Therefore, UNESCO wishes to revise its Financial Regulations to keep them up to date and to ensure that (i) they remain adapted to the objectives of the Organization, in particular to its operating model (Integrated Budget) (ii) they incorporate certain key decisions of the Governing Bodies, (iii) they are brought into line with the best practices of the other United Nations organizations, and (iv) that there is full alignment and a combined presentation of it’s the Financial Regulations and Rules. Long Description ---------------- **The assignment** In this context, UNESCO is looking for an experienced consultant to assist in revising its Financial Regulations and Rules. In particular, the consultant will be required to: \- Identify points requiring clarification, redundancies between the Financial Regulations, Executive Board decisions and General Conference resolutions. \- Determine gaps between the Financial Regulations, Rules, and the objectives of the Organization (see the four key points mentioned in the background). \- Propose a harmonized, clear, and coherent revision of the Financial Regulations and Rules. \- Assist in the elaboration of a proposal for the key changes required to the Financial Regulations and Rules; and \- Support in the preparation of an integrated set of Financial Regulations and Rules for consideration by the Executive Board and General Conference of UNESCO. A follow up assignment to align the Administrative Manual to the new Financial Regulations and Rules may also be separately discussed with the selected consultant Long Description ---------------- The consultant will be required to consult with the various key internal services concerned, as well as to have familiarity with other UN organizations’ financial regulations and rules, and to consult for any additional information or clarification that may be needed from these entities to understand their practices. The consultant is also expected to be familiar with the harmonized rules and regulations from the High -Level Committee on Management. The first deliverable will be a document for the fall session of the Executive Board. Then in spring and/or fall the full proposal to the Executive Board/General Conference.
