The Istanbul Regional Hub (IRH) is UNDP’s main knowledge and advisory hub for the countries serviced by UNDP’s Regional Bureau for Europe and CIS (RBEC). In the region, UNDP works with national and international partners to strengthen the social contract between the state and society in a manner that protects human rights, promotes equality, and enhances social cohesion. The Hub also connects the region to a global network of development experts, to build knowledge and capacity, and to forge partnerships to meet the development challenges of a large and diverse region.

The Innovation Team is working on designing and deploying portfolios to accelerate system transformation, in line with the Strategic Plan 2022-2025. Urban transformation is one of the areas with a growing knowledge and practice in the RBEC region – more on the work can be found here: innovation.eurasia.undp.org and eum4eg.com. To consolidate the learnings and grow a community of practie around urban transformation in the RBEC region, the innovation team has initiated “Urban Talks” a series of conversations with practitioners around the latest trends & methods in urban development, and the “City Snapshot”, a knowledge product which brings together the diverse experiences in the ECA region on strategic innovation and urban transformation.

Therefore, the Innovation Team is seeking a consultant to support the development and finalization of the “City Snapshot” and to support the Urban Talks Series.

Duties and Responsibilities

Under the overall guidance of the Innovation Team Leader and in collaboration with the team working on urban transformation and in coordination with the country offices, the consultant is expected to deliver the following:

  • Deliverable 1: Draft the section on country office and external partner experiences on urban transformation and with external partners, following the steps below (by end of February, approximately 40%):

  • Step 1: Conduct interviews with 3-5 country offices about their approach to urban transformation, and develop case studies from each country office

  • Step 2: Conduct interviews with 3-5 external partners (contacts to be provided by the Innovation team) about their experience on urban transformation, drawing out key lessons learned;
  • Step 3: Obtain feedback and produce a revised version of the section: Collect and consolidate inputs and overall feedback from relevant stakeholders: colleagues at the Chief Digital Office, the Regional Bureau Europe and Central Asia (as well as other Regional Bureaus), Istanbul’s Regional Hub and the Strategic Innovation Unit for a Minimal Viable Product’s testing. Work closely with these stakeholders to ensure strategic objectives and project needs are articulated in line with UNDP’s Digital Strategy 2022-2025 and validated (approximately 10 days of work, by end of February 2023).

  • Deliverable 2: Copy-editing and promotion of the “City Snapshot” (by mid-March, approximately 30%)

    • Copy-edit the City Snapshot (approximately 30 page) ensuring that there is a common language,
    • Revise the City Snapshot, as needed based on the feedback provided through the quality assurance process,
    • Organize a webinar in close coordination with the Innovation Team, other teams in IRH, relevant projects and country offices organize a launch of the City Snapshot through an online webinar, as well as support development of communications materials and generate a summary to be published on the innovation community website.
  • Deliverable 3: Organize at least 3 Urban Talks on different approaches and challenges to urban transformation, including identifying and contacting external speakers, generating a brief description and an agenda, and creating a summary of the talk (i.e. https://innovation.eurasia.undp.org/urban-talks-series-summary-and-takeaways/) (by mid April, approximately 30%).

Technical Criteria - 70% of total evaluation- max. 70 points:
