schedule a PPT and supplementary materials as per the requirement of the training should be prepared and include the following: 1. Basic concepts of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and the 1980 Recommendation concerning the Status of the Artist. 2. Introduction and overall information on the International Fund for Cultural Diversity (IFCD) and other operational programmes under the 2005 Convention. 3. Other topics related to policies in support of cultural and creative sectors. Long Description ---------------- 3. Provide a 120’min training session to Niue and Samoa on the IFCD application making use of developed materials. Provide guidance on all documents required in the process including the outputs, budget, etc. and guide through two separate 120’min sessions in the development of a skeleton draft for an IFCD application per country. 4. Lead a 90’ min workshop with the Cook Islands, Fiji, PNG, Solomon Islands and Vanuatu with the aim to build a ratification road map. 5. Provide subsequent 4 country specific mentoring sessions of 60’ min each to the Cook Islands, PNG, Solomon Islands and Vanuatu for the development of a ratification roadmap based on their national processes. 6. Support Fiji in the consultation process with 240’ min of mentioning sessions (eg. tailored training, consultation programme development, support materials for the consultation etc) The workshops should use existing training modules and materials developed by UNESCO in support of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and the 1980 Recommendation concerning the Status of the Artist. The curricula may be enriched by the expert’s professional experience, available data, and impart knowledge on the implementation of the 2005 Convention. In delivering the task, the contractor shall work in close coordination with the UNESCO Office for the Pacific States that will be in charge of the logistics for the online workshop and provide the list of training participants. Long Description ---------------- **DELIVERABLES** 1. A training and mentoring plan and schedule. 2. Online training curriculum and training suite. 3. Final report on training and other activities undertaken along with observations on learning achievement of participants; recommendations on the future strategy towards stakeholder capacity-building in the Pacific, and training participant survey assessment of efficacy of training components. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **EDUCATION** - Advanced diploma or degree in Social sciences, law, economics or other relevant field with expertise in the cultural and creative industries. - Certificatin MA and above **SKILLS AND COMPETENCES** - Knowledge of Office ICTs Microsoft office applications, comfortable using Zoom and other similar communication platforms. **WORK EXPERIENCE** - At least 10 years of working experience in capacity building related to cultural policy design and advice, knowledge of the global cultural economy, experience with strategic planning relevant to the creative sector, knowledge of fundraising in the culture and heritage sectors. **LANGUAGES** - Excellent written and spoken English **DESIRABLE QUALIFICATIONS** ---------------------------- **WORK EXPERIENCE** - Previous working experience in the Pacific. **SKILLS AND COMPETENCES** - Good communication skills, attention to detail, organizational skills, technical skills. - Knowledge in video lecturing technology and use of online video software. **APPLICATION PROCESS** ----------------------- Interested candidates are kindly requested to apply and submit the following documents (in English): 1.
