1. Purpose of the Assignment:

The incumbent of the post, under the direct supervision of the Operations Specialist will handle the mobile money transactions and mobile money accounts reconciliations in accordance with SOP on Mobile Money payment.

2. Basic objectives of consultancy/contractor (assignment) services.

Objective 1: Mobile Money Account Management:

Key Activities/Tasks

Describe the key tasks that would be expected during this consultancy to meet the Basic Objectives and contribute to achievement of Purpose. Leave little room for differing interpretation

Outputs/Deliverables

Set out all outputs/deliverables that are expected from the scope of work set-out under the key activities/task.

Each deliverable must be specific, measurable, achievable, realistic and time bound

Some outputs may not be achievable due to external issues out of UNICEF’s and the consultant’s control. If failure to meet these outputs is justifiable, then it should be noted in the service certificate before payment is made

Time frame

Clear time frame must be set up.

Mention “Grace Period” for submission of deliverables, after which payment will not be processed

Key Activities/Task:

  1. Make weekly forecast of cash needs for Mobile Money onto the UNICEF mobile money platform.
  2. Ensure authenticity of the beneficiaries’ details.
  3. Prepare Payment batches.
  4. Follow up on failed payments to investigate exceptions and rejected/returned payments and advise the program units on the required follow up action with the beneficiaries.
  5. Prepare the reconciliation with each batch of payment made and reconciliation of mobile money transactions for each month.
  6. Properly file all MoMo accounts reports and reconciliations after each transfer.

  7. Weekly mobile money forecast produced and uploaded to platform.

  8. Details of beneficiaries processed for payment are free from errors.
  9. Payment batches prepared.
  10. Reports on exceptions and rejected/returned payments produced.
  11. Reconciliation report produced.
  12. Auditable filing system established

Objective 2: Budget Management:

  1. Monitors the budget in close coordination with the Deputy Representative/Operations to ensure that objectives stipulated early in the fiscal year are realized for smooth operation of the country office/sub offices, where applicable.
  2. Recommends and prepares estimates on office premises, supplies and equipment requirements for budget preparation purposes.
  3. Prepares and analyses financial data for budget estimates and financial reporting; monitors and controls the administrative budget.

Objective 3: Support to Programme and Operation Sections:

B. Feedback on the mobile money beneficiaries list completeness, and accuracy of amount due.

C. Provide feedback on documents reviewed.

3. Qualification or Specialized knowledge/experience/expertise required for the Assignment:

Education: University degree in Business Administration, Finance Management or related field;

Working Experience: Two years of progressively responsible professional work experience at national and international level in office management, especially in the area of financial resources, planning and administration; familiarity with Mobile Money transaction processing would be added value.

Language: Fluency in written and spoken English language is required.

4. General Terms and Conditions of the Contract:

  • Under the consultancy agreements, payment is deliverable based as defined in the ToR
  • All remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
  • For international consultants outside the duty station, signed contracts must be sent by fax or email.
  • Unless authorized, UNICEF will buy the tickets for the consultant. In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.
  • Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
  • Mention is it as per the General Terms and Conditions of the Contract.
