Result of Service 1. One report and one draft of the manuals and SOP’s in Guatemala, Honduras and Belize that includes recommendations and analysis done by the expert on the needs identified to help improve the management of digital evidence.

Duties and Responsibilities Under the supervision of the Head of the Global Programme on Cybercrime, the consultant’s specific tasks are:

1. Present a work plan and schedule of activities for the development of manuals and SOP’s for Security and Justice institutions. 2. Identify the capabilities and needs in the countries prioritized for the development of manuals and SOP’s, study improvements in order to ensure compliance with the guiding principles for the management of digital evidence. 3. Develop tools and methodologies for the management of digital evidence within national and international criteria. 4. Facilitate the manuals and SOP’s in the management of digital evidence for the specialized units of Guatemala, Honduras and Belize.

Qualifications/special skills Academic Qualifications:

An advanced university degree as expert in computer engineering, computer forensics or information and communication technologies (master’s degree or equivalent) is required. An advanced university degree as criminalist (master’s degree or equivalent) is desirable. An advanced certification (Specialization degree or equivalent) in extraction and forensic analysis of mobile devices is desirable. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience;

- A minimum working experience of five (5) years in forensic analysis is required.

- A minimum working experience of five (5) years in extraction of mobile devices is desirable.

- Experience in the implementation of courses and/or training processes in the Security and Justice Sector, related to security, intelligence, criminal investigation and/or criminal policy, strategic criminal prosecution and other related areas is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position a knowledge of English and fluency in Spanish, with excellent drafting and communication skills in Spanish is required. Knowledge of another United Nations official language is an advantage.
