Duties and Responsibilities Description and Scope of Assignment The United Nations Interim Security Force for Abyei (UNISFA) seeks to establish a context for enlightened and effective management of its resources, and to help build advanced and sustainable facility management solutions in view of reducing its environmental footprint during peacekeeping operations.

Responsibilities Within delegated authority, the Consultant/ Facility Management Specialist will be responsible for the following duties:

1. Administration - Supervises and monitors performance indicators for UN personnel and related contracts management within the Unit, as required. - Advise on the promotion of best practices in relation to facility management, ensuring compliance with UN legislations and standards. - Advise on the most advanced, cost effective, and low maintenance smart/remote monitoring solutions for asset and facility management. - Provide full package of recommendations and scope of requirements for the implementation of assets and facility improvement projects.

2. Planning - Assess the existing infrastructure and analyze consumption for water and energy to ensure compatibility and recommend adjustments/modifications for power grid and water supply system that are required prior to the implementation of the provided solutions. - With the existing setups, assist with the monitoring of consumption of water and waste production and setting targets for consumption in conjunction with other stakeholders. - Analyze and recommend solid waste disposal solutions, including hazardous waste and e-waste assessment works in evaluation of alternative technologies to replace hazardous wastes and to minimize pollution as well as in evaluating recycling options and developing a waste disposal schedule arising from the various facilities in the mission. - Contribute to the development and co-ordination of cross-mission Environmental Sustainability Awareness Campaigns such as water and energy consumption reduction, solid/liquid waste reduction/recycling schemes and sustainable procurement. - Develops a quality assurance plan to provide a systematic method to monitor facility and contract performance. - Drafts relevant audit responses on facility management related issues as required. - Participates in the development of contract risk assessments and risk management plans, including mitigating measures relating to facility management of the Mission. - Develops contract compliance checklists and implementation plans for facility and asset care management contracts. - Participates in the assessment of contractor performance, including advice and action to address instances of poor performance and/or non-compliance with contractual obligations. - Within the terms and conditions of contract, works towards resolution of conflicts or performance issues arising in cases of poor performance and/or non-compliance with contractual obligations relating to facility management.

3. Implementation - Maintain a record of hazardous and emergency issues and actions thereon at the mission, including, for example, a list of potentially hazardous installations within the mission (e.g. petrol station, warehouse storing flammables) in cooperation with fire marshals or other staff at the mission designated to deal with emergencies. - Provide facility management briefing to all mission personnel including police and military contingents during their induction training. - Carry out any other tasks required to support the DOS Environmental Strategy and tha Mission environmental Action Plan as directed by the Chief of Mission Support. - Ensure asset integrity and maintenance program is in place and being followed by both staff members and Contractors. - Ensure that adequate protection is provided, and overall safety, health, and the environment of personnel in accordance UN rules and regulations. - Ensure asset risks are identified, mitigated and monitored through an asset risk register. - Develop, control and monitor annual budgets and spend for the asset - Provide operations and emergency response duty cover - Lead and manage a multi-disciplined team to support safe and reliable operations of the Mission facilities. - Assist operations engineers to manage maintenance priorities according to safety and environmental criticality, production reliability, asset performance and cost. - Optimize inspection rounds to maximize efficient use of resources, personnel, contractors and other third parties. - Generate data showing maintenance completion status, overdues and backlog for inclusion in management reports.

4. Performs other duties, as assigned.

Qualifications/special skills Advanced university degree (master’s degree or equivalent) in Asset/Facility Management, Engineering or related field. A first-level university degree in combination with two additional years qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 7 years of progressively responsible experience in facility management, contract management, asset care control, engineering projection modification or related field with a national government/administration, a non-governmental organization, the private sector or an international organization is required. Experience with methodologies for project planning, execution and evaluation of facilities standards and proven ability in analytical work is desirable. Excellent report writing skills to write professional detailed technical and complex information, with the ability to effectively communicate detailed asset care of facility management technical information to specialist professionals and non-specialist elected members, officers and the public. Registration in relevant Professional Body or Institution

Languages English and French are the working languages of the UN Secretariat. For the position advertised, fluency in spoken and written English is required.
