Result of Service Under the supervision of the Chief, Facilitation Section, the Expert on Assistance to Aircraft Accident Victims and their Families in accordance with Annex 9 — Facilitation will collaborate with ICAO’s Air Navigation Bureau, Legal and External Relations Bureau, regional offices, and relevant international organizations and industry experts including ICAO ‘s Facilitation Panel working group(s) to develop a plan of action, and coordinate the implementation of the recommendations of the AAAVF 2021, addressed to ICAO. In addition, the incumbent will also coordinate arrangements for the second ICAO Symposium on Assistance to Aircraft Accident Victims and their Families, and support arrangements for the Commemoration Day for aircraft accident victims and their families, as required.

Duties and Responsibilities THE ORGANIZATIONAL SETTING

The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and facilitation and environmental protection.

The Facilitation (FAL) Section in the Air Transport Bureau (ATB) is one of the four Sections, charged with delivering results with respect to ICAO’s Strategic Objective – Security and Facilitation. Its primary responsibility is to develop and update Standards and Recommended Practices (SARPs) related to the facilitation of the international air transport system, including provisions related to assistance to aircraft accident victims and their families, found in Annex 9 — Facilitation, and to support Member States with their implementation of SARPs.

The Section manages and oversees the work programme of the Facilitation Panel (FALP) and its respective working groups, including development of guidance material; and directs the work of the Facilitation Division. The Section is also responsible for activities related to the ICAO Traveller Identification Programme (ICAO TRIP) Strategy, which includes the development of specifications for Machine Readable Travel Documents (MRTD), published as Document 9303, the work programme of the Technical Advisory Group on Machine Readable Travel Documents (TAG/TRIP) and its working groups; and the administration of the ICAO Public Key Directory (PKD). It provides support to the Assembly, Council, Air Transport Committee (ATC) and the PKD Board.

The incumbent reports to the Chief, Facilitation Section from whom s/he seeks advice and guidance on complex technical and managerial issues, and may be assigned to assist projects led by other senior staff members in the Section.

MAJOR DUTIES AND RESPONSIBILITIES

Function 1 (incl. Expected results)

Provides technical expertise, and coordinates the work to be developed and implemented in relation to recommendations of the 2021 Symposium on Assistance to Aircraft Accident Victims and their families (AAAVF 2021) addressed to ICAO, achieving results such as:

  • Develop a plan of action to facilitate implementation of the recommendations of AAAVF 2021, addressed to ICAO.
  • Coordinate with relevant Bureaus, regional offices, the plan of action and implementation of the recommendations of the AAAVF 2021, addressed to ICAO.
  • Provide inputs to facilitate draft reports for submission to ICAO Governing bodies.
  • Develop relevant guidance material.
  • Draft material for Facilitation Seminars relating to implementation of the recommendations of the AAAVF 2021.
  • Collaborate with Web Unit in the development/enhancement of relevant tools for sharing/promoting Facilitation-related guidance material, and associated events on assistance to aircraft accident victims and their families.
  • Provide inputs for articles for web and social media to promote ICAO SARPs and facilitation initiatives emanating from AAAVF 2021 recommendations.
  • Maintain liaison with, and provide technical advice on Facilitation matters to, other Sections within ICAO Headquarters and to the ICAO regional offices.

Function 2 (incl. Expected results)

Participates in relevant meetings, seminars and workshops, achieving results such as (including, but not limited to):

  • Advise the Chief, Facilitation Section on the correct messaging (form, format, and fora) for informing high-level stakeholders in meetings of other international organizations and at international meetings related to assistance to aircraft accident victims and their families, as required.
  • Participate meetings with relevant Bureaus, ICAO Panels and working groups, and international organizations, such as ACI, IATA, and aircraft accident family assistance associations.
  • Arrange as required, coordination meetings on the plan of action and implementation of the recommendations of the AAAVF 2021.
  • Report to the Chief, Facilitation Section on meetings and outcomes.

Function 3 (incl. Expected results)

Liaises with relevant ICAO Bureaus, and ICAO Regional Offices on implementation of the recommendations of the AAAVF 2021, including Annex 9 regulatory framework, achieving results such as (including, but not limited to):

  • Provide relevant Annex 9 regulatory framework and guidance material input related to AAAVF 2021 recommendations, as required, to relevant international organizations such as ACI, IATA and aircraft accident family assistance associations.
  • Provide inputs to facilitate implementation of recommendations emanating from the AAAVF 2021.
  • Participate in activities on assistance to aircraft accident victims and their families convened by relevant international organizations, and other stakeholders.

Function 4 (incl. Expected results)

Assists with promoting implementation of recommendations of the AAAVF 2021, achieving results such as (including, but not limited to):

  • Provide inputs to facilitate draft new/revised activity aligned with Facilitation Work Programme.
  • Coordinate development/updating of Facilitation Section’s web tools for sharing/promoting Facilitation-related information.
  • Assess States implementation of the AAAVF 2021 recommendations addressed to them.
  • Provide inputs to promote cooperation between States’ Civil Aviation Authorities and relevant public authorities.

Function 5 (incl. Expected results)

Performs other related duties as assigned.

Qualifications/special skills Essential:

  • First level university degree (or academic equivalent) in air transport, airport management or emergency response management is required.

Desirable:

  • An advanced university degree (Master’s degree or academic equivalent) in international relations, or in a related field.

Essential:

  • Ten (10) years or more of experience in air transport (Civil Aviation Authority, aircraft accident investigation authority, airline, airport).
  • Be familiar with ICAO Annex 9 — Facilitation, Annex 13 — Aircraft Accident and Incident Investigations, Annex 14 —Aerodromes provisions related to assistance to aircraft accident victims and their families.
  • Be familiar with ICAO Policy on Assistance to Aircraft Accident Victims and their Families (Doc 9998) and the Manual on Assistance to Aircraft Accident Victims and their Families (Doc 9973).
  • Be familiar with the aircraft and airport operating environment and relevant regulations.
  • Be familiar with aircraft accident and emergency response management.
  • Be familiar with interaction between the civil aviation authorities and relevant authorities responsible for the management of response to aircraft emergencies.
  • Be familiar with developing and implementing regulations and programmes related to family assistance.

Desirable:

  • Knowledge of planning and organizing, crisis management, and preparedness and response to aircraft accident.
  • Work experience in ICAO, and/or international organizations.
  • Knowledge of ICAO functions, organizational structure and international activities.
  • Work experience in developing or managing family assistance operations, including communicating sensitive information with victims and family members in small and large group settings

    Languages Essential:

  • Fluent reading, writing and speaking abilities in English.

Desirable:

  • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

    Additional Information It should be noted that this consultancy is to be filled for a period of eleven (11) months, with possibility of extension.

Please note that the daily rate for Band C varies from CAD$ 402 to CAD$ 578.
