Purpose of the consultancy

This consultancy will support MOH in conducting the quality assessment in maternal and child health services and analyzing the data as a part of the evaluation of the National RMNCAH Strategy and Action Plan 2021-2025.

Background

The WHO has been continuously supporting in conducting activities to improve the quality of RMNCAH (Reproductive, maternal, newborn, child, and adolescent health), collaborating with other development partners since 2018. This activity, called RMNCAH Quality Assessment and Improvement Support (QAIS), assesses the quality of care in health facilities and supports facility staff in developing action plans to improve the quality of care based on the collected data and implement those plans. Facing the last year of the National RMNCAH Strategy and Action Plan 2021-2025, the MOH plans to assess the quality of care in maternal and child health services in this country as part of the strategy evaluation. Both assessment activities are about to roll out nationwide. The consultant is expected to help the government collect quality data on maternal and child health services and manage and analyze the data to provide information for the strategy evaluation.

Deliverables

Method(s) to carry out the activity

  • Track the data collection through the national health information system, DHIS2, and provide feedback on the data quality
  • Support data management, including checking data quality, analyzing data, and managing DHIS2 applications
  • Write reports on the assessment results and policy recommendations
  • Continuously communicate with the supervisor and the RMC team

Output/s

Output 1: Assist WHO and MoH in carrying out the assessment activities in selected provinces Deliverable 1.1: The progress report of the assessment activities

Output 2: Assist WHO and MoH in analysing data collected through the assessment activities Deliverable 2.1: The report of data analysis and policy recommendation

Qualifications, experience, skills and languages

Qualifications required: - Advance University degree in health-related areas

Experience required: Essential - Minimum of 7 years of working experience in the RMNCAH area

Desirable - Experience of working in Lao PDR is highly appreciated

Skills / Technical skills and knowledge: - Basic knowledge in healthcare quality assessment - Profound medical background on RMNCAH areas- Profound knowledge of data compilation and data management - Good knowledge of excel and/or a statistic software

Language requirements: - English is required

The consultant will work remotely.

Travel

No travel is required.

Contract Duration

Start date: 11 December 2023 End date: 10 November 2024

Working days during the planned period: 63 days (1.5 days per week/42 weeks)
