Analyze fiscal space regarding debt and taxation for children in SEA.
You have:
- Master’s degree in social sciences, economics, public policy or related field.
- Minimum 8 years of relevant work experience in public financial management (PFM), domestic revenue mobilisation and/or familiarity with tax systems/policies.
- Previous experience in preparation of budget briefs and PFM analytical reports.
- Demonstrated capacity to synthesize complex information.
- Excellent written and verbal communication skills.
- Demonstrated capacity for achievement of deadlines.
- Familiarity with the work of UNICEF in public finance for children (PF4C) is an asset.
- Knowledge of South Asia and South East Asia is an asset.

The Social Policy and Economic Analysis section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking an international consultant to generate evidence on the overall picture of the macroeconomic and fiscal situation in the region and its implications for protecting children from different risks.
Work Assignment:
Task 1: Literature review to establish the link between fiscal space and children’s rights. Specific focus under this point should be place on economic implications of unmanageable debt and pathways through which debt – internal and external – affect fiscal space and distribution of resources and how this affects children.

Task 2: Present an analytical framework on debt that can be further used for country level analysis/advocacy which captures the above theoretical relationships (where applicable). The consultant will develop a template for analysis to be shared as a guidance for the country teams to engage further on this topic at country level.
Task 3: Present an analytical framework on revenues, with a focus on taxation, to be further used for country level analysis/engagement/advocacy The consultant will develop a template for analysis to be shared as a guidance for the country teams to engage further on this topic at country level.
Task 4: Regional debt analysis on the fiscal space, with identifying possible options for increasing the fiscal space for the social sector spending. The consultant will develop debt analysis for the countries in SEA and establish the links with the report on debt analysis for the countries in SA. The debt analysis will follow the theoretical model listed above, and include among others, debt management, debt management in relation with revenue management, debt vs the social sector spending and debt vs the fiscal space in the region.
Task 5: Advocacy and communication package on the topic. The consultant will develop and share with the UNICEF/EU country teams a package for regional advocacy on fiscal space.

Duration of Contract: The assignment will be carried out for 45 days within 3 months starting from May 2023. The professional payment will be made based upon the submission of the final report in relation to the above-mentioned assignments.
Duty Travel: No travel involved. This contract is home-based.
The consultant will liaise directly with UNICEF country offices to organize the collection of any necessary additional data and information. UNICEF Regional Office will facilitate contact and engagement between the consultant and the different country offices.
